I. Contracting Activity.

27th Special Operation Contracting Squadron/LGCC 110 E. Alison Ave Cannon AFB, NM 88103

II. Nature and/or description of the action being processed.

This action will be awarded as a Motorola brand name purchase order. The notice will be posted to the Federal Business Opportunities (FBO) Government point of entry website at http://www.fedbizopps.gov in accordance with Federal Acquisition Regulation (FAR) part 5.301(a)(2)(i). Request the limited source contract of Motorola Solutions Inc.

to purchase 50 Motorola APX 6000xe Land Mobile Radios , 9 Motorola 6 bay chargers, 6 single bay chargers and 50 belt clips.

III. Description of supplies/services required to meet agency needs.

The 27 SOAMXS has identified a need for 50 Motorola APX 6000xe Land Mobile Radios w/(extreme 1-sided noise reduction, ASTRO 25 OTAR W/ MULTIKEY, ASTRO DIGITAL CAI OPERATION, IMPRES, SMARTZONE OPERATION), 50 Intrinsically Safe Li-Ion 3400 mAh high capacity submersible battery IP68, 9 IMPRES 2 Multi-unit Charger, 6 IMPRES Single- Unit Rapid Rate Charger, and 50 belt clips

IV. Statutory authority permitting Other than Full and Open Competition.

10 U.S.C. 2304(c)(1), further implemented by FAR 6.302-1(b)(1)(ii).

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Cannon AFB's radio network currently utilizes the ASTRO P25 7.09 trunking system. Radios procured must be fully compatible with this trunking system. Motorola is the only identified brand compatible with the ASTRO P25 7.09 trunking system. Cannon AFB currently possesses the training, programming, and software to maintain radios produced by Motorola. To integrate another brand of radio and equipment, the C4 Radio Maintenance Shop would require additional training, programming software and testing equipment. Seeking competition outside of the Motorola brand would result in a substantial duplication of costs and would require a new maintenance contract for future repairs.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

Under FAR part 7.102(a)(2) we are required to conduct a Market Research to obtain competition if possible. Market research identified 2 small business distributors of Motorola LMRs.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The contracting officer will utilize techniques recommended in FAR 13.106-3(a) to determine the price fair and reasonable. Comparison of past Government acquisitions for the same items will also be used for determining the price fair and reasonable. As the result of the Market research there is at least 2 possible companies who will submit their quotations expecting enough competitive pricing.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

There is no expectation to receive quotations from at least 2 small business manufacturers for Motorola Brand LMRs, Small

Business distributors of Motorola brand LMRs exist but NAICS 334220 (Radios) is not listed in the Non Manufacturer Waiver.

This will be posted in FBO as Full and Open Brand Name requirement.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

The Motorola APX6000 Land Mobile Radio is a radio that is capable of Over the Air Programming (OTAP) and Over the Air Rekeying (OTAR) without making any changes to the infrastructure or ATO at Cannon AFB. The Motorola APX 6000xe meets Delta T specifications for durability and submersible. This means the radio can receive a significant Mil Spec rated shock and still be waterproof up to 2 meters for 2 hours. It also has a Factory Mutual / Intrinsically Safe Certification with a Factory Mutual Intrinsically Safe battery which allows the radio to never produce sparks in a HAZMAT situation.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

We will conduct Market Research to supplement current findings for future requirements and to support any changes or development of the base in terms of Communication Systems/Technologies.
