US Air Force 26th Special Tactics Squadron Tactical Ground Mobility Pre-Deployment Training
Performance Work Statement (PWS)
SCOPE
In response to operational requirements, USAF 26th Special Tactics Squadron must possess the intrinsic ability to perform mounted operations in a safe and effective manner across all terrain types and operating environments in high-risk Areas of Operation (AOs) worldwide. Due to austere forward operating locations and a high operational tempo, operators must be proficient at employing offensive and defensive tactical driving techniques, conducting motorcade operations, reacting to ambushes, as well as driving in congested urban and off-road environments in a heightened threat level with Non-Standard Commercial Vehicles (NSCVs). The requirement for an advanced, multi-discipline tactical ground mobility course is needed to provide the 26 STS with an intense immersion program of instruction. The course shall be structured to provide additional attention to junior personnel, who may need further instruction to overcome basic challenges allowing for successful integration alongside more experienced peers. This course will encompass proven tactics, techniques, and procedures that promote mission success and survivability under stress induced tactical situations. The 26th STS requires combined advanced mobility and weapons training to prepare personnel for upcoming deployments.
This outsourced training will include every aspect of long range desert mobility and long range advanced mobility military operations.

2 Course Requirements
The Contractor shall provide all labor, communications, transportation, supervision and other supplies and services necessary to support an overland mobility training course scheduled for 2 March 2018 through 24 March 2018. Government personnel shall provide weapons and ammunition as Government Furnished Equipment (GFE) for the exercise. The objective of the course is to provide instruction and practical exercises that will focus and improve the students understanding and practical knowledge of conducting mobility operations in areas with an austere environments. Particular attention will be focused on route planning, selection and execution, vehicle repair/recovery while in an austere environment. Routes will consist of recovering caches, which are given in MGRS, Lat/Long and UTM coordinates.
The contractor shall provide two (10) day training courses that satisfies all requirements. Due to the exercise combining small arms training with mobility training, additional coordination is necessary. Specific to this exercise is the extra preparation for integrated live fire, route planning, and range safety. This exercise shall commence with the Government training representative making an advance trip to the awarded contractor facility. At the facility, the government training representative will be briefed on the route, mission plan and finalize the order of events for the training exercise, conduct an equipment inventory and safety inspection, and conduct a transfer of ammunition with signature inventory so all teams are properly equipped. The course will at a minimum have 2 days of mechanical, recovery, navigation and driving classes before conducting the overland movement. The course will provide field based vehicle extractions and rigging multiple vehicle recovery scenarios in an austere environment.
The course shall be a true desert overland of 500-800 miles minimum of off road travel.
The course shall provide advanced level instruction and practical application on the following topics:
2.2.1 Function and advantages/disadvantages of the four distinct types of
4WD systems: Part-time, Full-time, Permanent and All-wheel drive.
2.2.2 Pros and cons of automatic v. manual transmissions with respect to off-road conditions.
2.2.3 Identifying and selecting the appropriate traction control devices to include, sand ladders, bridging ladders and improvised means (logs, rocks, sand, etc.).
2.2.4 Understanding and applying the appropriate route selection, gear selection, braking and steering techniques in varying off-road terrain and conditions.
2.2.5 Understanding and applying various vehicle recovery techniques to include towing and assisted/unassisted winching and righting rolled-over vehicles.
2.2.6 Commercially available vehicle recovery equipment.
2.2.7 Plan routes using commercially available Maps and GPS.
2.2.8 Supervise and conduct planned routes and practical exercises in accordance with the requested training.
2.2.9 Provide vehicle instruction on all aspects of operating while in an austere environment.
2.2.10 Instructor to student ratio of 1:4 to provide combined assessment and performance evaluated driving scenarios to sustain and enhance the requisite levels of knowledge, understanding and basic tactical mobility skills in the below listed subject areas.
2.2.11 Advanced tactical mobility instructors are utilized to assess, develop, refine and enhance basic performance levels. Instructors will ensure demonstrated abilities of attending personnel are progressing to the performance base applications of required austere mobility training.
3 Instructor Requirements:
a. (U) Minimum Qualifications:
Instructors: 2-3 Professional Camel Trophy Driving instructors. 1 x off road Camel Trophy Mechanic minimum experience required.
3.1.1 Driving Instructor/Subject Matter Expert (SME): The Driving Instructors shall each possess a minimum of five (5) years of experience as a Camel Trophy participant. The instructors must also have previously driven a minimum of 4 times in an austere assignment (South America, Africa, Mexico...). The instructor must be proficient in all aspects of non-technical communications, GPS navigation, 4X4 vehicle operations and maintenance. In addition, the Lead Instructor shall have extensive knowledge in the preparation of international, austere off road driving courses, preparation and the conduct of endurance off road courses, AARs and student critiques and the ability to supervise and manage a team of Contractor personnel.
3.1.2 Mechanic: The Mechanic shall possess a minimum of five (5) years’ experience in all aspects of four wheel drive systems design and operations. In addition, the Mechanic shall possess the ability to plan, conduct and supervise practical exercises of vehicle breakage and maintenance and possess effective coaching, mentoring and critiquing.
3.1.3 All Instructors proposed for this effort shall be considered Key Personnel.
Key Personnel are certain experienced professional and/or technical personnel that are essential for successful accomplishment of the work to be performed in support of this requirement. If any of the proposed personnel become unavailable for performance prior to or during performance of this requirement, the contractor shall promptly notify the contracting officer within 24 hours. The resume(s) of the substitute personnel shall be submitted to the Contracting Officer for review and approval within 48 hours of notification that contracted personnel are unavailable. Notification of approval or disapproval will sent to the contractor within 48 hours after receipt of the resume(s). The Government will list the Key Personnel in the resulting contract through a contract modification.
4 Minimum Contractor Facility Requirements:
4.1 The awarded contractor’s training complex shall be located within the Continental United States and possess, at a minimum, the below listed specialty ranges, training areas and facilities to fulfill the training and logistical requirements of this PWS:
4.1.1 Minimum of a live-fire range within 60 miles of the mobility training course. The range must have long range capabilities and the ability to fire all types of weapons. This includes non-standard and foreign weapons that are not utilized by the US military.
4.1.2 The training/course must include a desert overland movement to provide the most accurate terrain the 26th STS will encounter during deployed operations.
5 Minimum Contractor Material Requirements:
5.1 All targetry materials to include stationary reactive steel, paper re-faces and specialty target arrays/systems.
5.2 Any additional personal protective equipment (PPE) required for safe training that is not government provided (helmet, body armor, eye protection, uniform, boots). Any such equipment must be in quantities/sizes sufficient to protect all students.
Equipment shall be in good condition and working order and be properly sized to each student.
5.3 NSCV-type training vehicles for use throughout training, to include 4-wheel drive, high center-of-gravity vehicles that emulate the current SOCOM Program of Record NSCV vehicles, which are Toyota Hilux and Toyota Land Cruiser. Vehicles shall be in sound mechanical condition, with all preventative maintenance completed.
5.3.1 All training vehicles (NSCVs) shall be equipped, at minimum, with ROPS (roll-over protection system) and fire extinguishers. Contractor shall ensure that the training platforms are properly maintained and ready for safe operation on a daily basis, prior to the beginning of each training day.
5.4 Any and all supplies, equipment and manpower necessary for training vehicle refueling, maintenance and repair.
6 Government Provided Transportation, Items of Equipment and Materials:
6.1 Unit specific items of equipment will be provided by the unit per their organizational

6.3 M4 Carbine, Glock 19 per student
6.4 10,000 rds 5.56mm Ball (M193)(400 per student)
6.5 10,000 rds. 9mm Ball (400 per student)
6.6 All Communications and Navigation Items (GPS, radios, etc.)
6.7 The Government will provide all required ammunition, small arms weapons and transportation, lodging, and meals for the attendees at the place of performance throughout the period of performance.
Student Meals. Meals will be purchased by individual students on their Government Travel Cards. If meals are not available for purchase on site, students will be given time to procure food each day or they will be instructed to procure enough food to last them through training.
