REMOVAL AND DISPOSAL OF MEDICAL WASTE
1. DESCRIPTION OF SERVICES: The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary for the storage, pickup, transportation, and disposal of packaged medical waste generated from the 23rd Medical Group. The contractor shall perform these services in accordance with Georgia Department of Natural Resources Rules for Solid Waste Management, chapter 391-3-4. The method of disposal shall be any approved method (i.e., incineration, autoclave/pulverize, hyper chlorate/pulverize, etc.) recognized by the state, in which the medical waste is treated and disposed. The contractor shall provide the Contracting Officer and the 23rd Medical Group with copies of licenses and permits related to the pickup, transportation, and disposal of medical waste to include a list of landfills where "treated waste" is subsequently transported.
These documents shall be provided upon notification of award or whenever changed during the contract period. The 23d Medical Group is required to track waste from cradle to grave.
The contractor must be capable and licensed to collect, transport and destroy waste without transferring to subsequent facilities. The destruction documents must be signed by the awarded contractor. The contractor will provide Biohazardous waste/DOT training online and provide access to manifest and shipping document archives via online/website.
2. OUTER PACKAGING: The contractor shall provide a sufficient quantity of properly labeled medical waste containers for generated medical waste per month. If providing boxes without labeling, the contractor will provide the barcode labels/proper markings. The amount and weight of containers are subject to change at any time during the period of the contract.
3. SPILL CLEANUP: The contractor shall be responsible for cleaning and decontaminating the area of any medical waste spill that occurs during pickup operations.
4. ROUTINE PICKUP SCHEDULE: The contractor shall pickup all properly packaged containers of medical waste at least once per month, or more if required. The contractor shall remove the packaged waste between the hours of 0730 - 1630, Monday - Friday, excluding all Federal holidays, family days and unplanned base closures. Deviations from this schedule shall be approved by the Contracting Officer and coordinated through the 23rd Medical Group.
5. EMERGENCY/CONTINGENCY COLLECTIONS: The contractor, at no additional cost, shall provide expedient out-of-cycle emergency collection services within 72 hours of request, as required, to meet unforeseen medical contingencies or other medical emergencies for regulated medical waste (RMW).
6. TRANSPORT MANIFEST RECEIPT: The contractor shall provide the Facility Manager with a receipt of the transport manifest with barcodes, number of containers weights of the containers, identifying tracking number, signature and date.
7. DISPOSAL INVOICE: The contractor shall provide the 23rd Medical Group with a disposal invoice for each shipment of medical waste transported off-site, treated and disposed.
Billing will be by container. The invoice shall include a listing of each container with individual barcodes, number of containers, weights of the individual containers, the applicable transport receipt number, the generator’s name & mailing address, tracking number, date and signature of transporter. The certificate of destruction will be furnished monthly (prior to submitting an invoice) and serve as the contractors evidence of completion. The destruction document must be signed by the permitted facility that actually destroys the waste. The final destruction document will include the transport receipt numbers of the shipments picked up from the 23d Medical Group so the documents can be matched to the applicable Certificate of Destruction. Company will provide access to an online website for retrieval of manifest and shipping archive documents.
8. CONTRACTOR EMPLOYEES: Shall present a neat appearance and be easily recognized as a contract employee. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges, which contain the company name and employee name. The contractor shall provide all training necessary to perform the work as defined in this Performance Work Statement (PWS).
9. SAFETY: The contractor and contractor representatives shall comply with Air Force safety standards at all times while on government property. In accordance with AFI 91-203, and Federal Occupational, Health and Safety Agency (OSHA) standards, safe-working practices shall be followed. These include, but are not limited to:
9.1. Wearing of seatbelts/shoulder harnesses at all times while driving on Moody AFB.
9.2. Observe maximum speed limits, 25 MPH unless otherwise posted, on Moody AFB.
9.3. Adherence with the Tobacco Free policy within the 23rd Medical Group.
9.4. Only a hands-free cell phone device can be used to make phone calls when driving on Moody AFB.
10. DEFINITIONS OF MEDICAL WASTE: Biomedical waste is distinct from normal trash or general waste, and differs from other types of hazardous waste, such as chemical, radioactive, universal or industrial waste. Medical waste to be destroyed shall include the following categories as defined in Georgia Department of Natural Resources Rules for Solid Waste Management, chapter 391-3-4.
10.1. Cultures and stocks. Cultures and stocks of infectious agents and associated biological; waste from the production of biological; discarded live and attenuated vaccines;
and culture dishes and devices used to transfer, inoculate, and mix cultures.
10.2. Pathological wastes. Human pathological wastes, including tissues, organs, body parts, and body fluids that are removed during surgery, autopsy or other medical procedures.
10.3. Human blood and blood products. Discarded waste human blood or blood components (e.g., serum and plasma) and materials containing free-flowing blood and blood components.
10.4. Sharps. Sharps that have been used in animal or human patient care and treatment or in medical and research laboratories, including hypodermic needles, syringes (with or without attached needle), Pasteur pipettes, scalpel blades, blood vials, test tubes, needles with attached tubing and culture dishes (regardless of presence of infectious agents). Also included are other types of broken or unbroken glassware such as slides and cover slips.
10.5. Isolation wastes. This category covers biological waste and discarded materials contaminated with blood, excretions, exudates or secretions from humans who are isolated to protect others from certain highly virulent organisms or isolated animals known to be infected with highly virulent diseases. Highly virulent diseases are those derived from class IV etiologic agents as defined by the Center for Disease Control.
