Statement of Work for Urban/Cityscape Environmental Training Facilities/Simulator

347th Rescue Group

1. DESCRIPTION OF SERVICES

The 347 RQG is requesting urban and rural environmental simulator and Military Operation Urban Terrain (MOUT) that encompasses extended ground operations, terminal/objective area operations in a city scape/urban environment, technical rescue, small unit tactics, aerial insertion/extraction into and from an urban city scape, military freefall into rural area, ability to fly Rescue Escort (RESCORT) with emergency close air support overhead, close quarters battle (CQB) with movements from structures both dismounted and mounted (tactical vehicle employment in an urban environment) and audio visual support to capture lessons learned.

2. PERFORMANCE OBJECTIVES

1. Period of performance shall begin 4 August 2014 and end 8 August 2014.

2. The contractor will provide two (2) separate city blocks capable of CQB in multi and single story structures, the ability to conduct mounted and dismounted movements through an urban city scape environment, four (4) technical rescue scenarios, one (1) elevated building helipad (HH-60G rated) with six (6) separate building for insertion/extractions or one wheel hovers for 20 security forces personnel, 12 Guardian Angel personnel and 2 HH-60G aircraft during dates of 4-5 Aug 2014.

3. The contractor will provide two (2) city blocks to conduct rehearsals for kinetic precision engagement live fire training into an urban environment through multiple buildings and structures into a vehicle for 6 security forces members and the supporting safety measures to prevent personnel injury or equipment damage during the dates of 5-6 Aug 2014.

4. The contractor will provide the ability to mechanically breach Ten (10) doors and demolition of three (3) vehicles during the dates of 4-8 Aug 2014.

5. The contractor will provide Exercise Range Safety Officer(s) to support the urban structural/collapsed structure , kinetic (live fire) events and role player coordination within the range urban environment during the dates of 4-8 Aug 2014.

6. The contractor will provide at a minimum of five (5) individual city blocks/quadrants to conduct operations in with at least 50 acres of surrounding forested areas to conduct small unit movements and overnight operations during the dates of 4-8 Aug 2014.

7. The contractor will provide at least 50 acres of urbanized city structures to include parking lots, passive vehicles, paved/unpaved roads, a ¾ mile highway, a collapsed concrete building structure with integrated fire/smoke/water enhancements for use during the 4, 7-8 Aug 2014.

8. The contractor will provide the use of audio/visual closed circuit equipment both internal and external with computer connectivity to capture lessons learned.

9. The contractor will provide thirty-three (33) lunch meals for five (5) days during the dates of 4-8 Aug 2014.

3. TRAINING

All facilities and equipment mentioned above shall be provided by the contractor. 347 RQG will provide the contractor a detailed Concept of Operations (CONOP) for safety and execution of all events within the facilities in order to facilitate the part task training and full mission profiles.
