STATEMENT OF WORK (SOW)
Mitigate Toxic and Hazardous Substance and
Disassemble Equipment at Hanger 199
Cannon Air Force Base, New Mexico
1. Objective:
The objective of this project is to mitigate toxic and hazardous substances on equipment and its immediate surrounding associated with the painting operation conducted in hanger 199. Once mitigated, equipment will need to be disassembled and prepared for shipment off base.
1.1. All floors, ceiling, walls, doors, duct, conduit, interior and exterior, to include it associated equipment/components associated with two paint booths structures in hanger 199 will need to be cleaned of all toxic and hazardous substances in accordance with (IAW) with all federal, state and local regulations.
1.2. All floors, ceiling, walls, doors, duct, conduit, interior and exterior, to include it associated equipment/components of the bead blasting room and sanding/prep room in hanger 199 will need to be cleaned of all toxic and hazardous substances IAW with all federal, state and local regulations.
1.3. Terminate/remove all utility infrastructure, fire suppression system, alarm system attached to these equipment units so as to prepare for disassemble.
1.4. Patch and repair structural penetration to match existing from the removal process associated with the removal of equipment.
1.5. Disassemble all equipment associated with the painting operation and prepare for shipment off the installation at the direction of the installation solid waste program manager. All equipment will remain the property of the Government.
2. Background:
Equipment associated with Hanger 199 where previously utilized for aircraft painting operation.
Equipment is considered unserviceable and contaminated with toxic and hazardous substances to include the immediate surrounding as identified by the Bio-environmental engineering flight as per Occupational Safety and Health Administration (OSHA), 29 Code of Federal Regulation (CFR) 1910, Subpart Z. The painting operation equipment in its entirety must be mitigated before any improvements can be accomplished to these facilities.
3. Period of Performance:
The Contractor shall be required to complete the entire work, ready for use, not later than 60 calendar days after the date of Notice to Proceed (NTP). The Contractor shall submit a project schedule at the NTP and shall resubmit updates as necessary until project completion.
4. Government Furnished Information:
Upon the Contractor’s request, the Government will provide electronic and/or hard copies of available documents and correspondences pertinent to the work.
5. Deliverables:
The Contractor shall furnish all tools, equipment, materials, testing, labor and personnel necessary to plan, manage, and supervise the project to remove all toxics and hazardous substances (primarily chromium-VI, lead but not necessarily limited to) from two paint booths, bead blasting room and sanding/prep room; as well as HVAC, mechanical, plumbing, fire system, and electrical equipment connected to these equipment units. Contractor will disassemble all equipment to a dimension appropriate for transporting off base.
6. Special Requirements:
All Toxic and Hazardous substance survey must be accomplished as per current Federal, State and Local Regulation.
6.1 Current results on record will be provided to contractor for reference only.
6.2 Contractor is responsible for additional testing of existing materials that will be affected by this SOW.
6.3 Prior to field sampling, the following must be submitted to 27 SOAMDS/SGPB
(Bioenvironmental) and 27 SOCES/CEIE (Environmental) for review and approval:
Certificate of Training and Sampling Plan.
6.4 Facility and flight line access must be coordinated with the proper agencies.
6.5 Building must be visually surveyed for existing finish, material and painted surfaces which are suspected of containing toxic and hazardous substances.
6.6 Floor plan (small scale) of the buildings shall be submitted showing specific locations where samples were taken. Final Test results are to be submitted to 27 SOAMDS/SGPB (Bioenvironmental) and 27 SOCES/CEIE (Environmental) for review and approval.
6.7 Protection of property: Contractor is required to protect all equipment, furniture and other items not removed in this SOW with approved protective materials while accomplishing sampling and cleanup efforts.
7. Toxic and Hazardous Substances Cleanup:
7.1 Where toxic and hazardous substance was identified after testing, the contractor shall accomplish cleanup efforts with a HEPA-filter vacuum or other approved method (such as wet-wiping) as allowed by federal, state and local regulation in a manner so as to minimize re-entry into the surrounding areas and/or resuspension of hazardous media.
7.2 Waste media shall be characterize per Resource Conservations and Recovery Act (RCRA) and containerize per 49 Code of Federal Regulation (CFR) “Transportation”.
7.3 Containerized hazardous waste disposal will be the responsibility of Cannon AFB.
Contractor is required to contact 27 SOCES/CEIE for disposition instruction on base.
7.4 Contractor is required to perform sufficient sampling to assess any residual hazardous media “Free as Practicable” and acceptable residual hazard will be at the sole discretion of the Air Force with consultation from 27 SOAMDS/SGPB.
7.5 Contractor is required to submit a mitigation plan for approval by 27 SOAMDS/SGPB and 27 SOCES/CEIE prior to start of work.
8. Disassemble of Equipment
8.1 Contractor is required to disassemble equipment to a dimension appropriate for transporting off base by means of a standard forklift and flatbed trailers. Contractor may be required to utilize pallets and/or fill roll-off container whenever necessary. Staging will be at or near the site equipment is removed.
8.2 Contractor will coordinate with 27 SOCES/CEIE to ensure disassembled equipment is removed for the site and dispositioned from the installation through scrap metal recycling and/or Defense Logistics Agency - Disposition Services (DLA-DS).
8.3 Contractor is required to patch and repair any penetration to the existing structure so as to provide for a weather tight seal to match existing.
8.4 Contractor is required to dispose of municipal solid waste generated at contractor expense.
8.5 Once equipment has been disassembled the area must be clean and free as practicable of residual hazard and debris by the contractor.
