Statement of Work Landing Zone Audio-Visual System Upgrade Cannon Air Force Base, New Mexico

1. DESCRIPTION OF SERVICES.

1.1. The contractor shall furnish all material, services, personnel, training and specified equipment necessary to install/upgrade sound/audio system at the Landing Zone’s Tri-room and Escape Room, 211 Levitow Ave., Building 1820, Cannon AFB, NM 88103.

1.2. The contractor shall replace current amplifier/controller with a new system that is capable of providing high-definition, crisp audio with minimal sound interference for microphones and a centralized audio-visual control system for the Landing Zone’s 5 room zones (Escape Room, each of the Tri-room, and all 4 rooms collectively as a single zone). The transmitter must be compatible with all EW100 series receivers, phantom powering, 1680 tunable UHF frequencies with 42 Mhz bandwidth, Band – G or equivalent. The centralized control system must be able to control sound input (i.e. from microphones, DVD/Bluray players, laptops, and media players) into speakers of individual rooms and also connect to projectors and screens to provide video. The matrix switcher must be an 8x8 DVI with resolution up to UXGA; 1080p 1920x1200 and max data rate of 6.75 Gbps per graphic cannel, I-EDIDPro, output disconnect, control RS-232, Ethernet & IR or equivalent. The driver/repeater for HDMI video signals must be capable to reclock and equalize the signal, HDTV compatible, HDCP compliant, EDID pass-through, and power supply included or equivalent. Control room located inside Tri-rooms

1.3. The Landing Zone’s Tri-room requires the following:

1.3.1. 2 hand-held wireless microphones with e835 cardioid dynamic head or similar, G-series band for each section of the Tri-room (6 total microphones), and all microphones shall be able to be used for a single section of the Tri-room (Kiowa, Zia, and Roost) and also able to be linked together by the entire Tri-room audio system when the room is used as one single large room.

1.3.2. All 3 projectors of the Tri-room and their corresponding drop/lift mechanisms shall be replaced/upgraded to allow high-definition, 1080p digital video.

1.3.3. The 2 projector screens of the Tri-room that flank the center screen (Kiowa and Roost) shall be replaced by a 94”(diagonal length) screen with 24” total backdrop at the top of the screen. The center screen (in Zia) shall be replaced with a 123” (diagonal length) screen with 24” total backdrop at the top of the screen. Current projectors are installed into the ceiling with a drop/lift are smaller, upgrade will be 33% roughly increased. Replaced projectors must be the same. All screens shall support high-definition, 1080p video. Projectors will also be replaced by Epson Pro 7000 Lumen Projector, WUXGA (16:10 with 4K enhancement, VGA, DVI, HDMI, HDBaseT, RS-232 or similar.

1.4. The Landing Zone’s Escape room requires the following:

1.4.1. 2 hand-held wireless microphones with e835 cardioid dynamic head or similar, G-series band capable of being linked into the corresponding audio system of the Escape room and able to feed into the rest of the in-house audio system of the Landing Zone.

1.4.2. The 2 existing TVs in the Escape room shall be linked into the in-house audio-visual control system to enable video display through those televisions.

1.4.3. The projection screen of the Escape room shall be replaced by a 123” (diagonal length), capable of high-definition, 1080p video. The projector and corresponding drop/lift mechanism shall be replaced. Projector must be capable of high-definition, 1080p video. Projectors will also be replaced by Epson Pro 7000 Lumen Projector, WUXGA (16:10 with 4K enhancement, VGA, DVI, HDMI, HDBaseT, RS-232 or similar.

1.4.4. A Full HD 1080p Pan/Tilt/Zoom Video Camera, 60 frames per second, 15x optical zoom with 12x digital zoom, 3G-SDI, DVI, Component, C-Video image output simultaneously, Exclusive 2D/3D noise reduction technology; with handheld remote control is to be installed in the Escape Room to replace existing system and be able to be linked into the Landing Zone’s central audio-visual control system to allow projection to the Tri-room screens.

1.5. Additional audio-visual requirements for the Landing Zone:

1.5.1. 2 lapel-pin microphones and 2 goose-neck (standing) microphones capable of use in the Tri-room and Escape room. Must be able to be connected into the Landing Zone’s central audio-visual control system.

1.5.2. 4 additional transmitters and receivers (two in the tri-rooms, 1 in the Escape Room, and 1 in the Refueling pit) to improve voice-to-receiver reception to the main controller of the in-house audio-visual system. Transmitter shall be a DVI over twister pair, requiring shielded twister pair cable with max data rate of 4.95 Gbps and passes EDID.

1.5.3. All microphones shall be supplied with a rechargeable battery system. 2-bay charging system with 12 rechargeable batteries compatible with new microphones.

1.6. The Contractor shall correct/re-perform any discrepancies or integration errors with any and all installed equipment by the contractor for a period of 1-year after installation at no additional cost to the government.

2. BASIC SERVICES.

2.1. The Contractor shall install new audio equipment to sound system at bldg. 1820 as listed in the Description of Services above or provide an equivalent solution. This system will replace the existing equipment in the main control room of bldg. 1820, Tri-rooms and Escape Room, and shall include all items described as a requirement during Contractor’s site visit prior to the execution of the installation. All equipment items must be reviewed for technical acceptability before award takes place. Once contract is made, the contractor shall begin installation of new equipment for a period of 60 days.

2.2. Any pre-exisiting equipment that is not detailed in this SOW to be replaced must be fully integrated into any new equipment installed (i.e. preexisting speakers, cameras, microphones, transmitters, receivers, wall plates, and projectors).

2.3. The Contractor shall repair all damage to the premises as a result of this installation and daily removal of all debris left by installation team.

3. SPECIAL REQUIREMENTS.

3.1. The Contractor shall be responsible for installing all electrical inter-wiring as specified in this Statement of Work. All wiring shall be fully tested according to New Mexico state and federal regulations to ensure proper functionality. Installation includes all mounting/positioning of equipment, all necessary cabling reconfigurations and running of new cable for speakers located throughout the building, all necessary power supply and components needed to utilize the system to its maximum capacity, as well as any other work required to ensure a functioning system. The contractor shall resolve any and all cabling/re-cabling routing and remove all old equipment and power supplies that will interfere with the upgrade. The contractor shall complete all of the electrical work required. Any preexisting equipment removed by the contractor shall be turned over to the government once installation is complete and final.

3.2. The Contractor shall provide a complete wiring diagram indicating connection points and types of conduit used.

4. SECURITY REQUIREMENTS.

4.1. Security and base access requirements are contained in clause 5352.242-9000 “Contractor Access to Air Force Installations.” Contractor employees will be required to obtain and display identification badges. Anticipate delays in getting commercial vehicles on base and allow time for commercial vehicles to reach their destination by driving designated routes at posted speed limits throughout the base. Procedures for commercial vehicle access to the base are subject to change without prior notice.

4.2. ID Passes and Badges: The contractor is responsible to obtain such clearances and/or passes as required for his/her employees to enter military installations on Cannon prior to start to work. The contractor shall be responsible for all passes issued to his/her employees under this contract. Applications shall be coordinated through the Contracting Officer or designated representative. At the time of application, Security Forces may conduct a background check on employees. Upon termination of employment, the contractor shall be responsible for returning identification cards and base passes to Security Forces within 24 hours.

5. HOURS OF OPERATION.

5.1. Normal Hours of Operation. The contractor shall perform the services required under this contract during the following hours: Monday thru Friday, 0700-1700. The contractor may work, with prior approval of the Contracting Officer, extended hours to ensure timely completion of work at no additional cost to the government.

5.2. Recognized Holidays. The contractor is not required to provide service on the following days: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Days, Thanksgiving Day and Christmas Day. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.

6. CONSERVATION OF UTILITIES.

6.1.1. The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions which prevent the waste of utilities which include the following:

6.1.1.1. Lights shall be used only in areas where and when work is actually being performed.

6.1.1.2. Mechanical equipment controls for heating, ventilation, and air conditioning systems shall not be adjusted by the contractor or by contractor employees unless authorized.

6.1.1.3. Water faucets or valves shall be turned off after the required use has been accomplished.

6.1.1.4. Government telephones shall be used only for official government business.

6.2. ENVIRONMENTAL CONTROLS.

6.2.1. Compliance with Laws and Regulations. The contractor shall be knowledgeable of and comply with all applicable New Mexico Environmental Governing Standards, and requirements regarding environmental protection. In the event environmental laws/regulations change during the term of this contract, the contractor is required to comply as such laws come into effect. If there is an increase or decrease in cost as a result of the change, the contractor shall inform the Contracting Officer pursuant to notice requirements and negotiate a modification to the contract.

6.2.2. Notification of Environmental Spills. If the contractor spills or releases any substance contained in 40 CFR 302 into the environment, the contractor or its agent shall immediately report the incident to Cannon AFB Fire Dept. at 911. The liability for the spill or release of such substances rests solely with the contractor and its agent.

6.2.3. Material Storage and Use. The contractor shall follow manufacturer’s guidelines and professional recommendations for control of humidity, temperature, cleanliness, and materials handling. This includes hazardous materials.

6.3. GOVERNMENT OBSERVATIONS.

6.3.1. Government personnel, other than contracting officers (COs) and CORS, may from time to time, with CO coordination, observe contractor operations. However, these personnel may not interfere with contractor performance or make any changes to the contract.

6.4. SAFETY REQUIREMENTS.

6.4.1. In performing work under this contract, the contractor shall:

6.4.1.1. Conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work.

6.4.1.2. Perform work in a safe manner as required by OSHA 2206, General Industry, Occupational Safety and Health Standards (29 CFR 1910) and New Mexico Environmental Governing Standards.

6.4.1.3. Develop and provide at the start of the orientation period or the start of the first operational performance period (if there is no orientation period) a safety plan for the protection of government facilities and property and to provide a safe work environment for contractor personnel.

6.4.2. Provide protection to government property to prevent damage during the period of time the property is under the control or in possession of the contractor.

6.4.3. Include a clause in all subcontracts to require subcontractors to comply with the safety provisions of this contract as applicable.

6.4.4. Record and report promptly (within one hour) to the contracting officer or designated government representative (GR), all available facts relating to each instance of damage to government property or injury to either contractor or government personnel.

6.4.5. In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the contracting officer.

6.5. If the government elects to conduct an investigation of the accident/mishap, the contractor shall cooperate fully and assist government personnel in the conduct of investigation until the investigation is completed.

6.6. Include a clause in each applicable subcontract requiring the subcontractor's cooperation and assistance in accident reporting and investigation.

7. TRAINING.

7.1. The contractor must supply training on proper use, upkeep and warranty information and supply operating/trouble shooting manuals to club management after completion of the installation.

8. PARTNERING AGREEMENT.

8.1. The contracting officer may require a partnering agreement between the government and the contractor to ensure joint cooperation and a sound partnership of all parties involved in the execution of this contract. Partnering is the creation of a government-contractor relationship that promotes achievement of mutually beneficial goals. It involves an agreement in principle to share the risks involved in completing the project and to establish and promote a nurturing partnership environment. Representatives from each organization are encouraged to participate in developing the partnering agreement. Suggested representation is the civil engineer manager, the government inspector, the government contract administrator, the contractor’s manager and the contractor’s quality control person. All costs for the partnership agreement should be shared equally between the government and contractor. This group is responsible for developing a formal partnering agreement that should be signed by all parties involved. The agreement should contain as a minimum: specific goals to be reached and a list of objectives to reach the goals, a set of metrics to evaluate the objectives, a frequency for meetings to review the metrics, and a statement of cooperation to execute the terms of the agreement.

8.2. CONTINUATION OF ESSENTIAL DOD CONTRACTOR SERVICES DURING CRISIS IAW DoDI 3020.41. (MANDATORY) This service is determined to be non-essential for performance during crisis according to DODI 3020.41, Operational Contract Support, and paragraph 2.c. In the event of crisis, the contractor will be notified by the Contracting Officer of the need to discontinue services due to contingency, base closure or other causes. If notification to discontinue services is not received, the contractor will be expected to continue performance in accordance with this SOW.

9. PHASE OUT.

9.1. If there is a change in contractor or if the operation reverts to in-house, the incumbent contractor will provide familiarization, to the government or the follow-on contractor, whichever the case may be. During the phase-out familiarization period, the incumbent will be fully responsible for the operation of the contracting office.

9.2. In the event the follow-on contract is awarded to other than the incumbent, the incumbent contractor will cooperate to the extent required to permit an orderly change over to the successful contractor. With regard to the successor contractor’s access to incumbent employees, a recruitment notice may be placed in each facility.

10. PUBLICATIONS.

10.1. Compliance with all publications, regulations and operating instructions provided by the Government is required when:

10.2. They pertain to the procedures for materials expediting herein and where the contractor is authorized by the performance work statement to accomplish the work specified in the publication, regulation or operating instructions.

10.3. The publications prescribe USAF policies, use of materials, procedures and processes applicable to the work requirements.

10.4. The contractor is required to acquire and work on the latest version of the publication.

11. CONTRACTOR PERSONNEL

11.1. The contract manager and alternate shall have full authority to act for the contractor on all contract matters relating to daily operations of this contract.

11.2. Contractor Employees: the contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the CO as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.

11.3. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges, which contain the company name and employee name in English.

11.4. The contractor shall not employ any person who is an employee of the U.S. Government if employing that person would create a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to DOD 5500-7-R Joint Ethics Regulation. The contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies in AFI 64-106, Air Force Industrial Labor Relations Activities.

11.5. The contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours or deployment. Military Reservists and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the contractor’s ability to perform; however, their absence at any time shall not constitute an excuse for nonperformance under this contract.
