Contract Title: Protestant Religious Education Coordinator
23d Wing
STATEMENT OF WORK (SOW)
21 June 2018
1. DESCRIPTION OF SERVICES
1.1 General. The contractor shall be responsible for the completion of all services outlined in this SOW in accordance with Department of Defense (DoD), United States Air Force, ACC, 23d Wing, 23d Wing Chaplain (23d WG/HC) regulations, policies, instructions, and laws. The contractor shall develop, implement, coordinate and evaluate Protestant religious education (RE) opportunities for Airmen and their families, and other authorized personnel, with assistance from the Protestant Chaplain in-charge. The contractor’s areas of responsibility include coordinating with chapel staff, lay ministers, and volunteers to carry out administrative and other support of all Protestant RE programs offered and conducted by the Moody AFB Chapel. The contractor is also responsible for the overall development, coordination and management of any other Protestant RE-related programs, budget and publicity approved by the 23d WG/HC and in accordance with the Moody Chapel Ministry Plan. Governing guidance comes from DoD, AF and Air Force Chaplain Corps governmental directives, policies and instructions as applicable.
1.2 Location. 23d WG, ACC, 23d WG/HC, 5120 Austin Ellipse, Moody AFB GA 31699-1501
1.3 Description of Work. The contractor shall furnish all personnel, transportation and services necessary Protestant Religious Education Coordinator services at Moody AFB Chapel.
1.4 Hours of Work. The contractor shall maintain flexible office hours of at least 20 hours per week the majority to be conducted during normal regular duty hours (7:30 a.m. - 4:30 p.m.).
1.4.1 The office hour schedule will be coordinated with the Wing Chaplain or designee in order to maximize customer service to the Moody Protestant community. The Government will not approve employee schedule and/or leave.
1.4.2 The contractor is required to give the Wing Chaplain a two-week notice of any period of absence.
1.4.3 A substitute must be of equal or greater capability than contracted employee.
1.4.4 The contractor shall provide written documentation of all substitutions indicating name and date of substitution one week prior to absence.
1.5 Qualifications and Experience. The Protestant RE Coordinator must:
1.5.1 Be a self starter, highly motivated and possess the ability to work with parents and children with limited supervision.
1.5.2 Be neatly and conservatively attired and well groomed. Any hair length, beards, or mustaches are acceptable, provided it is neat, clean and properly trimmed. The contractor must conduct himself or herself in a professional and business-like manner.
1.5.3 Documented evidence of the following is required: A minimum of two years of recent experience in religious programs as religious education coordinator or parish coordinator.
Documentation shall be furnished prior to the award of the contract.
1.5.4 Have a strong theological grasp of the Protestant faith, and have openness to a wide variety of faith expressions within the Protestant community. Also, be able to demonstrate the ability to clearly express the details of basic Christian doctrine.
1.5.5 Have a working knowledge of Windows operating system, Microsoft Word, Excel, PowerPoint and Microsoft Outlook.
1.5.6 Demonstrate the utmost standard of professionalism and conduct with the entire staff, Protestant community, volunteers, and individuals seeking assistance from the chapel.
1.5.7 Have the ability to work effectively in a fluid, fast paced, multi-faceted, pluralistic environment that engenders significant levels of stress and requires a high degree of coordination and cooperation.
1.5.8 Possess, or willing and able to learn, a basic working knowledge of Chapel Tithes and Offering Fund (CTOF) and appropriated funds (APF) budget process and procedures.
1.5.9 Participate in a qualifying interview/evaluation if requested.
1.6 Duty Requirements.
1.6.1 The contractor shall work to develop, enhance, and expedite a comprehensive Protestant RE Program, including all necessary internal and external documentation within the required time frame per the Protestant Chaplain in-charge. The coordinator consults and coordinates with the Protestant chaplain in-charge, who in turn monitors the contractor’s work.
1.6.1.1 Provide resources, curriculum support, scheduling, training and recruiting of volunteers for children’s RE studies (currently AWANA), adult faith studies, PWOC, PMOC, PYOC, children’s ministries in conjunction with adult RE as needed, Children’s Church during worship and additional programs as established in the ministry plan.
1.6.2 The contractor will coordinate with the Protestant chaplain in-charge to develop and implement the Protestant Pastoral plan, goals and objective for the Protestant Religious Education program
1.6.3 The contractor will maintain work relating to the stated religious education programs, including family database, program registrations, class lists, volunteer information and sacramental record collection as needed.
1.6.4 The contractor will maintain and record enrollment and attendance of all Protestant Religious Education activities, services, classes, studies, etc. weekly.
1.6.5 The contractor will organize and setup classes; recruit volunteers, substitutes, and other necessary staff; train teachers and substitutes; and provide workshops as required.
1.6.6 Coordinate with the Protestant chaplain in-charge on Liturgical/Seasonal Children’s programs (e.g. Christmas and Easter), Sunday school, Sacramental Preparations, and Ecumenical Vacation Bible School also to include any new program(s) for the Protestant Religious Education program.
1.6.7 Submit purchase requests, as required. See local Chapel Operating Instructions for specifics on submitting CTOF fund requests.
1.6.8 Coordinate with facility manager, on availability and scheduling the facility for Protestant RE programs and events.
1.6.9 Demonstrate the ability to work cooperatively with chapel staff and members of other faith groups for ecumenical, combined, and inter-faith children and adult activities.
1.6.10 Open and secure the chapel building and other facilities used for activities when chapel support staff is not on duty.
1.6.11 Work/Required Services. The contractor shall provide the following services at Moody AFB chapel facilities upon agreement of the 23d Wing Chaplain. The following times are subject to change at the discretion of the Wing Chaplain.
1.6.11.1 In consultation with the Protestant chaplain in-charge, develop and submit an annual calendar of events, CTOF and appropriated fund program requirements, and an annual religious education curriculum order and supplies to the Protestant chaplain in-charge/Wing Chaplain for approval determined by local instructions.
1.6.11.2 In coordination with the Protestant chaplain in-charge, provide budget history and recommendations to the Protestant Parish Advisory Council and the Account Manager in preparing an annual CTOF budget for the Protestant program monthly and as requested.
1.6.11.3 Arrive at least one-half hour prior to the beginning of worship services and RE classes.
Ensure that all classes, worship services, and/or fellowships have ended prior to securing and departing the facility. All used areas must be left in a clean and an acceptable manner, e.g.
disposing of trash in outside trash container, disposing of any left-over food items, and vacuuming, when necessary.
1.6.11.4 Visit each RE class at least once a quarter, or as requested by volunteer teachers, to assess needs in the RE program.
1.6.11.5 Keep a record of enrollment and attendance for the RE program Submit weekly attendance reports to the Protestant chaplain.
1.6.11.6 Meet weekly or as necessary, during normal chapel duty hours, with the Protestant chaplain in-charge and chapel staff, to present Religious Education information. Attend the monthly Protestant Parish Advisory Council (PAC) meetings, to present Religious Education information. A brief written report on Religious Education activities may be submitted for the minutes for the PAC. Keep minutes of PAC meetings monthly.
1.6.11.7 Maintain sacramental records for the Protestant RE program; record any necessary correspondence and information in the continuity file. File should be current, and maintained at least monthly.
1.6.11.8 Project the required amount of RE and Vacation Bible School curriculum material and submit request and purchase request in accordance with AFIs and local OIs.
1.6.11.8.1 Organize, plan, setup/tear down, oversee and coordinate the annual Ecumenical Vacation Bible School program with other RE and parish coordinators. Recruit volunteer teachers and staff for VBS.
1.6.11.9 Maintain stock of expendable supplies and procure supplies as needed for the RE program.
1.6.11.10 Maintain the Protestant RE office and classrooms in a clean, orderly, and safe manner.
1.6.11.11 Submit RE Powerpoint slides and advertisements (publicity, bulletins, newsletters, and worship service announcement slides) as needed to Protestant chaplain for RE and the Wing Chaplain.
1.6.11.12 Maintain a continuity folder for the Protestant Advisory Council, to include a roster of council members (subject to Privacy Act), agendas, and minutes for each meeting and provide information that will assist members in their deliberations. Folder should be current, and updated at least monthly.
1.6.11.19 Attend all Protestant leadership meetings, planning meetings as well as any meetings that are required by the Protestant chaplain. Ensure that the Deputy Wing Chaplain or Protestant Chaplain in charge is kept well informed regarding all matters, requirements, and needs of the Protestant RE programs.
1.6.11.20 Plan events and consider ways to honor and recognize the volunteer staff during the year.
1.6.11.21 If awarded the contract, the contractor must submit an application for a background check to the Chapel Staff according to the Department of Defense Instruction (DoDI 1402.5), Criminal History Background Checks. Refusal to consent, or any derogatory information found during background investigation may result in immediate termination of the contract.
1.6.11.22 Maintain a current comprehensive list of the volunteers and their responsibilities.
1.6.11.23 Provide and update a current comprehensive list of adult volunteers to the Chapel Staff (18 yrs and older) who work with children under the age of 18. List of approved volunteers must be available upon request, and kept current at all times.
1.6.11.24 Ensure each individual that volunteers and works with children under the age of 18, has completed an Installation Records Check in compliance with AFOIs and local OIs, Criminal History Background Checks.
1.6.11.25 Participate in continuing education or professional development event each year, when Chapel Tithes and Offering funds are available.
1.6.11.26 Ensure all volunteers are aware of local safety requirements and procedures, prior to volunteering, and regularly throughout the year.
1.6.11.27 Accountable for paying any Social Security payments, Federal or Local Income Taxes, and State Unemployment Insurance premiums for themselves, as well as any individual employed or subcontracted by them to provide services under this contract.
1.6.11.28 Personally perform the services described above or coordinate performance by a substitute of equal or higher proficiency who has been approved in advance by the Protestant chaplain in-charge. The contractor may submit the names and qualifications of proposed substitutes to the chaplain for approval at the beginning of the awarded contract date. Substitutes must meet the requirements for the position as outlined in this Statement of Work (SOW).
Contractor is responsible for payment of substitute.
1.7 The Contracting Officer Representative (Deputy Wing Chaplain or Superintendent, Chapel Operations), will monitor and inspect the contractor’s performance.
1.8 The contractor will be notified in writing immediately of any and all noncompliance.
2. GOVERNMENT FURNISHED PROPERTY AND SERVICES (GFP).
2.1 Equipment and Supplies. The Government shall provide all Government/Chapel facilities, equipment, and supplies necessary to fulfill this contract.
2.1.1 The contractor shall have joint use of all available equipment necessary for performing services required by this contract.
2.1.2 The contractor shall use established local procedures to submit for new or replacement equipment used as part of their normal contract work.
2.1.3 The 23d WG/HC will provide required Government forms used in the performance of this contract.
2.1.4 The 23d WG/HC will provide supplies used in the performance of this contract.
2.1.5 The 23d WG/HC will provide training on reports, forms, regulations, policies, procedures including initial and continuing orientation and training.
2.2 Facilities. The contractor shall have the use of the following facilities for performance under this contract: 23d Wing Chapel, 5120 Austin Ellipse, Moody AFB, GA 31699-1501, or other facilities as assigned.
2.2.1 An office space will be provided, as appropriate. A local and long distance telephone service will be available to perform service under this SOW.
2.2.2 The Government will not be responsible for loss or damage of personal items brought into the chapel.
2.2.3 The Wing Chaplain will provide support services required, to include utilities, telephone, and general distribution services.
2.2.4 The contractor shall be responsible for safeguarding all Government property provided for contractor use as issued.
3. GENERAL INFORMATION
3.1 Must be able to clearly communicate in English and conduct administrative requirements in verbal and written format as necessary.
3.2 Maintain healthy and professional interpersonal relationships with staff and parishioners in a pluralistic military environment.
3.3 The Air Force Chaplain Corps accommodates requests for chaplain services and/or support for religious practices unless the specific accommodation is logistically impossible or prohibited by law or policy. The contractor must be able to work in an environment that accommodates all faith traditions.
3.5 Contractor shall provide information necessary for successful completion of a background investigation in accordance with Department of Defense Instruction (DODI) 1402.5.
3.6 Failure to cooperate with a background check by providing necessary documentation, fingerprints or other information needed for its completion or the reception of a derogatory report will result in elimination from consideration for the contract or termination of the contract if it has already been awarded.
3.7 In accordance with DODI 1402.5 paragraph E 6.4.1.4 The contractor may begin work before completion of the background checks, provided when working with minors he is within sight of an individual who has successfully completed a background check.
3.8 In accordance with DODI 1402.5 paragraph E6.6.2 payment of the background check is the responsibility of the requesting Service or agency.
3.9 The contract may be terminated in accordance with the termination clauses contained within the contract.
3.10 Disputes -- Any grievance by the contractor should be resolved at the lowest level. The chain of command is as follows, Protestant Chaplain, Contract Officer Representative, Wing Chaplain, Contract Officer (CONS)
4. NETWORK ACCESS
4.1 Network Access. The Contractor(s), with a valid National Agency Check verified through Joint Personnel Adjudication System (JPAS) or validation from the on-site Contractor’s security manager, shall be provided access to the hosting bases unclassified computer networks and their inherent capabilities including, but not limited to:
Internet access, electronic mail, file and print services. The Contractor shall be held accountable for all actions that he or she initiates while on the network and shall conduct his or her business in accordance with all AF and local base instructions, manuals, and policies. Any conduct that does not adhere to sound or just network usage as stipulated in official guidance will cause revocation of all network privileges. All personnel having access to Government program information will be required to execute non-disclosure and information protection agreements.
The Government will supervise the release of data from the Information Management System and will designate an individual to oversee and advise the contractor on all data released and/or exported from the system.
4.2 In order for the contractor to use the base network, he or she shall complete all the paperwork and forms necessary for a National Accreditation Check. The cost of the check will be paid for by the government. The contractor shall also complete the Informational Awareness Training, including passing a final test, within three (3) days of starting the position.
