1.0. Description of Services
The contractor shall repair/refurbish four (4) Aerial Gunnery Target Systems (AGTS-36) towreels. All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, Headquarters Air Force standards, instructions, and commercial practices.
1.1. SCOPE
1.1.1. TASK #1. The contractor shall repair/refurbish four (4) government-provided AGTS-36 towreels.
1.1.1.1. Two (2) AGTS-36 towreels shall be repair/refurbished to an Airworthy capability. In accordance with (IAW) Technical Order (T.O.) 43E17-3-4-3: Overhaul Instructions with Illustrated Parts Breakdown, Towreel Assembly, Part Number (PN) 53896-1, Change 4, Dated 15 January 1997, any flight critical system of the towreel that fails to meet the inspection criteria defined in Section 5, Table 5-1 Inspection Data shall be repaired and/or replaced.
1.1.1.1.1. The Airworthy repair/refurbishment shall focus on the functionality of critical flight systems. The towreels must be inspected for any flight critical damage IAW T.O. 43E17-3-4-3. All wear items must be evaluated IAW T.O. 43E17-3-4-3. Moving parts must be lubricated IAW T.O.43E17-3-4-3. Any errors or functions that render the machine inoperable must be identified, reported and repaired and/or replaced.
1.1.1.2. Two (2) AGTS-36 towreels shall be repair/refurbished to a Full capability in form, function and appearance. IAW T.O. 43E17-3-4-3, any component of the towreel that fails to meet the inspection criteria defined in Section 5, Table 5-1 Inspection Data shall be repaired and/or replaced. Additionally, a one (1) year warranty shall be provided for the Full capability repair/refurbishment.
1.1.1.2.1. The Full repair/refurbishment shall focus on the complete repair/replacement of all components. The towreels must be inspected for any damage IAW T.O. 43E17-3-4-3. All wear items must be replace IAW T.O. 43E17-3-4-3. Moving parts must be cleaned and relubricated IAW T.O.43E17-3-4-3. All electrical components must be subject to lower level component testing/verification IAW T.O. 43E17-3-4-3. Any errors or functions that render the machine inoperable must be identified, reported and repaired and/or replaced. Each machine which undergoes the full repair/refurbish process must be granted a one (1) year warranty.
1.1.1.3. Final Acceptance will be accomplished upon delivery and successful passing of start-up and operation procedures at Tyndall AFB, FL.
1.1.2. TASK #2. At a minimum, the contractor must have one of the following certifications: AS9100C: Quality Management Systems – Requirements for Aviation, Space, and Defense Organizations or ISO 9001: 2008 Quality Management Systems –Requirements.
1.2. DELIVERABLES. Monthly status reports shall be submitted to the Contracting Officer’s Representative (COR) via e-mail in contractor format, no later than the 3rd day of the following month, regarding the on-going repair/refurbishment status and any identified issues. The contractor shall provide proof of receipt to the COR via e-mail once towreels are received from the Air Force to begin repair/refurbishment.
2.0. Services Summary (SS): The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The SS and the contractor’s quality control plan provide information on contract requirements, the expected level of contractor performance, and the expected method of government validation and confirmation of services provided. These thresholds are critical to mission success.

3.0. GOVERNMENT FURNISHED PROPERTY AND SERVICES
3.1. GOVERNMENT FURNISHED FACILITIES. Performance for the repair/refurbishment will be at the contractor’s facility.
3.2. Government FURNISHED Supplies and Equipment. The Government will provide the following equipment:
3.2.1 Four (4) AGTS – 36 towreel systems.
3.3. Security, Fire and Medical Services. N/A
4.0. General Information
4.1. NDAA LABOR DATA REPORTING.
4.1.1. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the AGTS Repair/refurbishment and Training via a secure data collection site.
4.1.2. Location of Site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil.
4.1.3. Reporting Period. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY). While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the CMRA help desk.
4.1.4. Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
4.1.5. User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the
Army CMRA link at http://www.ecmra.mil.
4.2. Quality Control. The contractor shall develop and maintain a quality control program to ensure services are performed in accordance with established required services addressed in the SS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor shall submit a Quality Control Plan to the Contracting Officer (CO) for acceptance 30 days after contract start date.
4.3. Quality Assurance. The government will evaluate the contractor’s performance to ensure services meet contract requirements When a performance threshold has not been met or contractor performance has not been accomplished, COR will initiate and provide the CO a corrective action report (CAR) for issuance to the contractor. The contractor shall respond to the CAR IAW instructions provided and return it to the CO within 10 calendar days of receipt.
