Section A: General Contract Information

Section B: Description of the Supplies/Services Required

0001: TDK-39 (non-scoring) Target Assembly, Manufactured by Meggitt Defense Systems Inc. (9 ea.)

0002: TDK-39 (with scoring) Target Assembly, Manufactured by Meggitt Defense Systems Inc. (1 ea.)

0003: Visual Augmenter, Manufactured by Meggitt Defense Systems Inc. (30 ea.)

Section C: Justification for Soliciting from a Single Source

Meggitt Defense System Inc (MDSI) is the sole manufacturer of the required TDK-39 (scoring and non-scoring) Aerial Target Assemblies and Visual Augmenters compatible with their proprietary AGTS-36 system. The TDK-39 Target sets include advanced Doppler Radar Scoring (RADOPS) installed in the targets forebody featuring a self-contained telementry transmitter and antenna. The airborne receiving station is installed in the tow aircrafts reeling machine and scores are displayed in real time to the tow pilot for transmission to the shooter after each firing pass. The Visual Augmenter, discarded at the completion of a training mission, is a string sleeve consisting consisting of four string panels joined the forward end by a hoop cable at the aft end by a knot. No other Aerial Target Assemblies and Visual Augmenters are compatible with the requirement owner's AGTS-36 system manufactured by Meggitt Defense Systems Inc.

Section D: Efforts to Obtain Competition

A Sources Sought was issued in May 2018 for vendors capability of fulfilling the Government's requirement for Aerial Target Assemblies and Visual Augmenters that meet the requirement owner's mission needs. Meggitt Defense Systems Inc. was the sole vendor that responded to the inquiry. There is not a reasonable expectation that the marketplace has changed since this issuance of a Sources Sought notice on the Governmentwide Point of Entry (GPE). Extensive research was conducted online to determine if there were any other vendors provided compatible aerial targets and visual augmenters that meet the specifications required by the customer.

Section E: Steps to Preclude Future Single Source Awards

A market survey will be conducted to determine if potential future sources have become available.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
