23D OPERATIONAL SUPPORT SQUARDRON

STATEMENT OF WORK (SOW)

FOR

SERVICES NON-PERSONAL

AERIAL HERBICIDE APPLICATION

21 FEB 2018

23d Contracting Squadron Moody AFB GA

1. Description of Services.

1.1. This services non-personal requirement is to control 80% of local grasses, shrubs and small trees on approximately (~) 388.2+- acres located on Moody AFB, GA in three General Zones.

Zone A is approximately 170.5+- acres and is located at the south end of the runway (South EOR). Zone B is approximately 155.4+- acres and is located in the Grand Bay Weapons Range Impact Area. Zone C is approximately 62.3+- acres and is located near the Bemis Field ULZ Area on Grand Bay Weapons Range. This contract is to cover a five year period with scheduled sprayings between June 23-Oct. 1 in 2018, 2020, and 2022 (with the option to delay or speed up the 2020 and 2022 sprayings by one year on any zone depending on weather or funding limitations).

1.2. Work consists of applying herbicide via helicopter. Contractor shall furnish all labor, materials, equipment (including safety equipment, spill kit capable of containing 110% of the largest possible chemical spill, and a spill containment system of appropriate size), tools, chemicals, transportation, supervision and perform all work required to apply herbicide using aerial spraying for different cover types. Water is available from a fire hydrant at the Range shop or at the entomology shop, but it is preferred the contractor bring water initially. If filling up from fire hydrants on the range or entomology shop, care must be taken to use back wash protection or an air gap.

1.3. The treatment area associated with this SOW consists of ~ 388.2+- acres (see attached Zone Maps) of local grasses, shrubs and small trees on Moody AFB and Grand Bay Weapons Range. The areas to be sprayed contain mostly wetlands and should be treated as such using appropriately labeled herbicides for wetland areas.

1.4. Aerial spraying application shall be by helicopter ONLY. This work shall be accomplished between June 23- October 1, 2018, and June 23-Oct 1, in subsequent sprayings of later years tentatively 2020 and 2022 unless funding or weather delays or advances the second or third spraying for any or all of the three Zones A, B, and C. The available days for aerial herbicide applications will have to be closely coordinated with the Range Manager and Airfield Manager, and generally will be when the airfield is closed on weekends, holidays, no-fly days, or down days (usually on Fridays before a Monday holiday). The range areas have a little more flexibility in scheduling spraying. Timing of spraying should be coordinated if possible to avoid times of severe drought.

1.5. Objective. The purpose of aerial spraying is to control and eliminate undesirable vegetation, in order to meet specific program objectives.

1.5.1. Kill back or control most (80%) of the vegetation, especially brush and small trees. The vegetation produces a habitat appropriate for numerous bird species that are creating a Bird Aircraft Strike Hazard, limits the visibility for safety observers, and poses a potential fire hazard.

1.6. Description and Location. The area to be treated is on the south end of the airfield on Moody AFB, GA (see attached map of Zone A), the impact area of Grand Bay Bombing

Range (see attached map of Zone B), and the Bemis Field ULZ area (see attached map of Zone C). Zones B and C are about 3-3.5 miles northeast or east of Zone A.

1.7. Boundaries. The areas to be sprayed are clearly indicated on the attached maps of Zones A, B, and C. Shape files produced using ARC GIS data can be provided by the Government.

1.8. Contractor Qualifications. (1) The Contractor shall be certified in the aerial application of herbicides in the State of Georgia; (2) shall have a Georgia Commercial Pesticide Applicators license in Categories 23 (Forest Pest Control), 26 (Aquatic Pest Control) and 34 (Aerial Equipment); (3) and shall adhere to all herbicide label directions. A copy of the applicator’s license and/or certification should be submitted to the Base Entomologist prior to application.

2. GENERAL INFORMATION

2.1. Coordination. The Contractor shall coordinate closely with the Airfield Manager (Lee Walters) at 229-257-3424 and the Grand Bay Range Manager (Mr. Perry Tillman) at 229-257- 3510, concerning items such as security, access to work site, work schedules, etc. The Contractor shall notify, also, the Control Tower at 229-257-4156 and Flight Plans and Scheduling at 229-257-4544 at least two (2) days prior to flying as well as the Base Forester (John Crain) at 229-257-4980.

2.2. Work Hours. Work hours will be during daylight hours when weather conditions are favorable and when not in conflict with the range schedule or the airfield flying schedule preferably between 0630 and 2000 in coordination with the government representative who will be present to inspect the operation at time of application.

2.3. Safety and Health. The Contractor shall comply with all applicable requirements in OSHA Parts 1910 and 1926.

No. 241-346, 27.8% Isopropylamine salt of Imazapyr) at a rate of 2 quarts per acre, Alligare Triclopyr 3 (EPA Reg. No. 81927-13, 44.4% Triclopyr) at a rate of 2 quarts per acre, and Aqua Neat (EPA Reg. No. 228-365) at a rate of 2 quarts per acre from June 23

– October 1st, 2018 (and 2020 and 2022). The herbicides will be applied in accordance with the label guidelines by a certified applicator. Note: the herbicide Garlon 3A (EPA Reg. No. 62719-37) can be substituted for Alligare Triclopyr 3. Herbicides shall be diluted with 15 gallons of water per acre. The helicopter shall be equipped with nozzles that produce a course spray to minimize drift and achieve uniform coverage. An appropriately labeled methylated seed oil (MSO) adjuvant will be added last to the spray mixture at a rate of one quart per acre to enhance control and will be agitated as needed to prevent separation or follow specific tank filling information on the herbicide label. Herbicides will not be applied if winds exceed eight (8) MPH, not during a temperature inversion or when ground fog is present, not when heavy dew is present, and not within 3 hours of predicted oncoming precipitation.

2.4.2. Aerial Spraying for Zones B and C. Contracted services will involve a single aerial helicopter application of the herbicides Alligare Triclopyr 3 (EPA Reg. No. 81927-13, 44.4% Triclopyr) at a rate of 6 quarts per acre, and Arsenal (EPA Reg. No 241-346, 27.8% Isopropylamine salt of Imazapyr) at a rate of one quart per acre will be applied by helicopter in June 23 – October 1, 2018 (and 2020 and 2022). An appropriately labeled methylated seed oil (MSO) adjuvant will be added last to the spray mixture at a rate of 2 quarts per acre to enhance control and will be agitated as needed to prevent separation or follow specific tank filling information on the herbicide label. Herbicides will not be applied if winds exceed eight (8) MPH, not during a temperature inversion or when ground fog is present, not when heavy dew is present, and not within 3 hours of predicted oncoming precipitation.
