I. Contracting Activity.
27th Special Operation Contracting Squadron/LGCC 110 E. Alison Ave Cannon AFB, NM 88103
II. Nature and/or description of the action being processed.
This brand name requirement will be awarded as a new firm-fixed priced contract for Ops Core brand helmets.
III. Description of supplies/services required to meet agency needs.
Ops-Core Helmets for aircrew personnel for flight use in order to provide head protection, flight communication, and the support of night vision equipment. All AFSOC airframes will be incorporating this particular helmet in accordance with HQ AFSOC A3/A3TL Message dated 25 Feb 201
IV. Statutory authority permitting Other than Full and Open Competition.
10 U.S.C. 2304(c)(1) specified at FAR 6.302-1(a)(2) when only one responsible source and no other supplies will satisfy agency requirements, including brand name requirements under FAR 6.302-1(c) when a requirement uses brand-name descriptions to specify a particular brand, product, or feature of a product that is particular to one manufacturer.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The proposed brand is the only manufacturer capable of supplying the requested items. All AFSOC airframes will be incorporating this particular helmet in accordance with HQ AFSOC A3/A3TL Message dated 25 Feb 2015.The message states that all aircrew helmets within AFSOC will be completing the transition to the Ops-Core helmets. The Ops-core has been approved for aircrew for over three years. The intent is to replace legacy helmets by attrition. By using this brand, we eliminate the need for maintaining additional stock of both helmets currently being used, thus adding cost to operations.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
A brand name solicitation using a combined synopsis/solicitation will be posted to the Government Point of Entry to facilitate competition amongst qualified distributors of Ops Core brand helmets. Ops Core brand helmets can be purchased from several known distributors.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer anticipates prices will be determined fair and reasonable in accordance with FAR 13.106-3 and expects competitive quotes to prove prices fair and reasonable prior to award.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research was conducted and it was found that these helmets can only be provided by this brand. No other brand is authorized per AFSOC A3 and other brands cannot meet the capabilities required. This helmet will be incorporated into all AFSOC airframes in accordance with HQ AFSOC A3/A3TL Message dated 25 Feb 2015.
