PERFORMANCE WORK STATEMENT

Base Training Education Services (BTES) Training Support Technician (TST)

Cannon AFB, NM

1. DESCRIPTION OF SERVICES: Non-personal services in support of U.S. Air Force voluntary

Off-duty education program to include providing Civilian and Base Training administration support and assistance as contained in this PWS.

2. QUALIFICATIONS: Associates Degree, or higher, in a related field from a regionally accredited

American college or university.

One year of work experience in an Air Force training management is required.

Must be knowledgeable of Air Force Training concepts and methods.

Excellent customer service skills and verbal communication skills are essential.

Professional work or volunteer experience of one year in Adult and/or Higher Education.

Working knowledge with Air Force Privacy Act Information (PII) and information security (email) is required.

The individual performing the work must hold a background investigation via a basic National

Agency Check (NAC) which will be used as an initial investigation for DoD contracted services.

Must be able to utilize Microsoft Office Professional (including Internet Explorer) and must be able to troubleshoot software problems.

Resume and transcripts shall be submitted to the BTES team chief along with proposal.

3. WORK HOURS/DAYS: The government will place calls for units (a block of time dedicated to providing the services identified in this Performance Work Statement, The BTES Team Leader and the contractor may mutually agree to specific work elements/schedules that must be performed to assist in the normal day-to-day office operations. The pre-determined, routine work units will be scheduled with the contractor no later than 7 days prior to the designated work unit being performed. Normally a minimum of 10 hours will be worked per week. Occasionally, at the request of the Base Training and Education Services (BTES) Team Leader or designee, eight hours may be scheduled in one workday. Exact days and times of services may be jointly determined by contractor and government in advance and may be modified by mutual agreement according to program needs.

4. GUIDELINES: All tasks shall be accomplished in accordance with all DoD, Air Force, Air Force

Special Operations Command, and local base computer/technology guidelines and regulations. The

Air Force Instructions (AFIs) will be made available upon request (some are available through on-line reference material) as a guide to accomplish the referenced tasks in the PWS.

5. SPECIAL REQUIREMENT: Incumbent must inform the BTES Team Leader of anticipated absence from a scheduled unit at least 24 hours prior to scheduled absence except in emergency situations. Non-emergency leave of 1 week or more must be scheduled with the BTES Team

Leader at least 2 weeks in advance and may not exceed two weeks at a time with a maximum of 4 weeks in one fiscal year.

6. MATERIALS AND EQUIPMENT: The government will provide all necessary workspace and access required to fulfill the requirements of this contract.

7. SPECIFIC TASKS:

New Employee Orientation Program. Receives/Analyzes New Employee List From Civilian

Personnel Section (CPS). Receives listing every two weeks (Civilian Pay Period) or by number of new hires. Receives new personnel listing every two weeks from Civilian Personnel Section (CPS) or retrieves New Employee Orientation (NEO) List from business objects. Analyzing training requirements and identifies personnel requiring training. Reviews list to make sure each new employee is in the global email listing. Fills out template and emails to all new employees for orientation. Suspense's 90 days after date of hire. Provides assistance to new employees in completing process on the web. Note: Notification goes out to the appropriate agencies, unit POCs and new employee. Uses Business

Objects via Web and runs completion report (NEO-Training-CPF) and tracks completion by individual certificate. Fills out and follows up (missed suspense) template and emails to all new employees, supervisors, unit POCs, etc. Monitors until completion. Updates DCPDS by: logging in and updates employee's training record.

Annual Installation Training Plan (AITP). Receives/Analyzes MAJCOM Message. Data call for

Annual Installation Training Plan (AITP) development. Revalidation quarterly. Follows the same process with minor variation. Identify the missing suspense, ask for negative replies and direct unit

POC to send written requirements with supported justification. Monitors until completion. Analyzes unit response to AITP data call, checks for accuracy of training requirements and priority. Follows up with local units as needed. Identifies required supporting documentation. Submits Training

Requirements into CATNIP For MAJCOM Approval.

Civilian Annual Training Installation Plan (CATNIP is an AF managed Data Base). Follow up as required. Logs into CATNIP and verifies training requirements status for approval or rejection.

Downloads approved training requirements and develops annual instillation training plan. Schedules

Management Training Committee (MTC), contacts individual board members, and sets up meeting location. Note: It was identified during the MTC workshop that this meeting can be conducted electronically. Files plan as required.

Civilian Training and Tuition Assistance request. Receives/Analyzes Civilian Training and

Tuition Assistance Requirement. Analyzes request to see if it meets regulatory requirements, a mission need, and most economical, efficient source and verifies prioritization. Provides/drafts disapproval notification and emails unit and requester. Analyzes funding source, training in route, training line number (TLN). Establish allocation file/locally managed database. Continuing Service

Agreement (CSA) is required if training exceeding 80 hours. Sends/suspense's AITP data call via email to local units. Provides unit POCs with additional clarification of requirements. Forwards documentation to the member. This includes setting suspense for completion. SF 182 and CSA as necessary. Receives completed documentation and confirms in MILPDS. Updates MILPDS, DCPDS, LMD as required. Verifies all documentation is correct and accurate.

Initial Supervisory Training Program. Runs query in business objects to identify civilian supervisor, number of enrollments in: USAF Supervisor Course, Military Personnel Management

Course (MPMC), and Civilian Personnel Management Course (CPMC) through locally managed data

(LMD) base. Business Objects Report, exports information to excel spreadsheet to analyze the supervisory data. Processes training requirement notification. Reviews list to make sure each supervisor is in the global email listing. Fills out template and emails to all supervisors, suspense's

180 days after appointment as supervisor. Provides assistance to supervisor in completing process on the supervisor resource center. Notification goes out to the appropriate agencies, unit POCs and supervisor.

Data Management. The TST will maintain a database of enrollment/completion and analyze this data for trends and will provide a report to the BTES Team Leader each month. TST must learn to use the Air Force Automated Education Management System (AFAEMS).

Office Support. The TST will receive, direct and respond to customer inquiries ( e.g. schedule appointments. make referrals, assist clients, research messages, directives, policies, catalogs, web sites etc.) Review training rips and coordinate as need.

8. TERMINATION: Contract may be terminated in accordance with the termination clauses contained within the contract.
