Statement of Work
1.0 DESCRIPTION OF ORGANIZATION REQUIRING SUPPORT.
The 93d AGOW provides highly trained ground combat forces capable of integrating air and space power into the ground scheme of fire and maneuver. The wing also conducts offensive and defensive ground combat operations worldwide to protect expeditionary aerospace forces anywhere, anytime. The 93d AGOW provides the joint force commander airborne, air-mobile, air-land and over-land insertion capability, and remains the joint expert on integration of air power and combat weather support to ground forces.
1.1 SCOPE. The 93d AGOW requires a standalone capability that can operate in a tactical environment that allows data collection, analysis and observer input to support their ALO Aptitude Assessment (AAA) process. The standalone capability must include all hardware and software and be mobile, easily transported, set-up and packed up quickly. The software must support a customized Assessment and Selection (A&S) centric data structure with analytics to assess and normalize data. The AAA process is critical to the overall mission and success of the ALO community. The AAA process goes beyond the physical attributes required for success on the battlefield, AAA ensures independent assessment of a wide range of knowledge, skills, capabilities and attributes of candidates seeking to join the ALO career field.
2.0 GENERAL REQUIREMENTS.
The Contractor shall provide AAA a mobile standalone/ fly away kit which includes the hardware (and all associated ancillary equipment) and software application required to support the unit’s ability to customize A&S centric data structures, collect data, conduct analysis, and identify statistical deviation on a candidate’s performance and evaluation—a Tactical Assessment and Selection Kit. The software should be a web-based-application that supports AAA in assessing, selecting, developing, and mentoring their personnel. The application must support customization by customer of A&S centric data structure and allow for data collection from evaluators on intangible characteristics required to succeed in the career field. The application must be capable of following the candidate through his ALO training pipeline and support continued evaluation throughout his career to improve both mental and physical resilience. This solicitation is not seeking software development, but an existing software tool with a proven track record of supporting high level A&S programs (e.g. within JSOC or SOCOM). The software must be end-user tailorable to meet the customer’s current and emerging requirements. Further details on the hardware and software requirements are outlined in paragraph 2.4.
2.1 QUALIFIED PERSONNEL
The contractor shall provide a qualified software development lead and an A&S Domain Expert, who both have successfully completed a certified A&S course, to provide on-site during supported AAA cycles for the Period of Performance (PoP). The contractor shall provide A&S

Domain Expert who are certified in application offered. The A&S Domain Expert proposed must meet the required skills and qualifications identified in Table 3.1 of the Statement of Work
(SOW). The contractor shall ensure personnel are fully trained to meet mission requirements on day one of performance.
2.2 MANAGEMENT OF ISSUES
The contractor shall address all performance issues and customer complaints to ensure the requirements defined in the SOW were met successfully 100% of the time.
2.3 DELIVERABLES
The contractor shall support the mobile standalone/ fly away kit hardware and software at the customer site throughout the AAA to provide A&S expertise and to ensure technical support is available when required to ensure AAA continues without disruption. The contractor shall assist the customer with developing the reports and data analysis required for comprehensive assessments of each candidate. The contractor shall provide government a survey of the end users at the conclusion of each AAA for continued modification and improvement of software tool.
2.4 SPECIFIC REQUIREMENTS.
The standalone / fly away kit must include all required hardware and software to assess candidate’s attributes across a wide range of knowledge, skills and attributes required to succeed in the ALO career field. The hardware must be mobile, be assembled and broken down quickly and packed in a hard case suitable for transport in military vehicles and tactical environments.
The contractor shall provide maintenance and software support for a minimum of one year, with maintenance options to service kits.
2.4.1 The contractor shall provide the all hardware and software application necessary to support tactical A&S.
2.4.2 The web-based application must support customer customization of data structures for attributes, sub-attributes and curriculum evaluated during A&S.
2.4.3 Software must be capable of supporting candidates- throughout the full spectrum of their individual training and career.
2.4.4 The contractor shall provide the hardware in a protective case suitable for transport in military vehicles and tactical environment.
2.4.5 The software application must have been used successfully within the Air Force Special Operations community and within other SOF components for no less than 5 years.
2.4.6 The software application must be able to assess an attribute and associated statistics, or characteristics of sub-attributes/characteristics/statistics related to the main attribute assessed.
2.4.7 The software application must allow for weighting of attributes.
2.4.8 The software application must allow for and track user added and user modified attributes or characteristics.
2.4.9 The software application must provide archive and retrieval capabilities.
2.4.10 The system must be delivered in an FOC state within 3 weeks of contract award.

3.0 PERSONNEL AND MINIMUM SKILL REQUIREMENTS. A&S Domain Expert shall meet the below criteria:

• Knowledge of data structure required for A&S evaluations
• Must be certified in software application being used
• Must have attended a SOF Assessment and Selection that produces a SOF operator at one of the four SOF Service components.
• Must have managed a SOF A&S program, ideally at a JSOC unit
• Minimum 3 years’ experience with software being offered during a SOF A&S course.
4.0 TASK ORDER ADMINISTRATION
The contractor shall establish processes to effectively administer this requirement. A designated contractor POC shall be the single point of contact between the Government and contractor personnel assigned to this task order.
4.1 LOCATION AND HOURS OF WORK
The contractor shall provide customer onsite support up to one week prior to the commencement of the A&S period and up to one-week post A&S to ensure all requirements are captured and reported on. This requirement may be reduced in the future, at the government’s sole discretion.
The contractor should be prepared to work in a tactical environment and outside of normal working hours.
4.2. SECURITY. Offeror must have at least SECRET Facility Clearance. This will allow instructors to enter 93d AGOW spaces and assist with attribute customization. Although the software application will not gather classified information, it will retain Personally Identifiable Information (PII). Contractor shall comply with DoDI 5400.16 and DoDI 1000.30 to ensure data is protected.
5.0 Period of Performance. 93d AGOW intends to award a contract with a Period of Performance to begin 1 Mar 2019 and conclude 28 Feb 2020 with two options years.

6.0 Payment. Invoices are to be submitted electronically via the internet through the Wide Area Work Flow-Receipt and Acceptance (WAWF-RA) system at https://wawf.eb.mil. Contracts must be able to create two documents (Invoice and Receiving Report i.e., combo document) with a single data entry session.
APPENDIX A
DEFINITIONS
General Definitions.
Contract Management. Implementation of the Performance Plan (PP)/Quality Assurance Surveillance Plan (QASP) after contract award by the multi-functional team (MFT). It integrates the goals and objectives identified by the multi-functional team (MFT), oversight and performance management, and performance measurement in accordance with the Performance Plan or Quality Assurance Surveillance Plan.
Contracting Officer’s Representative (COR). Individuals designated to perform quality assessment functions, and oversee performance in accordance with the quality assurance surveillance plan (QASP). They serve as on-site technical managers assessing Contractor performance against contract performance standards.
Defective Service. Any service output that does not conform to contract requirements as stipulated in the Services Summary.
Functional Commander/Functional Director (FC/FD). The person responsible for a functional area at the Squadron level. For example, the Civil Engineer Squadron Commander is the Functional Commander for the Civil Engineering performance-based work statements.
Market Research. A continuous process for gathering data on service characteristics, suppliers’ capabilities, and current business practices, in addition to the analysis of that data to make acquisition decisions.
Multi-Functional Team (MFT). A team of stakeholders responsible for a service acquisition.
Includes not only representatives of the technical and procurement communities, but also stakeholders of the service acquisition and the Contractor(s) who provide the service. This team could be a Business Requirements Advisory Group (BRAG), a Mission Area Acquisition Team (MAAT), an Integrated Product Team (IPT), working group, and A-76 IPT or Steering Group, etc.
At Moody AFB GA this team is called the Multi-Functional Team (MFT).
Performance Assessment/Quality Assurance. A process that measures success towards achieving defined performance goals or objectives defined within the performance thresholds in the services summary or the process of assessing progress towards achieving the objectives/goals developed in a Performance Plan.

Contract Title:
Performance Management. The use of performance measurement information to effect positive change in organizational culture, systems, and processes, by helping to set agreed upon performance goals, allocating and prioritizing resources, informing managers to either confirm or change current policy or program direction(s) to meet those goals, and sharing results of performance in pursuing those goals.
Performance Management Assessment Program/Quality Assurance Program. A quality assurance program that is developed, planned, and managed to carry out cost-effectively all efforts to affect the quality of services. The Performance Management Assessment Program includes performance measurement and performance management by the multi-functional team (MFT).
Performance Objective. The outcome associated with successful contract performance in a specific area. This is a critical success factor in achieving the organization’s mission, vision and strategy which, if not achieved, would likely result in a significant decrease in customer satisfaction or risk mission failure. Obtaining multi-services/sub-services performed at a certain measurable standard and consistently ensures success in achieving the objectives critical to the mission.
Performance Threshold. The minimum standard of a performance objective required by the Government.
Quality Assurance Program Coordinator (QAPC). Mission support group individual, normally from the contracting activity, selected to coordinate and manage the Performance Management Assessment Program (Quality Assurance Program), in addition to the training of the CORs, COR Supervisors, and Functional Commanders when necessary.
Quality Control. Those actions taken by the Contractor to ensure the standards of performance of services as stated in the contract and PWS or SOW are obtained.
Quality Assurance. Those actions taken by the Government to ensure services meet the requirements of the Performance Work Statement (PWS) or Statement of Work (SOW) and contract.
Services Summary (SS). A summary of the performance objective(s) and performance threshold(s) required by the Government in contractor performance, along with the paragraph where the particular objective and threshold are located in the PWS or SOW.
