1. DESCRIPTION OF SERVICES. The Contractor shall provide all personnel, equipment, tools, materials, supervision and other items and services necessary to perform grease trap services at Cannon Air Force Base in accordance with (IAW) federal, state and local laws and regulations.
1.1. BASIC SERVICES: The Contractor shall perform pumping and cleaning, skimming, and disposal services to remove waste, grease, oils and sediment from identified facilities (see Appendix A for location, size and frequency of servicing). The Contractor shall clean any spillage or residue immediately. Any damage caused by the Contractor shall be resolved by the Contractor immediately.
1.1.1. PUMPING AND CLEANING: The Contractor shall remove all liquid, semi-solid and solid matter from each grease trap. The Contractor shall use scraping or high-pressure water to remove any accumulations on interior walls and floors. The Contractor shall clean the top and bottom of the grease trap lids. Grease traps shall be considered clean when waste materials have been removed. The Contractor shall use a biodegradable detergent to scrub the surface areas. Grease traps shall be cleaned whenever they are pumped.
1.1.2. SKIMMING: The Contractor shall remove the surface layer of oil, grease and waste material from the water inside of the grease trap. This method does not require removal of the entire contents of the trap.
1.1.3. DISPOSAL: The Contractor shall transport and dispose of all excavated or otherwise removed liquid, semi-solid, and solid waste materials to an off-base disposal site IAW all applicable United States Environmental Protection Agency (EPA), federal, state and local laws. The Contractor shall not discharge chemicals or grease into the base sewage system, or any municipal or regional sewage works, public or private.
1.2. LIQUID WASTE EXCEPTION: If the Contractor uses equipment that filters grease and other wastes from the wastewater pumped from the grease trap, the filtered water may be returned to the grease trap. The Contractor shall use only EPA-approved equipment to filter grease and other wastes from the wastewater.
1.3. SCHEDULE: The Contractor shall provide a schedule IAW with Appendix A for CO acceptance. Schedule shall be submitted during the pre-performance meeting. Any changes to this schedule must be accepted by the CO three days prior to any proposed changes.
1.4. UNSCHEDULED SERVICE: The Contractor shall perform unscheduled pumping and cleaning, skimming, and disposal services on an as-needed basis when requested by the CO or COR. In the event that servicing is required outside the Contractor's regular schedule, the Contractor shall perform the service within 24 hours of notification.
The Contractor shall provide the CO with written after-hour contact information.
1.5 NOTIFICATION BEFORE PERFORMING WORK: The Contractor shall notify the COR before arriving on base to perform the services.
2. SERVICES SUMMARY. The Contractor service requirements are summarized into performance objectives that relate directly to standards of performance required to meet mission needs. The Performance Threshold describes the minimum overall levels of service required for acceptable quality control. Failure to meet these Performance Thresholds means that Contractor Quality Control is unacceptable. The following is a list of the key performance objectives that will be verified as contractually compliant by government personnel; however, inspection of any contract requirement is authorized.

3. UTILITIES
3.1 UTILITIES: Water and electricity are available at the job site(s) and may be utilized by the Contractor in quantities necessary to perform the work herein. The Contractor will be responsible for all temporary connections necessary for their operations and removal of the connections.
3.2 CONSERVATION OF UTILITIES. The Contractor shall be responsible for operating under conditions which prevent the waste of water (i.e. water only being used when service is being provided).
4. GENERAL INFORMATION.
4.1 QUALITY CONTROL (QC): The Contractor is required to control the quality of service delivered. The overall control of quality shall meet the specified performance thresholds for each requirement in the Services Summary.
4.1.1. The government will rely on the Contractor's existing quality control systems as a substitute for government inspection and testing, when contracting for commercial services.
4.1.2. The Contractor shall provide QC to ensure the requirements of the contract are provided as specified. The Contractor shall develop and implement procedures to identify, prevent and ensure non-recurrence of unacceptable services.
4.2 QUALITY ASSURANCE: The COR will evaluate the contractors performance through intermittent on-site inspections and receipt of customer complaints. The government will investigate complaints received from customers. The COR will be responsible for initially validating customer complaints. The CO will make final determination of the validity of the customer complaint(s) in cases of disagreement between the COR and the Contractor.
4.2.1. The COR is the authorized government representative(s) who will perform assessments of the Contractor’s performance. Subsequent to contract award, the identity of the COR, with a letter defining their duties and authority will be promptly furnished to the successful bidder/offeror.
4.2.2. The COR will inform the Contractor when discrepancies occur and will request corrective action. The COR will make a notation of the discrepancy on their surveillance checklist with the date and time the discrepancy was noted and will request the Contractor (or authorized representative) to initial the entry on the checklist.
4.2.3. Any matter concerning a change to the scope, prices, terms or conditions of this contract shall be referred to the CO only.
4.2.4. The services performed by the Contractor will always be subject to review by the CO or COR.
4.2.5. If the Contractor fails to perform the required services in accordance with the contract, the Government may procure the missed service under terms and conditions deemed appropriate by the CO from an alternative, responsible firm. In such case, the Contractor agrees to be liable to the Government for any excess cost incurred and to continue performance as required thereafter.
4.3. HOURS OF OPERATION.
4.3.1. Normal Hours of Operation: The Contractor shall perform the services required under this contract during the following hours: Mon - Fri. 7:00 AM to 4:00 PM (MST)/MDT).
4.3.2. Recognized Holidays: The Contractor is not required to provide service on the following days: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Days, Thanksgiving Day and Christmas Day. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.
4.3.3. Extended Hours: With the approval of the CO, the Contractor may work extended hours to ensure timely completion of work at no additional cost to the government.
4.4 ENVIRONMENTAL MANAGEMENT SYSTEM
4.4.1. Compliance with Laws and Regulations: The Contractor shall comply with all applicable environmental laws and regulations. In the event environmental laws/regulations change during the term of this contract, the Contractor is required to comply as such laws come into effect. If there is an increase or decrease in cost as a result of the change, the Contractor shall inform the CO to negotiate an equitable adjustment.
4.4.2. Hazardous Materials (HM): In the event that hazardous materials will be used in the execution of the this contract, the Contractor shall comply with all federal, state and local regulations concerning the use, storage, and reporting of Hazardous Materials.
The Contractor shall be required to obtain authorization per the Installation Hazardous Materials Management Program before ordering or purchasing any hazardous product to be used on Cannon AFB. The Contractor shall not bring any HM onto Cannon AFB until the Contractor receives all required authorizations.
4.4.3. Notification of Environmental Spills: If the Contractor spills or releases any substance contained in 40 CFR 302 into the environment, the Contractor or its agent shall immediately report the incident to Cannon AFB Fire Dept. at 911. The liability for the spill or release of such substances rests solely with the Contractor and its agent.

4.5. SAFETY REQUIREMENTS. In performing work under this contract, the Contractor shall:
4.5.1. Perform work in a safe manner as required by relevant Occupational Safety and Health Standards (OSHA) guidelines.
4.5.2. Develop and provide a safety plan for the protection of government facilities and property and to provide a safe work environment for contractor personnel. Contractor shall submit the safety plan at the pre-performance meeting.

4.5.3. Record and report promptly (within one hour) to the CO or COR, all available facts relating to each instance of damage to government property or injury to either contractor or government personnel.
4.5.4. In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the CO.
4.5.5. If the government elects to conduct an investigation of the accident/mishap, the Contractor shall cooperate fully and assist government personnel in the conduct of investigation until the investigation is completed.
4.5.6. If applicable, require subcontractor cooperation and assistance in accident reporting and investigation.
4.6. CONTRACTOR PERSONNEL.
4.6.1. Contract Manager: The Contractor shall identify a Contract Manage who shall be responsible for the performance of the services. The names of the Contract Manager shall be provided to the CO in writing at the pre-performance meeting. The Contract Manager must be able to read, write, speak, and understand English.
4.6.1.1. The Contract Manager shall have full authority to act for the Contractor on all contract matters relating to daily operations of this contract.
4.6.2. Contractor Employees: the Contractor shall not employ persons for work on this contract if such employee is identified to the Contractor by the CO as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.
4.6.2.1. Contractor personnel shall present a neat appearance and be easily recognized as Contractor employees. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges, which contain the company name and employee name in English.
4.6.2.2. The Contractor shall not employ any person who is an employee of the U.S.
Government if employing that person would create a conflict of interest.
4.7. DELIVERABLES.

4.8. PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE
NATIONAL COMMAND AUTHORITY OR OVERSEAS COMBATANT COMMANDER.
According to Department of Defense Instruction (DoDI) 3020.37, Continuation of Essential DoD Contractor Services During Crises, and the Air Force implementation thereof, unless otherwise directed by an authorized government representative, it is determined that Grease Trap Service requirements under this PWS are NOT essential to be performed during a crisis.
4.9. CONTRACTOR MANPOWER REPORTING. The Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Air Force via a secure data collection site.
The Contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the help desk at: http://www.ecmra.mil/.
4.10. GREEN PROCUREMENT PROGRAM. In performance of this contract, contractors shall use Environmental Protection Agency (EPA) designated recycled content products, Information Technology (IT) Energy Star products/appliances, Federal Energy Management Program (FEMP) Designated Energy Efficient Low Stand By Power products/appliances, U.S. Department of Agriculture (USDA) Bio based/Bio preferred products, Environmentally preferable products, Electronic Product Environmental Assessment Tool (EPEAT) registered products, Water Sense or other water efficient products, non- or Low Ozone depleting substances under the Significant New Alternatives Policy (SNAP), non or Low toxic or hazardous constituents (e.g. non- VOC paint) and any other environmentally sustainable product/method, to the greatest extent possible.
