SUMMARY OF CHANGES
Block 14 (Description of Amendment/Modification):
1. Inclusion of Options for CLIN 0003 FPE, 0004 Exercise and 0005 Travel.
There has been a decision to incorporate options to CLINs 0003, 0004, and 0005 due to the uncertainty of the construction at Tyndall AFB, FL. This will benefit the Government and the contractor as manpower will not be wasted if the exercise is cancelled by Air Combat Command (ACC). The terms of the option will be 60/90. The Government will make the decision to exercise the option no later than 90 days prior to the performance date of the Final Planning Event (CLIN 0003) and the Exercise (CLIN 0004). The Travel CLIN (0005) will be exercised simultaneously with the Exercise CLIN. If CLINs 0003 - 0005 are to be exercised the modification will be awarded no later than 60 days prior to performance of each.
2. Potential change in station for exercise and inclusion of Option CLINs 0006 and 0007 for alternate locations.
Current Location: Tyndall AFB, FL, Contractor shall propose Travel to Tyndall AFB, FL on Option CLIN 000X for the current location that the CKF 24-1 exercise is expected to be conducted. As of the date of the solicitation the current location of the exercise will be Tyndall AFB. There is a potential to change this location from Tyndall to one of the alternate locations in the other option CLINs for Travel.
Alternate Location 01: Eglin AFB, FL, Contractor shall propose Travel to Eglin AFB, FL on Option CLIN 000X for the Alternate location 01.
Alternate Location 02: Hunter Army Airfield Savannah, GA, Contractor shall propose Travel to Savannah, GA on Option CLIN 000X for the Alternate location 02.
As of the date of this amendment to the solicitation these three locations are the likely scenario for the Checkered Flag Exercise 24-1. Contractor will be notified of the location based on the stated dates in FAR Clause 52.2197-1 Option to Extend the Term of the Contract.
3. Change in section 1.6.1 that the AAR is to be virtual and not in person, but the contractor must be available at specific time frames in drafting the AAR and presenting the AAR.
"The drafting of the AAR for the Spring exercise shall be 19 May, 22 May, and 23 May 2023. The contractor will contact the COR to determine the exact times for each day. AAR presentation and submission shall be on the 24th of May 2023 with the time to be determined on the 23rd the day prior, COR will provide the time. The drafting of the AAR for the Fall exercise shall be 10 Nov, 13 Nov, and 14 Nov 2023. The contractor will contact the COR to determine the exact times for each day. AAR presentation and submission shall be on the 15th of Nov 2023 with the time to be determined on the 14th Nov the day prior, COR will provide the time."
4. In Section 1.4.3 the requirement to attend the FPE for 4 April 2023 is removed in its entirety due to timing.
5. CLIN 0001 has an update to the period of performance. The change will reflect a new Period of Performance completion date of 24 May 2023.
6. CLINs 0002 - 0005 have updated their Period of Performance end date. This date has changed from 16 November 2023 to 15 November 2023.
7. Update Section J with two new attachments: Attachment 01 Performance Work Statement dated 16 March 2023 and Attachment 05 Labor Mix.
8. Inclusion of FAR Clauses 52.217-5 Evaluation of Options and 52.217-9 Option to Extend the Term of the Contract
9. Update to Addendum 52.212-2 Evaluation of Commercial Items, 2. Technical Evaluation., c. Total Evaluation Price, (ii). Only change to Addendum 52.212-1 is the change of the CLINs from 0001-0005 to 0001-0007.

The Government may extend the term of this contract by written notice to the Contractor within ; provided that the Government gives (a) 30 days the Contractor a preliminary written notice of its intent to extend at least before the contract expires. ADDENDUM 52.212-1
Addendum to FAR 52.212-1--Instructions to Offerors--Commercial Items and Commercial Services (Nov 2021)
Federal Acquisition Regulation (FAR) provision paragraphs 52.212-1 (e) "Multiple offers" have been deleted in its entirety.
FAR paragraph 52.212-1(c), "Period for acceptance of offers," is tailored as follows: "The offeror agrees to hold the prices firm for 60 calendar days from the date specified for receipt of offers."
The following paragraphs provide the specific solicitation instructions:
1. PROPOSAL PREPARATION INSTRUCTIONS:
To ensure timely and equitable evaluation of proposals, offeror must follow the instructions contained herein. Offeror is required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or sub-factors. Non-conformance with these instructions may result in elimination from evaluation. If a volume in a proposal exceeds the specified page limit, the excessive pages will not be evaluated. Failure to meet a requirement may result in an offer being ineligible for award.
The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirement but rather shall provide facts and convincing rationale addressing how the Offeror intends to meet these requirements. Offeror shall assume that the Government has no prior knowledge of their experience, and will base its evaluation on the information presented in the Offeror's proposal. The response shall consist of two separate volumes:

Format for proposal Volumes I and II, shall be as follows:
(i) Proposal Submission. Offeror shall submit one electronic copy of each volume of the entire initial proposal package directly to Mr. David Hackney at david.hackney.1@us.af.mil and Mr. James Vaughan at james.vaughan.6@us.af.mil. All electronic documents shall comply with the page size, format, and page limits identified below in the following section. All volumes shall be developed in Microsoft Word and Excel (version Office 2016 or more recent, e.g. .docx, .xlsx) - Word documents may be converted to PDF, but Excel documents shall remain in Excel format.

(ii) Page Size And Format. A page is defined as each face of a sheet of paper containing information. When both sides of a sheet display printed material, it shall be counted as two pages. Print shall be no smaller than a font size of 12. Paper size shall be 8 1/2" X 11," excluding any drawings, diagrams, and/or supporting illustrations, spreadsheets, etc. Charts, graphs, drawings, diagrams, supporting illustrations, or spreadsheets shall not be greater than 11" x 17." Each volume within the proposal notebook shall be separately tabbed and identified. Margins shall be no smaller than 1 inch and each page within a volume shall be numbered consecutively. Elaborate formats, bindings, color presentations are not desired or required.
(iii) Electronic Copies. One electronic copy of each volume of the entire offer must be submitted. The electronic version of the proposal shall be submitted in a format readable by Microsoft Office (version Office 2016 or more recent, e.g. .docx, .xlsx) which includes software programs such as WORD, EXCEL, or PowerPoint. Word documents may be converted to PDF, but Excel documents shall remain in Excel Format. For those pages of the proposal that cannot be submitted using Microsoft Office, such as the Standard Form 1449, offerors shall include those pages electronically using Adobe Acrobat portable document files (.pdf) format. The price volume shall be submitted in EXCEL spreadsheet format and MS WORD for price narrative.
(iv) Price data of any kind shall be presented only in the Price Proposal Vol II.
(v) It is the offeror's responsibility to confirm Government receipt of all communications. Verification of receipt of communications may be done via email.
2. SPECIFIC INSTRUCTIONS:
a. VOLUME I: TECHNICAL PROPOSAL.
The Technical Capability Volume shall be specific and complete. Clarity and coherence are very important. The offeror's response will be evaluated against the technical evaluation criteria in 52.212-2, Evaluation--Commercial Items Addendum. Using the instructions provided below, provide as specifically as possible the actual methodology the Offeror would use for accomplishing/satisfying these sub-factors. All the requirements specified in the solicitation are mandatory. By the Offeror's proposal submission, the Offeror is representing that the Offeror's firm will perform all the requirements specified in the solicitation. Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation, but instead discuss how the Offeror plans to accomplish each of the requirements. The Technical Capability Volume shall address the proposed approach to meeting the minimum capability requirements of the following two sub-factors: Staffing Approach and Security Clearances.
(i) Tab 1: Sub-factor 1 - Staffing Approach
Offeror shall submit their staffing approach demonstrating a clear understanding and sound approach to staffing all staffing support tasks outlined in the Performance Work Statement (PWS). Logical and concise methodology must be presented in the Offerors' proposal as to what staffing techniques will be used to ensure adequate qualified staffing is provided throughout the life of the contract. A rating of unacceptable in one or more of the technical sub-factors will constitute an overall rating of unacceptable for the technical evaluation. The plan shall include as a minimum:
The verification/validation of qualified personnel intended to staff in order to meet the requirements of paragraphs 1.3 through 1.6.2 of the PWS.
The number of qualified employees by task that are presently available from the contractor's existing workforce that will be used in this effort.
The recruitment approach to ensure the minimum technical expertise is available by the contract start date (PWS, Appendix C).
The retention approach to retain the most qualified personnel.
(ii) Tab 2: Sub-factor 2 - Security Clearances
Offeror shall submit their proposed security clearance plan demonstrating the Offeror's ability to ensure qualified personnel with the required security clearances are available to satisfy the contract security requirements by the contract start date (PWS paragraph 1.4.2 and 4.2.1). A rating of unacceptable in one or more of the technical sub-factors will constitute an overall rating of unacceptable for the technical evaluation. The plan shall include as a minimum:
Offeror's current level of Facility Clearance.
The number of qualified personnel available by the contract start date with Secret clearances.
b. VOLUME II: PRICE PROPOSAL.
(i) The Price Volume shall contain:
(1) Tab 1 - SF 1449 and amendments (if applicable): Complete blocks 12, 17a, and 30a, b, and c of the SF1449. Fill in the unit prices, amounts and totals for each CLIN. In doing so, the offeror accedes to the contract terms and conditions as written in the solicitation (and attachments). The solicitation constitutes the model contract.
(2) Tab 2 - Labor Matrix: A completed Labor Price Matrix (Attachment 5). The offeror shall provide the fully burdened labor rate per each labor category. This data will be used as amplifying information for price reasonableness and unbalanced pricing. This attachment is available to be filled out by the offeror and submitted. The attachment is not mandatory as the contractor may supply their own labor matrix in accordance with the PWS.
The contractor must identify the labor category with the PWS reference within their proposal submission.
(ii) General Instructions: These instructions are to assist you in submitting information that is required to evaluate the price reasonableness, completeness, and balance of the competitive proposal. Proposals shall be sufficiently detailed to demonstrate the price reasonableness, completeness, and balance. The government may not award a contract based on a proposal with unbalanced pricing. Compliance with these instructions is mandatory and failure to comply may render your proposal ineligible for award. The burden of proof for credibility of proposed prices rests with the offeror.
(1) Price Reasonableness: A price is reasonable if, in its nature and amount does not exceed that which would be incurred by a prudent person in the conduct of competitive business. It is expected that price reasonableness will be determined to acceptable based on competition. When contracting on a Firm-Fixed Price, comparison of the proposed prices will usually satisfy the requirement to perform price analysis, and cost analysis need not be performed. The overall contract will be evaluated on a Price analysis basis for the Total Evaluated Price (TEP). In limited situations, a cost analysis may be appropriate to establish reasonableness of the otherwise successful offeror's price.
(2) Unbalanced Pricing: Offeror is cautioned against submitting an unbalanced offer. Unbalanced pricing exists when, despite a reasonable TEP, the price of one or more contract line items is significantly over or understated as indicated by the application of price analysis techniques. The government will analyze offers to determine whether they are unbalanced with respect to price. An example of an unbalanced offer would be proposed contract line items that are significantly less than or significantly overstated in relation to the other proposed contracted line items (either of the offeror's proposal or the same contract line items as proposed by other offerors). An offer may be rejected if the CO determines that the lack of balance poses an unacceptable risk to the government.
(3) The proposal price must be submitted for CLINs 0001-0007. See (b) Volume II (i)(2) for submission of offeror's labor matrix.
3. SITE VISIT:
a. A site visit will not be held for this requirement. If a contractor requests a site visit, the site visit must be requested no later than 16 March 2023 at 4:
30PM CST by emailing Mr. David Hackney at david.hackney.1@us.af.mil. If a site visit is requested and conducted, offerors, on the day of the site visit shall meet at the Visitors Control Center located at 2580 Highway 98, Tyndall AFB, FL 32403. Contractors shall provide the names of who will be attending the site visit no later than 17 March 2023 at 4:30 PM CST by filling out Attachment 02 Base Access Request Form and sending it to Mr.
David Hackney at david.hackney.1@us.af.mil and Mr. James Vaughan at james.vaughan.6@us.af.mil All Contractors will be limited to two personnel. If a site visit is to be conducted the site visit will be on 27 March 2023. Note: The attendee(s) must bring a valid photo ID, license, or passport and proof of valid vehicle insurance on the day of the site visit.
4. QUESTIONS:
a. All questions are due no later than 29 March 2023 at 1:00 PM CST to Mr. David Hackney at david.hackney.1@us.af.mil and Mr. James Vaughan at james.vaughan.6@us.af.mil. Questions received after this date may not be answered. All answers will be consolidated and posted to https://sam.gov/ within the original posting of this solicitation FA481923R0008.
5. SUBMISSION OF PROPOSAL:
a. Proposals shall be submitted via email no later than 11 April 2023 @ 1:00 PM CST to david.hackney.1@us.af.mil and james.vaughan.6@us.af.mil.
Incomplete and late proposals will not be considered for evaluation. Vendors are solely responsible for ensuring the Government receives any submission prior to the established response deadline.
6. SYSTEM FOR AWARD MANAGEMENT:
a. All firms must be registered in the System for Award Management (SAM) database at (www.sam.gov ) in order to be considered for award.
Prospective awardees shall be registered in the System for Award Management (SAM) prior to award, during performance, and through final payment of a contract agreement, IAW FAR 52.204-7, System for Award Management. Also, IAW FAR 52.204-13, System for Award Management Maintenance; a contractor is responsible for the accuracy and completeness of the data within the SAM database and is required to review and update their SAM registration on an annual basis. Incomplete and late proposals will not be considered for evaluation.

The Offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussions in accordance with FAR 52.212-1(g).

Addendum to FAR 52.212-2--Evaluation--Commercial Items (Nov 2021)
1. BASIS FOR CONTRACT AWARD.
a. a. The solicitation will be evaluated and awarded per the prescribed procedures in FAR Part 13. In accordance with FAR 13.5, the Government will utilize subjective comparative analysis, and give preliminary consideration to all timely offers received in response to this solicitation. The Government will then use best value method to determine the awardee and shall award to the offeror who's deemed to provide best value in terms of price and technical capability. The Government may issue an award to other than the offeror with the lowest price, however price will always be an important factor. Therefore, contractors are encouraged to ensure that initial offer contains the best terms from both a price and technical standpoint.
The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offerors initial offer should contain the offerors best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; ad waive informalities and minor irregularities in offers received.
b. By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or sub-factors.
2. TECHNICAL EVALUATION.
The Government will evaluate the technical volume for acceptability and best value based on vendors' capabilities. Technical acceptability will be determined based on an offeror's stated capabilities to meet all requirements identified in the PWS. Failure to provide a plan or approach that addresses all requirements identified in the PWS will render the proposal technically unacceptable.
Proposals will be evaluated using two evaluation factors which are (1) technical acceptability and (2) price.
a. Factor 1: Technical Proposal:

The proposal will be evaluated against the following technical sub-factors:
(i) Sub-factor 1, Staffing Approach: The Staffing Approach is acceptable when the offeror's staffing plan demonstrates a clear understanding and sound approach to staffing all support tasks outlined in the PWS. Logical and concise methodology must be presented in the offeror's proposal as to what staffing techniques will be used to ensure adequate staffing is provided throughout the life of the contract. The Government will assess risk for this sub-factor. A rating of unacceptable in one or more of the technical sub-factors will constitute an overall rating of unacceptable for the technical evaluation. The plan shall include as a minimum:
The verification/validation of qualified personnel intended to staff in order to meet the requirements of paragraphs 1.3 through 1.6.2 of the PWS.
The number of qualified employees by task that are presently available from the contractor's existing workforce that will be used in this effort.
The recruitment approach to ensure the minimum technical expertise is available by the contract start date (PWS, Appendix C).
The retention approach to retain the most qualified personnel.
(ii) Sub-factor 2, Security Clearance: The Security Clearances sub-factor is acceptable when the offeror's security clearance plan demonstrates the offeror's ability to ensure qualified personnel with the required security clearances are available to satisfy the contract security requirements by the contract start date (PWS paragraph 1.4.2 and 4.2.1). A rating of unacceptable in one or more of the technical sub-factors will constitute an overall rating of unacceptable for the technical evaluation. The plan shall include as a minimum:
Offeror's current level of Facility Clearance.
Complete DD 254 (Attachment 03) in sections 6 a. and b., and sections 7a. and b. if required. The remaining fields will be completed by Government personnel.
The number of qualified personnel available by the contract start date with Secret Clearances with SAP access.
b. Factor 2: Price: The Government may use any of the following price analysis techniques IAW FAR 13.106- 3(a) to determine price reasonableness:
competitive quotes, comparison of the proposed price with prices found reasonable on previous purchases, a comparison with similar items in a related industry, comparison to an independent Government estimate, or any other reasonable basis. The Government will analyze each proposal to determine whether they are unbalanced with respect to prices proposed on different CLINs for the same or similar services in the same or similar quantities with respect to option pricing. A quote may be rejected if the Contracting Officer determines that the prices are significantly unbalanced or if the unbalanced pricing poses an unacceptable risk to the Government.
c. Total Evaluated Price (TEP): A TEP will be calculated for the offeror and presented for award decision purposes. The TEP will be calculated as follows:
(i) CLINs 0001-0007;
(ii) The contract will NOT include FAR Clause 52.217-8, Option to Extend the Services, with the potential to extend the contract for a period not to exceed six (6) months beyond the date the Option to Extend Services is exercised. The contract will include options that will be exercised IAW FAR Clause 52.217-9, Option to Extend the Term of the Contract and FAR Clause 52.217-5, Evaluation of Options.
(iii) Proposals will be reviewed for price reasonableness. A price is reasonable it, in its nature and amount does not exceed that which would be incurred by a prudent person in the conduct of competitive business. It is expected that price reasonableness will be determined based on the comparison of each vendor's total evaluated price (TEP).
3. EVALUATION METHODOLOGY.
Step 1: Evaluate all proposals for responsiveness.
Step 2: Rank all responsive proposals based upon offeror's Total Evaluated Price (TEP).
Step 3: Evaluate for technical acceptability starting with the lowest price proposal. Evaluation will continue in order of price until at least two offeror's are rated technically acceptable. If unacceptable, evaluation will continue in order of price until at least two offerors are rated technically acceptable.
Step 4: Make a Best-Value decision.
