Statement of Work 38th RQS Validation
Exercise 1-17 Aug 2018
1. Scope. This Statement of Work (SOW) defines the effort required for the Contractor to supply logistics and training opportunities for Pararescue (PJ) operations and procedures outlined below. All of these services shall be provided within 550 miles from Moody AFB, GA during the period of 1-17 August. This will include PJ specific evolutions on specific dates.
1.1 Background. The contractor shall provide the following for the 38th Rescue Squadron:
Logistical support, scenario development, opposition forces, scenario facilitators, full motion video (FMV) of objective areas for mission planning, M-4 & Glock weapon systems with associated simulated munitions. Additionally, the contractor must be able to provide five separate training areas to meet the requirements listed below. Moreover, the contractor must be able to provide live tissue patient simulators in accordance with Air Force approved Live Tissue vendor list.
1.2 Overview
Who: 2x 16 man teams with associated support personnel (up to 45 personnel) What: Conduct a validation exercise utilizing rotary wing platforms IAW 38 RQS CC intent.
Guidelines in Annex and Objectives sections.
When: 1-17 August 2018. ADVON arrives on/about 1 August 2018 or as required. Main body arrives on 6 August 2018.
Where: Contractor Facility Why: To ensure that Operational Flights of the 38 RQS are ready to meet their upcoming operational requirements.
Objectives:
1. Ensure that teams are able to meet/exceed CC intent of operating in “Level 1” CDO environments as defined in the Annex below.
2. Ensure Combat Support Teams (CST) are able to establish support requirements in a bare base environment (TOC set-up, SATCOM, communication networks, support battle rhythm, battle tracking systems etc...)
3. Exercise deployment processes, stand-up of operations, inter unit RIP-TOAs and re-deployment procedures
-Conduct 10 total missions, 5 missions per team:
-Mission 1 (Day): Level 1 validation, potentially in a CBRN environment based on team’s training progression prior to CULEX. RW insertion/extraction. Non-armored vehicle extrication of live patient models.
-Mission 2 (Night): Level 1 validation, potentially in a CBRN environment based on team’s training progression prior to CULEX. RW insertion/extraction. Non-armored vehicle extrication of live patient models
-Mission 3 (Day): Non-CDO environment, but level 3 expectation with a 6 man team. RW insertion/extraction. High-angle confined space scenario with live patient models and “sensitive item”.
-Mission 4 (Night): Non-CDO environment, but level 3 expectation with a 6 man team. RW insertion/extraction. Multi-patient recovery (4x live patient models) in high angle and/or confined space environment.
-Mission #5: Non-CDO environment, but level 4 expectations with an 8-12 man team. Vehicle mounted infil/exfil; (simulated airdrop). Extended field care (at least 12Hrs) with multiple bed-down locations and partisan link-ups

3. Requirements
3.1. Staging Facility
3.1.1 Facility must provide separate space for mission planning and debriefing which includes white boards, multiple big screen TV’s, tables, chairs, and refrigerators. Mission planning space will be available 24/7 during mission execution phases.
3.1.2 Facility must provide separate space for the establishment of a Rescue Operations Center (ROC) to be available 24/7 during mission execution phases which includes white boards, multiple big screen TV’s, tables, chairs, and refrigerator.
3.1.3 Facility must provide separate space for operator gear storage including sensitive items that must remain behind two locked doors or monitored at all times. Operator gear storage area will be available/accessible to operators at all times
3.1.4 Facility must provide ample parking space for up to 12 vehicles and multiple 30ft cargo trailers.
3.1.5 Facility must be Wi-Fi capable
3.2 Training Locations
3.2.1 The terrain must have features for high and low angle rope rescue scenarios.
3.2.2 Terrain must afford the team the ability to satisfy all the requirements in Annex 1 and Training Requirements section (3.3).
3.3 Training Requirements. Training shall be conducted 01 August through 17 August 2018 both day and night in accordance with the intended schedule See below.

Junk cars for extrication, 4 (2 ea.) live patient simulators/models, 4 dismounted opposition forces, 2 mounted opposition forces, scenario prep as required. Full motion video of the incident site (recorded) to be used for mission planning purposes.
9-Aug Mission 3 & 4 (Day & Night)
Training area enables 38 RQS CC intent of Level 3 CDO environment (Annex 1). Additional requirements: Target area HLZ capable, 4x (2 ea.) Junk cars for extrication, 4 (2 ea.) live patient simulators/models, 4 dismounted opposition forces, 2 mounted opposition forces, scenario prep as required. Full motion video of the incident site (recorded) to be used for mission planning purposes.
10-Aug Mission 5
Training area enables 38 RQS CC intent of Level 4 CDO environment (Annex 1). Additional requirements: Target area HLZ capable, 2 live patient simulators/models, 4 dismounted opposition forces, 2 mounted opposition forces, scenario prep as required. Ability for mounted team movement to/from offset location 15-30 miles. Multiple bed down locations to facilitate extended field care (at least 12hrs) of live patient models. Full motion video of the incident site

11-Aug Team RIP/TOA Facility/ Vendor admin personnel ready to receive 38 RQS Main body arrival (Up to 45 personnel for 11-12 Aug)

13-Aug Mission 1 & 2 (Day & Night)
Training area enables 38 RQS CC intent of Level 1 CDO environment (Annex 1). Additional requirements: Target area HLZ capable, 4x (2 ea.) 14-Aug Mission 3 & 4

15-Aug Mission 5
Training area enables 38 RQS CC intent of Level 4 CDO environment (Annex 1). Additional requirements: Target area HLZ capable, 2 live patient simulators/models, 4 dismounted opposition forces, 2 mounted opposition forces, scenario prep as required. Ability for mounted team movement to/from offset location 15-30 miles. Multiple bed down locations to facilitate extended field care (at least 12hrs) of live patient models. 16-Aug Debriefing/ Clean-up Vendor administrators available for facility walk-through and debriefings.
17-Aug 38 RQS RTB Facility access for gear loading
3.4 Vendor must provide the capability to drop missions and pass updates via web-chat in-order to simulate mIRC.
3.5 Vendor must provide subject matter expert (Pilot with CAS credentials or “SANDY” qualification is acceptable) in the area of close air support (CAS) to simulate overhead aircraft and simulated on-scene (CAS).
ANNEX 1 – 38 RQS DEFINED LEVELS OF CDO ENVIRONMENTS
Level 1 – Capable of conducting tactical operations without commercial GPS (Garmin product). Tactical operations consist of limited extrication (<20 mins), medical treatment of personnel and recovery of sensitive items. Total time in the objective area (objective area is defined as the incident site) does NOT exceed 30 mins. Infiltration and exfiltration is conducted via rotary wing aircraft. The only GPS authorized for use are DAGR or SAASM. Team is capable of off-set movement of 100 meters.
Level 2 – Capable of conducting tactical operations without the use of GPS. Surface to air threat prevents landing at the X. Landing at the Y (300m is acceptable). Tactical operations consist of short-term extrication (<45 mins), medical treatment of personnel and sensitive item recovery. Total time in the objective area does NOT exceed 60 mins. Infiltration and exfiltration is conducted via rotary wing aircraft or fixed wing aircraft with parachute insertion. Team is capable of off-set movement of 300 meters.
Level 3 – Capable of conducting tactical operations without the use of GPS. Surface to air threat prevents landing at the X. Landing at the Y (>300m is acceptable). Tactical operations consist of medium length tactical problem (60-90 mins), medical treatment of personnel and sensitive item recovery. Total time in the objective area does NOT exceed 120 mins. Infiltration and exfiltration is conducted via rotary wing aircraft or fixed wing aircraft with parachute insertion and airdropped ground mobility.
Team is capable of off-set movement of 300-1000 meters.
Level 4 – Capable of conducting tactical operations without the use of GPS. Surface to air threat prevents landing at the X. Landing at the Y (>300m is acceptable). Tactical operations consist of any tactical problem with GA mission set, medical treatment of personnel and sensitive item recovery. No limit to time in the objective area. Infiltration and exfiltration is conducted via rotary wing aircraft of fixed wing aircraft with parachute insertion and airdropped ground mobility. No limit to the off-set distance.
CBRN Level – Capable of conducting CBRN operations. Tactical operations consist of reaction to contact, limited extrication, medical treatment of personnel (as capable) and recovery of limited sensitive item recovery (<250 lbs.). Infiltration and exfiltration is via ground mobility, rotary wing or fixed wing aircraft (air land only for fixed-wing).
