9. Q: Does military training in First Aid and CPR meet the requirement for a Life Safety Certification?

A: Yes.

10. Q: Reference PWS Section 2.5 – Would the government clarify what Information Assurance Technical (IAT) Level certification is required for the position (i.e., IAT Level I, II or III)? As an extension of Appendix 3 to the DoD 8570.01-Manual (http://iase.DISA.mil/iawip/pages/iabaseline.aspx), Table AP3.T2 identifies approved baseline certifications for personnel performing Information Assurance functions. An individual needs to obtain only one of the approved certifications for his or her IA category or specialty and level to meet the minimum requirement. The government’s requirement that the LAN Administrator possess A+, Network+, and Security+ certifications appears unreasonably restrictive given that higher level IAT certifications satisfy lower level requirements. Since the CISSP was listed in Section 2.6.1 as optional, it would appear that the positon requires a minimum of a current IAT Level II certification (i.e. a GSEC, Security+ Continuing Education, SSCP, or CCNA-Security certification).

A:This position will require IAT Level I and IAT level II requirements. CISSP is preferred.

11. Q: To be technically acceptable, the quoter shall submit an Essential Services Plan IAW DFARS 252.237-7023. Clarify.

A: The Essential Services Plan is required and will be evaluated for technical accepatability based on DFARS clauses 252.237-7023, 252.237- 7024 and paragraph 17 of the PWS.
