Section B: Description of the Supplies/Services Required

All purchases represent life-cycle replacements for existing products.

-CLIN 0001, Cybernetic Parachute Release Systems (CYPRES) Automatic Activation Devices (AAD's) -- Qty 8:

The CYPRES is an Automatic Activation Device which contains an explosively activated piston cutting device actuated by the parachutist's altitude and rate of descent to release the reserve parachute at a per-determined altitude.

-CLIN 0002, Sunpath Javelin Odyssey Parachute Containers -- Qty 3:

The Javelin Odyssey Parachute Harness/Container is a low profile harness/container systems. The Javelin Odyssey Parachute Harness/Container has been approved as an upgrade to the original TSO for the Javelin Parachute Harness/ Container. The system is designed for manual deployment is free fall by utilizing the "Bottom of Container" throw out or pull out pilot parachute method. The lightweight and small size of the Javelin Odyssey Parachute Harness/Container allows the parachutist increased mobility in the aircraft and in the air.

-CLIN 0003, Sunpath Javelin Odyssey J-7K Parachute Containers--Qty 8:

This container mirrors that of the Odyssey container described above with the exception of the size (J-7K).

-CLIN 0004, Performance Design Storm Main Canopies--Qty 6:

The PD-Series, Main is a seven or nine cell main canopy made of 1.1 ounce F-111 fabric, Hybrid design or zero porosity.

The canopy has I-beam construction and is dual crossported throughout.

-CLIN 00005, Performance Design Optima Reserve Canopies--Qty 5:

The PD-Series, Reserve is a seven cell main canopy made of 1.1 ounce F-111 fabric. The canopy has I-beam construction and is triple crossported throughout.

Section C: Justification for Soliciting from a Single Source or Brand Name

A competitive brand name restricted purchase order is contemplated in accordance with Section 888(a) of the National Defense Authorization Act of Fiscal Year 2017 (Public Law 114-328) and promulgated by DFARS 213.501(a)(ii).

Technical Bulletin (TB) 43-0001-80 titled, Personnel Parachute Authorized For Use List dated July 1, 2011 serves as a reference handbook published as an aid to identify authorized for use airdrop systems, component parts, system tools, etc.

This justification document serves to restrict all offers to the authorized items and brands found in TB 43-0001-80. The Army is the DOD Proponent for Parachute Training and Testing. Brands identified above have undergone design/safety reviews and testing/evaluation. Substitutes or brands not found in TB 43-0001-80 will not comply.

Further, all of these products are what's held in current inventory. Maintaining a separate class nine parts inventory for any other brand would result in additional expenses that is not expected to be recovered through full and open competition.

Section D: Efforts to Obtain Competition

Market research has revealed numerous vendors able to provide the required brand names and competition is expected. This acquisition will be posted on Federal Business Opportunities (FBO) for a period of 15 days to encourage maximum participation.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

6 CONS will continue to monitor Technical Bulletin (TB) 43-0001-80 and expand competition to other brands as permitted by the guide.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
