Q1. Must the external training rig be mounted to the external sidewalls of the container, with the legs touching the ground, for safety and stability purposes?

A. Yes, the legs must touch the ground for safety and stability purposes

Q2. Will offerors that attach the external squat racks/rigging to any other portion of the container (that is not the side walls) be deemed technically unacceptable?

A. Yes, we are concerned that the mounting brackets will make the container too tall for loading in the aircraft or alter the weatherproofing of the ISU-90. We require the standardized base of the ISU-90 with no mounting on top of the unit.

Q3. Will offers that do not include a NATO Air Portability Certification be deemed technically unacceptable?

A. The NATO certification concerns the security of the items within the ISU itself, and provides us confidence that the items within the locker will not move or fall during transport. This is not a requirement that stems for our AFI’s or TO’s, but considering that the ISU’s will be inspected for internal security during the J.I. inspection prior to transport, it gives us confidence that our fitness locker will pass inspection without hold ups. As a rescue unit we often deploy on a very short notice, and any unforeseen delays severely affect the operation.

Q4. Do all proposals need to utilize 3” x 3”, 7-gauge steel, with a minimum grade of S235 or A283C for the external steel rigging components (to ensure stability and safety) in order to be considered?

A. All proposals must utilize equal, similar, or greater than 3” x 3”, 7-gauge steel with a minimum grade of S235 or A283C for the external steel rigging components to ensure stability and safety.

Q5. If the product is not capable of transport via a C-17 or C-130 securely, without the use of additional equipment, and/or compatible with the internal roller system, will it be deemed technically unacceptable?

A. That is correct, if it is not capable of secure transport via the above methods it will be unacceptable. The intended use is at deployed locations and that is our primary means of transport.

Q6. Will any other container model other than an ISU-90 be deemed technically acceptable?

A. That is correct. It must be an ISU-90.

Q7. Is a limited lifetime warranty on the external functional training rig, and a minimum of one-year warranty on the accessories, a requirement for any bid submitted?

A. Yes. The warranty is a requirement due to the expensive nature of the purchase and the demanding environment in which it will be used.

Q8. Will proposals that offer external rigging that is not hot-dip galvanized steel to American Standard ASTM A 123/A 123M be deemed technically unacceptable?

A. It must be either hot dip galvanized or go through a coating process to prevent early deterioration. Otherwise the equipment will be impacted prematurely. It will be deemed technically unacceptable otherwise.

Q9. Must all equipment (to include accessories) be made in the U.S.A?

A. It must fall under the Buy American Act, IAW FAR Clause 52.225-1 Buy American-Supplies which may be found at https://www.acquisition.gov/.

Q10. Are unit logos required on the outside of the container?

A. No, this is not a requirement.

Q11. Is 180 ARO acceptable?

A. Yes, but sooner is much more preferable due to our deployment timeline.
