1. DESCRIPTION OF SERVICES. The Contractor shall provide the necessary personnel to perform Base Training and Education Services (BTES) Test Administration Services for Cannon Air Force Base (CAFB). This requirement is for non-personal services in support of U.S. Air Force comprehensive testing program to include but not limited to non-voluntary off-duty education, the Defense Activity for Non-Traditional Education Support (DANTES), Career Development Courses (CDC) Test, Weighted Airman Promotion System (WAPS) and Air Force Professional Military Education (PME) testing programs. The government will provide all necessary equipment, supplies and materials to include workstations, computer (with internet access), telephone and other materials and equipment mutually agreed to fulfill the requirements of this contract.
1.1. QUALIFICATIONS. A baccalaureate degree from a regionally accredited American college or university is required. Excellent customer service skills and verbal communication skills are essential. Appropriate related professional work or volunteer experience of at least 1 year is required. Knowledge of/experience with standardized educational and military testing programs is required. Knowledge of/experience with AF terminology, office procedures, and education programs plus familiarity/facility, Microsoft Word, PowerPoint, Excel and Access is highly required. The individual performing the work must be capable of obtaining a DoD security clearance at the “Secret” level or above at the time of award.
1.2. WORK SCHEDULE. The performance of this contract will require an intimate working relationship between the contractor, the Contracting Officer, and the Cannon AFB Education Office. Due to the importance of administering and proctoring military examinations, cooperation between the contractor, the Contracting Officer, and the Requiring Agency must be seamless. To this extent, the following procedures shall be followed:
a) The Government will determine the number of hours required each week and will notify the contractor in writing with the Tentative Schedule (Schedule) 14 days prior to the designated work hour.
1. Ideally, three morning sessions 0700-1200 and two to three afternoon sessions 1230-1800 will be scheduled each week, depending on student demand.
2. Hours are determined by the number of scheduled examinees; at least five (5) but no more than thirty (30) authorized examinees per session.
3. Contractor will arrive at least 15 minutes prior to start of each test session to ensure sessions begin promptly.
4. The contractor shall remain on an on-call basis. If changes to the Schedule are contemplated, the Government will notify the Contractor within 48 hours.
b) A maximum of 8 hours will be performed in one calendar day for a maximum of forty
(40) hours per week.
c) If a scheduled test session must be canceled due to emergency, the Contractor shall notify the Government within 24-hours prior to the start of the scheduled test session to allow time to contact and reschedule examinees.
d) Contractor availability changes must be approved by the TCO/ATCO at least 2 weeks in advance in writing.
1.3. SPECIFIC TASKS. The Test Administrator is responsible for administering the following categories of tests to eligible military and civilian personnel and their dependents as authorized by DANTES, AF, AFSOC and local regulations (NOTE: additional tests may be added as needed):
1.3.1. All DANTES-approved examinations (to include but not be limited to): college entrance exams (ACT, SAT, MAT); tests for college credit (CLEP, DSST, Regents, GRE Subject); professional certification exams (PRAXIS, ASE); interest batteries (SII) and career assessment inventories (CAI).
1.3.2. All AFIADL tests including but not necessarily limited to those for CDC, NCOA, SNCOA, AWC, ACSC and SOS.
1.3.3. Any tests specifically required to be performed by the education office.
1.3.4. Tests requested to be administered by eligible personnel, such as qualification/certification exams.
1.3.5. Any test required by the Air Force that is not normally administered through the local military test control officer.
1.3.6. Other tests used in local advisement or guidance programs, to include career assessment and interest inventories, as requested by the ESO.
1.3.7. Provide CDC (AFSC and unit) statistical data report to HQ by the fifth calendar day of the month following the report period.
NOTE: Tests will be administered in accordance with instructions provided in testing handbooks, test examiner guides, and TCO/ATCO instructions to ensure no possibility of test compromise.
1.3.1. RELATED ADMINISTRATIVE TASKS. The following tasks are elements of performance in the non-personal services contract which must be performed in conjunction with and in addition to the actual test administration.
1.3.1. Require all examinees to present official picture identification before allowing them to test.
1.3.2. Check test materials for marks/missing pages before issuing them to students.
1.3.3. Maintain official DANTES log for all tests, showing the individual’s name, the test title and the start and stop times for all test intervals. Ensure each student signs this Log upon receiving test and that all entries are complete and legible.
1.3.4. Instruct all examinees at the beginning of each session as follows:
1) To read carefully and follow instructions exactly as they are printed in the test booklet.
2) To adhere to any prescribed time limits. The contractor will ensure that all timing limits are adhered to and the examinee is aware of the time requirements for each test.
3) That all test materials, such as test booklets, answer sheets, scratch paper, must be given to the examiner before examinee leaves the room
4) That slide rules, calculators, reference tables, may be used only when the test booklet instructions state that the use of these materials are allowed. (When scheduling exam, examiner will inform examinees that calculators, hyetc., may be used on specific exams).
1.3.5. Review each answer sheet as it is submitted by the examinee to ensure proper completion.
1.3.6. Check each reusable answer booklet as it is returned for marks and erase them completely. Check all booklets for missing pages and enter the time they are returned in the test log.
1.3.7. Complete safe and test office security forms at close of each test session. Ensure no money, supplies, forms, envelopes, inventories, brochures or booklets are stored in the safe.
1.3.8. Lock the safes and testing office doors and windows before leaving the testing office.
1.3.9. Prepare completed answer sheets, tests, checks/money orders, and any unused tests that may need to be returned, for mailing to the various testing agencies, according to the instructions for each type of test. All documents required for mailing will be fully completed by the contractor, except for the TCO/ATCO signature, prior to final check and sealing by the TCO/ATCO.
1.3.10. Inform TCO/ATCO immediately of any irregularities, which may represent the potential for a test compromise or complaint from a testing candidate.
1.3.11. Check DANTES exams upon receipt and enter test, serial and part numbers on the DANTES Automated Test Inventory Program (DATIP), ensuring that entries are made no later than the first duty day after tests are received. Update DANTES inventory sheets monthly via computer or by typing a new one.
1.3.12. Inventory contents of the safes (accountable DANTES and ECI materials) each time they are opened. Assist TCO/ATCO with weekly, monthly and quarterly inventories and with quarterly reports.
1.3.13. Identify all newly arrived ECI tests on the envelope, showing the name of the student, test identification number, date received, and expiration date. Enter all in stock ECI tests into the data file in the established format. Contact the squadron training NCO using the form provided to schedule testing ASAP.
1.3.14. Prepare DANTES order forms for TCO/ATCO signature and advise of under or over-stocking of any test related item. Ensure adequate numbers of tests and answer sheets are maintained at all times based on prior usage patterns, student inputs and TCO recommendations.
1.3.15. Notify students when tests have arrived, first by mail and later by phone if needed. File score reports in student records and enter score manually on front of student’s AF186.
1.3.16. Discard obsolete materials within 7 days of receipt of new publications and ensure dated exams are returned by expiration deadlines.
1.3.17. Maintain The DANTES Examination Program Handbook (DEPH), ensuring currency of all test instructions and policies.
1.3.18. Maintain a file of special order tests and handle all follow-up associated with these tests.
1.3.19. Maintain statistical data related to test administration as required by ESO and assist with reports and PowerPoint slides as requested. Such data will include (but not necessarily be limited to) monthly statistics on types of tests administered and to whom (by rank and service) and any additional test related data required for semi-annual and annual reports.
1.3.20. Maintain all document and correspondence files in a neat and orderly manner.
Separate files by calendar year. Contractor will be responsible for making file labels and setting up the file for each new calendar year.
1.3.21. Process all necessary paperwork required for optimum operation of testing program.
1.3.22. Refer all questions on schedule changes or testing policy to the TCO/ATCO and all questions on interpretation or application of test results to the counselors.
1.3.23. Prepare print and Rolling News advertising re: special testing (ASE, NTE, GRE, etc) for ESO or ATCO review and signature at least 3 weeks before the test order deadline.
1.3.2. SPECIAL REQUIREMENTS.
1.2.3.1. Individual must complete the Examination for DANTES Testing Personnel and DANTES Test Administrator’s Instructional Course within two weeks after assuming position.
1.2.3.2. Must maintain currency of the DANTES Examination Program Handbook (DOD 1322.8.H), the Voluntary Education Program Instruction (AFI 36-2649) and the testing section of the Guide for Official AFIADL Test Offices required.
1.2.3.3. Reports suspected or actual improper test conduct to TCO or ATCO as soon as possible after observation/occurrence.
1.2.3.4. Maintains data relating to tests administered IAW with DANTES and Air Force requirements.
1.2.3.5. Is responsible for following guidance in the testing continuity book and reporting upgrade needs to the TCO or ATCO.
2. SECURITY REQUIREMENTS. The contractor shall be responsible for all passes issued to employees under this contract. Applications shall be coordinated through the Contracting
Officer. A background check may be conducted in connection with base pass requests. Upon termination of employment, the contractor shall be responsible for returning identification cards and base passes to Security Forces within 24 hours.
2.1. PHYSICAL SECURITY. The contractor shall be responsible for safeguarding all
Government keys provided, if any, for contractor use. At the close of each work period
Government facilities, property, and materials shall be secured. The contractor shall ensure all keys/key cards issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons.
2.1.1. In the event keys are lost or duplicated, the contractor shall, upon written direction of the contracting officer, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the locks is the contractor’s responsibility. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost is the responsibility of the contractor.
3. NORMAL HOURS OF OPERATION. Normal hours of operation are 0700-1600. The
Contractor may work extended hours to ensure timely completion of work upon coordination with the Contract Officer.
4. CONSERVATION OF UTILITIES. The Contractor shall be responsible for operating under conditions which prevent the waste of utilities including the following:
4.1. Lights shall be used only in areas where and when work is actually being performed.
4.2. Mechanical equipment controls for heating, ventilation, and air conditioning systems shall not be adjusted by the Contractor unless authorized.
4.3. Water faucets or valves shall be turned off after the required use has been accomplished.
4.4. Government telephones shall be used only for official Government business.
5. CONTRACTOR PERSONNEL
5.1. Contractor Employees: The Contractor shall not employ persons for work on this contract if such employee is identified to the Contractor by the CO as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.
5.2. Contractor personnel shall present a neat appearance and be easily recognized as
Contractor employees. This shall be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges, which contain the company name and employee name in English.
5.3. The Contractor shall not employ any person who is an employee of the U.S. Government if employing that person would create a conflict of interest. Additionally, the Contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to DOD 5500-7-R Joint
Ethics Regulation.
