1.1. DESCRIPTION OF SERVICES: This Performance Work Statement (PWS) outlines laundry and dry-cleaning requirements for the Consolidated Club (Landing Zone & Drop Zone), the Lodging Facility (Caprock Inn), the Pecos Dining Facility, the Satellite Dining Facility, and the Honor Guard Facility located at Cannon AFB, NM. The Contractor must provide all personnel, equipment, tools, materials, supervision, transportation and other items necessary to perform laundry services as defined in the PWS and the contract.
1.2. LAUNDRY SERVICES: Contractor must pick up soiled articles and deliver clean articles, in accordance with Appendix 1, Delivery and Pickup Schedule. Contractor shall ensure laundry services includes delivery and pickup schedules are met; correct quantities of articles are delivered; articles are delivered free of all dirt, contaminates, debris, dampness, offensive odors, mildew, and cleansing chemicals residue; has a uniform appearance; and articles are properly finished and packaged.
1.3. SOILED LAUNDRY PICKUP:
1.3.1. All articles must be processed for shipment in government provided laundry bags.
1.3.2. Soiled laundry articles picked up from Cannon AFB, NM must be sorted and bundled by government personnel as follows:

1.4. UNSERVICEABLE ARTICLES: All unserviceable and non-repairable articles must be returned in a separate marked bundle after laundering. The contractor must mark the bundle as “unserviceable”. The contractor must also give an explanation as to why the article is unserviceable. Unserviceable means any items: torn, frayed, with holes, ripped, stained, or burned.
1.5. STATE OR LOCAL DEPARTMENT OF HEALTH REQUIREMENTS: The contractor must comply with all certification or labeling requirements arising from state or local department of health regulations.
1.6. TRANSPORTING OF SOILED AND CLEAN ARTICLES:
1.6.1. Clean and dirty linen must remain separate during transport, processing, and delivery.
1.6.2. All clean articles are to be protected from contamination and soiling during transit to designated delivery points, per state and local health codes.
1.7. NON-REIMBURSABLE REPAIRS:
1.7.1. Except for unserviceable articles, the contractor must repair at no additional cost to the government all minor rips, tears (less than four inches), open seams and holes using thread and materials of the same quality, compatible color, color fastness, and texture as that used in the manufacture of the articles.
1.7.2. In addition, the contractor must repair by replacing all broken or missing buttons with buttons of matching color and similar appearance and quality.
1.8. WORKMANSHIP AND SANITATION:
1.8.1. Delivered finished articles must conform to the Standards and Recommendations of the Joint Commission on Accreditation of Healthcare Organizations (JCAHO), Occupational Safety and Health Administration (OSHA), generally accepted industry standards, and Department of Health regulations.
1.8.2. All articles must be delivered in a sanitary and thoroughly laundered condition. All work performed must be done under sanitary conditions, in accordance with generally accepted industry standards and Department of Health regulations.
1.8.3. The contractor’s facility must be open to inspection of sanitary conditions at any time by a representative of the government and the government reserves the right to perform or cause to have performed any test necessary, to determine the sanitary condition of articles delivered by the contractor. The government must give one day’s notice.
1.8.4. All articles must be kept segregated in the contractor’s facility and handled separately from any other customer’s work that may be in progress. The contractor must ensure that at no time Cannon AFB, NM articles come into contact with articles of other customers that may be in progress.
1.9. COUNT OF ARTICLES:
1.9.1. Soiled articles to be picked up by the contractor must be counted by a government representative.
1.9.2. The contractor and a government representative must verify the count and enter the count on the laundry ticket before signing the laundry ticket when the articles are delivered and picked up.
1.9.3. The contractor must furnish the original copy of the laundry ticket to the Contracting Officer Representative (COR), with a duplicate copy to the customer (Lodging Facility and/or Collocated Club).
1.9.4. The contractor must be liable for return of the number of articles turned in for service under this contract.
1.10. REWASH/RECLEAN OF LAUNDERED ARTICLES: Any article(s) found to have been unsatisfactory laundered or dry-cleaned must be rewashed, at no additional cost to the government. The government representative will notify the contractor’s representative after the unsatisfactory condition is discovered. The article(s) must be rewashed and returned at the next regularly scheduled delivery. The contractor must ensure rewashed article(s) are segregated from other laundry articles when returned. The contractor must also ensure that article(s) are readily identifiable upon return to the government as rewashed by marking the article(s) as “Redone.” The contractor will only rewash the article(s) once. If the article(s) are still unsatisfactory, they will be labeled “unserviceable” or “QAP” by the contractor.
1.11. MISSING/LOST ARTICLES:
1.11.1. If any article is missing from a delivery, the contractor must, on the same day the shortage occurs, issue an “IOU” (shortage) ticket to be redeemed by the contractor in the next regularly scheduled delivery at no additional cost to the government.
1.11.2. Articles not delivered on the next scheduled delivery will be considered as missing.
1.11.3. If a missing article is not delivered by the last contractor workday of the month it is considered lost. The contractor must reimburse the government with an equitable replacement for all lost, damaged or destroyed articles at contractor’s facility.
1.12. DRY CLENAING UNIFORMS:
1.12.1. Food Operations: Chef Coats – No bleach, starched light or medium, pressed. Chef pants – pressed. Chef hat – laundered. Aprons – laundered, stain removal. 3 day turn around.
1.12.2. Honor Guard: All uniform items laundered and pressed with medium or heavy starch. White gloves- laundered with stain removal. 3 day turn around.

3. GOVERNMENT FURNISHED PROPERTY AND SERVICES: The Government will provide laundry bags.
4. GENERAL INFORMATION:
4.1. QUALITY CONTROL:
4.1.1. The contractor must establish and maintain a complete Quality Control Plan to ensure laundry services are performed in accordance with the terms of this contract and commonly accepted commercial practices. A copy of this plan must include procedures to track, identify, prevent, remedy, and ensure non-recurrence of defective services.
4.1.2. The government will evaluate the contractor's performance under this contract. For those tasks listed on the Service Summary, the COR will follow the methods of surveillance specified in this contract. Government personnel will record all surveillance observations. When an observation indicates defective performance, the COR will require the contract manager or representative at the site to initial the observation. The initialing of the observation does not necessarily constitute concurrence with the observation, only acknowledgment that he or she has been made aware of the defective performance. Government surveillance of tasks not listed in the Service Summary or by methods other than those listed in the PWS may occur during the performance period of this contract. Such surveillance will be done according to standard inspection procedures or other contract provisions. Any action taken by the Contracting Officer as a result of surveillance will be according to the terms of this contract.
4.2. CONTRACT MANAGER:
4.2.1. The contractor must provide a Contract Manager that will be responsible for performance of the work. The name of the Contract Manager and alternate(s) will be designated in writing to the Contracting Officer, no later than pre-performance conference.
4.2.2. The contract manager or alternate must have full authority to act for the contractor on all contract matters relating to daily operation of this contract.
4.4. CONTRACTING OFFICER REPRESENTATIVE (COR): The COR will evaluate the contractor’s performance under this contract. The COR will record all observations. When an observation indicates defective performance, a government representative will notify the contract manager. Unacceptable performance must be re-accomplished at no additional cost to the government.
