Solicitation No.: FA4830-15-Q-0007 19 December 2014 Questions and Answers This attachment contains questions and answers regarding this solicitation. This document does not change the terms in the solicitation unless provided by amendment to the solicitation.
1 Q: How many days will these training events cover?
A: The training days can vary from event to event. For example, CLIN 0001 may be 5 days one time, and 10 days another. Prior to making a Call on the BPA, we will coordinate with your company to give an exact number of personnel and for how many days food and lodging will be required. For the purposes of the CLIN price schedule, each personnel category should be considered "Each Person, Per day".
I realize this may make getting an exact price hard to achieve, not knowing upfront how many days the training will occur; but due to the volatility of deployment schedules, TDYs, and funding, providing the number of days is not feasible .
2 Q: Does the requested student to instructor ratio of 3:1 apply to all non- classroom training events in all types of training listed in 1.3.1, or are there any exceptions?
A: The student to instructor ratio is preferred but not required for all events listed in 1.3.1 Some instruction may be 1 on 1 and other instruction may be 1 for 15. Depending on safety requirements for the block of instruction will determine the true ratio for students to instructors.
3 Q: Will training participants have already received some training in the disciplines listed (after graduation), or will this be initial familiarization and training? (specifically Technical Rescue, Rope Rescue, and Maritime Recovery) A: Students will have initial familiarization (fam) training on all blocks of instructions, except for the following: swift water, tech rescue, advanced MFF procedures. In the event that the student has not received initial fam training, the government will provide a minimum of 1 instructor.
4 Q: Must all training areas be capable of weapons employment? (many Technical Rescue, Rope Rescue, and Maritime Recovery environments will limit this in some way, particularly in publicly accessible areas) A: No 5 Q: The Q&A lists 2 weeks for trauma rotations. What is the anticipated duration of each training block listed in 1.3.1?
A: Dependent on the course of instruction. For example the 2 week trauma rotation focusing on the medical element outlined in this statement of work, versus the SRT-1 & SRT–A Swiftwater training is 5 days.
6 Q: Some blocks may require travel to multiple training locations (e.g., altitude diving must be performed at altitude). Will the training events listed be conducted consecutively, or will they be requested at sporadic intervals across a given period of time?
A: Dependent on the vendor. The vendor must submit the proposal of the given requirements to fulfill the block of instruction. For example, if the vendor decides to perform a stair step approach for diving, they will develop how many dives to be conducted at one location, the travel requirements to the next, and the requirements for the next location. The vendor must be able to provide the equipment at these locations if required for the course of instruction. If the vendor is not able to provide the equipment at the next location, the vendor needs to coordinate a way for the students and equipment to be transported to the next location.
7 Q: Will training from more than one discipline be conducted at any given time? E.g., could one team be jumping while another is diving in a separate location?
A: Yes 8 Q: Are three (3) meals per participant per day required for all events?
A: No 9 Q: Is the contractor responsible for arranging and paying for lodging for all participants, for all events?
A: No 10 Q: We are currently contracted to provide training, maintenance, and service for the GA Technical Recovery equipment referenced in 1.3.2.1.3.1 and are thoroughly familiar with the equipment in these kits. Will training provided under this proposal be limited to the equipment housed in these kits, or will it be acceptable to utilize next generation equipment to further advance skills and TTPs, aiding spiral development for these mission sets?
A: No it will not be limited. If the next generation equipment is available for use and the vendor is able to provide the equipment, the instruction can be based off the new equipment. At a minimum of the vendor must be able to instruct with the given GA technical recovery equipment provided from the government.
11 Q: 2.1.1.1.5 states that “Instruction will include integration into Current TRADET ULT (Unit Level Training) schedule. (This information is classified).” Is this accurate, as TRADET is not an USAF or ACC entity?
A: TRADET integration is referring to Joint Terminal Attack Controller, Close Air Support, tactics, techniques, and procedures (TTP). TTPs are held at the secret level.
12 Q: Question 7 on the Q & A: the answer is – “the vendor must coordinate ranges with the government.” This is not possible, as private companies cannot schedule U.S. military ranges. Please clarify this question form previous Q & A.
A: There are vendors that have access to coordinate range requirements.
13 Q: Under section 1.3.2.1.2.1.2, only USSOCOM can provide an approved ATP test administrator. Please clarify this requirement.
A: There are other companies that are approved through USSOCOM to instruct ATP.
14 Q: Section 1.3.2.1.2.1.4, Will the contractor be responsible for the proctor at the hospitals? How many rotations will be required? Will the students be working under the contractors EMT Training coordinator (and our protocols and licensures) A: Contractor is responsible for proctor, number of rotations will be determined at the time of BPA call.
15 Q: Section 1.3.2.1.2.1.5, How many live or preserved tissue models are required or what is the ratio of students to models needed?
A: 4 students to 1 model. The number of live or preserved tissue model is dependent the number of students per class.
16 Q: Section 1.3.2.1.1.8, Does this storage facility need to meet DOD and BATF ammunition and weapons storage requirements? This would not require an armed guard to be provided from the government, as private companies are not permitted to take possession of government serialized inventory.
A: Yes. If unable, the government will have to identify an approved solution to provide security of ammunition and weapons.
17 Q: Section 1.3.2.1.6.1.4, Will this require live fire ballistic shoot house for CQB?
A: If able, yes. But is not limited to live fire ballistic shoot house. If sim-munition shoot house is approved that is also accepted.
18 Q: Will section 1.3.2.1.6 be conducted on government or contractor facility?
A: Vendor facility or government facility. Preferably the vendor’s facility.
19 Q: Will section 1.3.2.1.10 be conducted on government or contractor facility?
A: Vendor facility or government facility. Preferably the vendor’s facility.
20 Q: How many courses of instruction is the government seeking with this contract?
A: The Government is seeking up to an unlimited number of courses of instruction (COI) for this Statement of Work. The following categories for COI are identified in paragraph 1.3.1, with the exclusion of Human Performance. However, with this statement of work the vendor can respond to one or multiple course(s) of instruction. For example, if “Company A” can only provide “Rope Rescue,” there may be several other environmental factors that can be included, i.e. snow and ice, glacier, alpine, mountain climbing, swift water, etc. Therefore, there may be several COI that the vendor can instruct.
21 Q: How long is each of the separate courses of instruction?
A: The COI is dependent upon the requirement to teach the course. It is up to the vendor to identify the time requirements to satisfy the end state of the actual training. For example, it is impossible to teach EMT-P medical refresher in 1 day. According to the NREMT-P standards there is are other specification identified with the training. Therefore, the vendor must be well versed in the published standards to solidify training requirements.
22 Q: The requirement for two weeks of trauma rotations, is one week considered by the government to be a traditional five-day work week for a total of 10 days?
A: Correct, one week is identified as the traditional 5-day week work (Monday – Friday), with the option to modify the schedule as necessary. There may be a time where the government may require Wednesday – Sunday, to capitalize on the statistics of unfortunate events happening on Saturday and Sunday morning at 0200 exposing the government to more trauma scenarios.
23 Q: Is there a minimum total number of hours each student is to accumulate?
A: The instruction must solidify the 80 hour continuing education requirement.
24 Q: Given the stated requirement to provide certified ranges to execute live CAS procedures, will the government assist the vendor in coordinating the approved ranges?
A: The government will provide instruction for contractor coordination with the approved ranges.
25 Q: What specific locations does the government require the use of the abovementioned certified ranges?
A: After issuances of blanket purchase agreement locations will be provided to facilitate the training.
26 Q: How long will the ranges be occupied by the government under this contract?
A: Only during the course of instruction.
27 Q: To better understand the requirement, what is the government’s basis for obtaining pilots who have graduated from the USAF Weapons School or the US Navy’s Fighter Weapons School (Top Gun)?
A: A minimum of 50% who service this agreement must be USAF Weapon School and USN Fighter Weapons School pilots. USAF Weapon School and USN Fighter Weapons School pilots are well versed in joint terminal control tactics, techniques and procedures for multiple MDS. The importance of having these qualified pilots is to incorporate other MDS platforms into the training, while reducing the risk of fratricide and mishaps.
28 Q: Referring to the various quantities listed (i.e., 1 thru 6), what does “quantity” represent, number of anticipated students or number of anticipated courses?
A: The number of anticipated students is per course of instruction.
29 Q: Is this a new effort, or has this work been executed in the past via a single FFP contract?
A: This is a new effort.
30 Q: There is not enough detail in the SOW to be able to accurately provide pricing under the provided price sheet. Will the government provide another pricing sheet or more detailed instructions for filling out the existing one?
A: No. Price per student, per course of instruction (COI). If the vendor is unable to meet all courses of instruction, identify the cost as outlined in the Statement of work. For example, if the vendor can only provide medical training, identify the costs associated with the group of students per class. If the vendor can provide multiple COI, separate each COI and identify costs per student per class, per COI. (See table below) 31 EXAMPLE COST WORKSHEET for COMPANY A “Multiple Course Of Instruction”
