Section B: Description of the Supplies/Services Required

This requirement is for (2) Smartronix IMUX G2 64 Bit Data Recorder Processing System:Ruggedized 4-U Rack-Mount Chassis, 24" Depth: 12-ch PCM w/ IRIG Time Code Trans, 4-ch Video Input, 4-ch Analog, PCI Simulation, Windows 10 Ent LTSB IOT with TPM 1.2 Support; 500 GB/two 1 TB storage.

(1) G2 Recorder Processing System Upgrade: 12-ch PCM and 4-ch Analog Input/Output, replacement Single-Board Computer with TPM 1.2, 12-core Proc, 48GB RAM, and backplane, 4-ch Video Input and 2-ch PCM Simulator Output, new OMEGA-NExT Data Processing software with conversion utilities: Windows 10 Enterprise, 64-bit, LTSB IOT.

Section C: Justification for Soliciting from a Single Source or Brand Name

FAR 13.106-1(b)(1)(i), “Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available”. The upgraded telemetry data Decommutation and Analysis System (DAS) must be compatible with software applications previously developed by the 83rd Fighter Wing Squadron, which were developed on Smartronix systems and would require approximately 1 year of labor to reproduce. Additionally, the upgraded telemetry data DAS must be compatible with Smartronix OmegaServe proprietary software applications currently in use to meet 83rd FWS mission requirements. The security classification requirements, as well as the current manpower and expertise in the 83rd FWS prevents the full scale software development effort necessary to replace the existing mission critical applications with alternative applications compatible with a different hardware and software solution. The systems currently in place have reached the point when they can no longer support data streams from newer aircraft and are prone to failure. We end up having a hardware/ software maintenance agreement every year after the first year.Therefore, installation of upgraded telemetry data DAS is required NLT 31 August 2018, which further inhibits the 83rd FWS ability to pursue a new software development effort. Additionally, approval for a system other than Smartronix G2 sytem would require modification to the Air Traffic Organization/Air Traffic Command (ATO/ATC), which must be approved by the Designated Approving Authority (Air Force Office of Special Investigation/ PJ HQ QL-B) . ATO/ATC requirements development and implementation takes approximately 1,040 to 2,080 man hours to complete. ATO/ATC modifications and approval for other than the Smartronix G2 's can take 6 months to a year. Installation of these G2 systems is required NLT August 2018, which precludes our ability to pursue ATO/ATC modifications. Failure to acquire Smartronix systems would result in mission failure due to inability to collect and analyze mission data.

Section D: Efforts to Obtain Competition

A scope determination was accomplished with NETCENTS-2 Project Manger, Michael Ivison, to confirm that this product is not available through a NETCENTS-2 vendor. Additionally, a Request for Information (RFI) was posted on FBO from 25 July 2018 to 1 August 2018. No responses were received from any additional vendors. Smartronix Inc. stated, via email, that they are the sole provider of the Smartronix IMIX G2 64 Bit Recorder/Reproducer. Smartronix Inc. does not have a Value-Added Reseller (VAR) agreement with any businesses for this product.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Market research will continue to be conducted for this requirement. The government will continue looking for other companies to fulfill future requirements, and evaluate systems as technology evolves to determine suitability.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
