I. Contracting Activity.

Department of the Air Force, 23d Contracting Squadron, 4380 Alabama Road, Moody Air Force Base, Georgia 31699.

II. Nature and/or description of the action being processed.

The purpose of this sole source justification is to award a firm fixed price purchase order to Armick Inc, for Mission Readiness Virtual Reality (MRVR) HH-60G helicopter training simulators.

III. Description of supplies/services required to meet agency needs.

In an effort to standardize HH-60G helicopter training across Air Force Air Combat Command (ACC), the government is in need of three (3) MRVR Simulators for the HH-60G Pave Hawk Helicopter to consist of the following:

-MRVR HH-60G system, with specific 60G flight controls (6 ea.)

-MRVR Software license (12 ea.)

-Technical Support (360 hrs.)

-Installation (3 ea.)

-Training (3 ea.)

-Shipping (3 ea.)

The three simulators will be utilized by the following bases:

IV. Statutory authority permitting other than full and open competition.

FAR Part 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. 10 U.S.C. 2304 (c)(1) or 41 U.S.C. 3304 (a)(1).

FAR 6.302-1(a)(2) When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Armick has developed MRVR software to allow mission rehearsal inside of a virtual world for the Special Operations Community. MRVR is a proprietary software program that has many features tailored to helping the war fighter rehearse a mission in VR from any perspective. Armick has core competencies in design, development, programming, software engineering, custom deployment, hardware integration, customer training, and logistical support services for the Special Operations Forces (SOF) community.

Armick has developed the HH-60G Pave Hawk virtual model that allows networked training simulations based on this virtual model. This model features a custom tuned flight model wholly owned by Armick, as well as all interoperability with cockpit switch interactions for checklist and procedural training applications. This virtual model operates within the MRVR software suite and allows the military to rapidly rehearse and train in this

The , here at Moody, currently has two MRVR HH-60G systems. Only the Amrick systems will allow for additional systems to be connected and compatible over a closed network. Amrick is the only vendor that will enable Air Force Rescue Squadrons to standardize HH-60G fly missions or flight planning across the ACC.

Armick is the only source for any simulator specific to the HH-60G. The system is currently the only system on the market that mirrors all interior and exterior aspects of the HH-60G to include instrumentation at all air crew stations with functional switches for use during startup, emergency procedures, and functional navigation instruments.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

A special notice was posted on Federal Business Opportunities (FBO), the government-wide point of entry at www.fbo.gov. The special notice was posted on 25 July 2019 and closed 1 August 2019. The special notice informed vendors of the government's intent to award a sole source contract for Armick, Inc. for three MRVR simulators for the HH-60G and provided a point of contact if they had any questions.

On 29 July a representative from 3D Perception, Inc. responded to the special notice, included a technical inquiry, and acknowledged the government's reply to the inquiry.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Market Research from past purchases, labor costs, contractor price list, and FPDS-NG will be used to determine if the cost to the government will be fair and reasonable.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Only one technically acceptable offer was received in recent purchases. The Dynamic Small Business Search on the Small Business Administration's website produced several vendors with potential capability narratives; all were contacted but none could provide this or a similar requirement.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

None

X. List of any sources that expressed, in writing, an interest in the acquisition.

3D Perception, Inc. responded to the special notice, however they did not provide any information expressing interest or the ability to provide an equal product.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

Special notices will be posted for any future requirements so the government may evaluate any possible changes to the market conditions and whether any other potential sources may have developed. However we expect future requirements will continue to be sole source, especially if compatibility between systems is a
