PROJECT NO. CZQZ14-0021
Install Lightning Protection Buildings 122,197,199,206, & 307
CANNON AIR FORCE BASE, NEW MEXICO

STATEMENT OF WORK
SCOPE: The contractor shall furnish all of the plant, labor, equipment, and materials required for subsequent delivery to the United States Air Force, complete construction necessary for the accomplishment of Project No. CZQZ 14-0021 Install Lightning Protection on Buildings 122, 197, 199, 206, & 307 at Cannon AFB, New Mexico, complete and in accordance with the requirements specified herein.
BACKGROUND STATEMENT
Properly maintained lightning protection is required for Dormitories. Facilities 122, 197, 199, 206, & 307 are multi-purpose buildings and hangars with a standing steel metal roof. Lightning protection systems do not exist on these buildings and need to be installed to meet the requirements set out by UFC 3-575-01, para 3-1. Provide a lightning protection system (LPS) in accordance with NFPA 780 criteria using components manufactured in accordance with UL 96.
Provide a UL Lightning Protection Inspection Certificate for the each facility certified to NFPA
780 requirements. The contract for a lightning protection system project, or for any project on a facility containing a lighting protection system, shall require an LPS inspection prior to acceptance. The LPS shall be inspected by a commercial, third-party inspector whose sole work is lightning protection, and shall be certified by this third-party inspector as compliant with AFI
32-1065 and NFPA 780, in that priority order. A UL certification on its own shall not be adequate for acceptance of any Air Force project. Projects calling for an LPS addition to an existing LPS project shall consider the configuration of the final LPS in the initial design.
Projects of this type shall ensure the final LPS as a whole is compliant with AFI 32-1065 and
NFPA 780, in that priority order. The same third-party inspector requirements shall apply. The dimensions for each building are included in the design drawings and specifications attached.
PRINCIPAL FEATURES:
The scope of work for the project is install lightning protection and SPD systems, to include the following major items of work with all associated tasks required to professionally complete each item. Major work items:
Complete installation of lighting protection systems to include but not limited to lightning rods, strike termination devices, down conductors and fasteners.
Installation of a Surge Protection Devices (SPD) at the main Electrical Panelboard or
Main Switchborad. SPD’s must meet or have a voltage protection rating that is less than the UL 1449 and NFPA 780, per UFC 3-520-01 February 3, 2010 requirements.
PROJECT REQUIREMENTS-GENERAL:
1. Base Bid
1.1. Provide all plant, labor, equipment, and materials necessary for installation of additional lightning rods and strike termination devices.
1.2. Provide all plant, labor, equipment, and materials necessary for installation of additional mast poles and air terminals.
1.3. Provide a lightning protection system (LPS) in accordance with NFPA 780 criteria using components manufactured in accordance with UL 96.
1.4. The LPS shall be inspected by a commercial, third-party inspector whose sole work is lightning protection, and shall be certified by this third-party inspector as compliant with AFI 32-1065 and NFPA 780.
1.5. Installation of a Surge Protection Devices (SPD) at the main Electrical Panelboard or
Main Switchborad. SPD’s must meet or have a voltage protection rating that is less than the UL 1449 and NFPA 780, per UFC 3-520-01 February 3, 2010 requirements.
ARCHITECTURAL AND STRUCTURAL CONSIDERATIONS
No major departure from existing location or layout plan shall be made. Deviations to the existing plans must be approved by the Contracting Officer.
CONSTRUCTION POLICY AND CRITERIA
The project construction shall conform to standard Air Force criteria and other applicable Air
Force regulations, manuals and pamphlets. National codes and regulations for building construction and safety will be used where applicable. Modern construction techniques and architectural treatment may be incorporated into the project design to obtain both quality and economy and to provide a functional, complete and useable facility.

Any topographical surveys, excavations, soil borings, soil analyses, chemical tests, laboratory tests, pressure tests, electrical tests, corrosion and cathodic protection and any other tests required will be the responsibility of the contractor.
REFERENCES: Air Force manuals, publications and guide specifications will not be furnished.
They may be acquired from the Government Printing Office or other federal agencies.
PERIOD OF PERFORMANCE: This work is to be completed in 120 calendar days or less after
NTP. All weekend and federal holiday work may not be permitted unless otherwise approved by the
Contracting Officer.
GOVERNMENT FURNISHED INFORMATION AND MATERIALS: The following information and materials will be furnished to the A-E for the prosecution of the work upon request:
Attached design drawings and specifications
Utility maps of the project site (electrical, water, sewer and gas) as available for use as references
As-built drawings of the existing facility as available for use as reference. Existing as-built drawings may not be updated and current.
SUBMITTALS: The Contractor shall submit for approval all technical data and material samples for all proposed building materials and equipment in accordance with Section 01 33 00: Submittal
Procedures as per attached Schedule of Material Submittals.
