Section A: General Contract Information

Contracting Activity: 27 SOCONS

Project/Program Name: UTS Systems shelters

Purchase Request/Identification Number: F1L0XP7238AW02

Estimated Contract Cost (including Options): $139,029.31

Section B: Description of the Supplies/Services Required

Personnel shelters (tents) for exercises on MAFR

UTS TM60 shelter system with internal liner, fabric floor, thermal fly and stake kit

- High wing package w/ horizontal reinforcement bars -- Vertical Stabilizer Bars -- Additional Staking Kit UTS Semi Hard Door Four general purpose string lights and 2 replacement bulb kits inside transport case

Section C: Justification for Soliciting from a Single Source or Brand Name

27 SOAOS is requesting the shelter tents to be purchased with a Brand Name Justification. MAFR currently has 5x UTS Systems shelters and will require the same brand to maintain the current 34'l x19'w x 9'h (650 sq ft) tent configuration, interchangeability and connect-ability. According to the market research, no other tent will connect with the UTS Systems TM-60 shelter. If another tent is purchased from a different contractor, it will not configure with the existing tents. This will result in complete mission and training stoppage. RMO will need to have these tents for the Emerald Warrior exercise next year that will be hosted for the first time in Cannon, AFB. It has been confirmed with UTS Systems that they have a large amount of distributors that will bid on the solicitation once it is posted on FBO.

Section D: Efforts to Obtain Competition

Our market research identified that 2 other companies are capable of providing RMO with field tents, but those tents will not match up with the already existing UTS System tents that have specific dimensions. Market research was conducted by reaching out to all contractors and asking the capabilities of their tents. Hurlburt AFB was contacted in order to confirm that these tents can be purchased through various vendors.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Future requirements will be evaluated for full and open competition.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
