Section A: General Contract Information

Contracting Activity: 27th Special Operations Contracting Squadron

Project/Program Name: Snap-on Tool Kits - Vehicle Management Special Purpose

Section B: Description of the Supplies/Services Required

The 27 Special Operations Logistics Readiness Squadron (27 SOLRS)/Vehicle Management Flight requires the purchase of Snap- On tool kits, to include tools, toolboxes and custom foam to house the tools. The tool kits will allow the 27 SOLRS mechanics to complete vehicle repairs in order to support the wing's flying mission with mission capable vehicles. This equipment is critical to the accomplishment of the 27 SOW flying mission.

Section C: Justification for Soliciting from a Single Source or Brand Name

Snap-On is the only brand that can supply the required specialty tools and the extensive support services to include lifetime warranty and future consultation services that meets all of 27 SOLRS' requirements. Snap-On's lifetime warranty includes replacement, transportation, and engraving (required for accountability purposes) for all purchased tools. The replacement support provided by Snap-On offers the supply of specific, specialty replacement tools when required and would ensure the continuity maintenance actions. Additionally, the mechanics of the 27 SOLRS have a high degree of familiarity with Snap-On brand tools, which will enable a seamless transition to the new tool kits.

Section D: Efforts to Obtain Competition

Market Research was conducted in order to identify other tool manufacturers with the ability to provide the combination of the specific specialty tools and the extensive support services that meet the requirement of the 27 SOLRS. At this time, no other tool manufacturers is able to provide the required products. A brand name combined solicitation will be posted to Federal Business Opportunities (FBO) website.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

In the future, the requiring activity will continue to conduct market surveys to determine potential future sources for supply.

The requiring activity will continue to pursue the Snap-On brand name justification until additional manufacturers are identified with the ability to provide the combination of the specific specialty tools and the extensive support services that meet the requirement of the 27 SOLRS.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
