Statement of Work LTT/Uparmored Extrication Training
1. Scope. This Statement of Work (SOW) defines the effort required for the contractor to supply instructional services/training opportunities for Pararescue (PJ) operations and procedures outlined below. All of these services shall be provided in the continental United States (CONUS) during the period of performance. This will include PJ specific evolutions on specific dates.
1.1 Background. The 38th RQS requires PJ’s be trained in uparmored extrication using standard PJ issued equipment. The intent is to follow a crawl/walk/run progression in training, starting with a basic familiarization then progressing to part task training incorporating medicine and finally concluding with complex full mission profile training involving enemy contact. Additionally the 38th requires training in combat clearance which incorporates TCCC.
1.2 The contractor shall provide support logistics (weapons storage, barracks, catering, mission planning/staging areas), training areas, FACA or JTAC certified roleplayer/instructor, former SOF medics, emergency medicine doctor, up armor extrication expert, MATV/RG3/LMTV crushed and able to be cut on, combat clearance/tactics experts and white cell/red cell required to support scenario based training. 3. Requirements.
3.1. Instructor Qualifications. The contractor shall be responsible for providing instructors with the following qualifications/certifications:
3.1.1. 3x Instructors must have prior SOF medic experience
3.1.2. 1x Instructor must be an emergency medicine doctor
3.1.3 2x Instructors must be qualified/formerly qualified JTAC or FACA
3.1.4 2x Weapons/CQC instructors with JSOC experience
3.1.5 2x Weapons/CQC instructors with SOCOM experience
3.2 Training Requirements. Training shall be conducted 4 Nov-8 Nov 2019 both day and night in accordance with the intended schedule. The contractor shall be responsible for providing a training infrastructure/assets capable of the following:
3 Nov: Arrival -Area familiarization -Gear set up
4 Nov: Extrication class, practical applications on mockup and vehicle 5 Nov: Extrication continued with medical included (patient role players and dummies) 6 Nov:Combat marksmanship flat range pistol and rifle 7 Nov: Extrication scenarios 8 Nov: FMP with tactical movement, contact, rollover, extrication, patient care
3.3. Required Skills/Capabilities. The contractor shall be responsible for providing adequate training in the following areas:
Uparmored Extrication Gaining entry using lift/cut techniques Lifting heavy debris off of patients Extinguishing vehicle fire Working in confined spaces to free personnel and recover remains Combat Clearance Outdoors Urban Moving down roadways Road crossing
Movement with a casualty Indoors Combat clearance techniques not hostage rescue
Building clearance 6-8 man entry Securing a room to treat/protect patients L, T and 4 way hallways Stairwells Personnel Control and search procedures Subterranean familiarization
3.4 Additional Requirements
3.4.1 ISR support for mission planning and support
3.4.2 Tactical Operations Center (TOC) facilities with Situational Awareness equipment (video feeds, monitors, projectors, white boards, etc.) and debriefing accommodations
3.4.3 4x Armored troop-carrying tactical vehicle mock-ups that team can cut/lift
3.4.4 Flat range facilities to support pistol (9mm), rifle (5.56), and medium machine gun (5.56 and 7.62) accommodating 270-degree live fire training
3.4.5 Four human simulation mannequins, supported by a SOCOM-accredited and ACC approved LTT provider
3.4.6 12x patient or Friendly Force Role Players supported with realistic patient moulage
3.4.7 Medical personnel to simulate wound patterns consistent with the scenario, and monitor treatment modalities to determine effectiveness and determine appropriate patient responses
3.4.8 Ballistic shoot house with hallway and stairs 4000sqft or larger
3.4.9 1200m known/unknown distance range rated for up to 7.62
3.4.10 Subterranean facilities
3.4.11 DoD weapons, ammo, and sensitive equipment rated storage
3.4.12 MOUT village with structures up to 4 stories and roof access
3.4.13 Training location must be within 1 day travel (8 hours) from Moody AFB.
4 Records Management
4.1 All records, files and documents, regardless of media (e.g., paper, electronic, etc.), as described in this SOW, which are the responsibility of the Contractor are the property of the Government and shall remain so upon termination or completion of the contract.
4.2 The Contractor shall keep these item(s) current and maintain and dispose of them in accordance with the requirements established in AFI 33-322, Records Management Program, AFMAN 33-363, AFMAN 33-364, paragraph 2.10 and the Air Force Records Disposition Schedule which may be accessed from the following web address:

4.3 Records shall be turned over to the Government upon completion of the contract unless otherwise stated. All records are subject to the Freedom of Information and Privacy Act. The Moody AFB Records Management Office (23 CS/SCXKR), 229-257-3500, will provide assistance and training to the Contractor to ensure compliance with federal record keeping requirements.
