I. Contracting Activity.
6th Contracting Squadron 2610 Pink Flamingo Ave., Suite 300 MacDill AFB, FL 33621
II. Nature and/or description of the action being processed.
This is a J&A for an estimated $690,000.00 in upgrades, repairs, and maintenance to the Central Utility Plant's Caterpillar brand generators, generator controllers, and peripherals. An exact amount cannot be established until the vendor has throughly inspected the system. A new sole source purchase order will be awarded to Ring Power Corporation for this requirement.
III. Description of supplies/services required to meet agency needs.
The Central Utility Plant (CUP) at building 567 houses 2 sets of 3 generators with each set being controlled by a generator controller. The current controllers are becoming obsolete. This contract will upgrade the 2 controllers.
The total estimated value of the acquisition is $690,000.00. It will be funded with 3400 funds. There will be a 16-18 week lead time followed by a 12 day installation period. The CLIN structure will be:
CLIN 0001 - approximately Upgrade CUP's generator controllers including switchgears, program logic controllers and remote monitoring devices.
CLIN 0002 -
Repair or replace critical parts of the CUP system
The POP will start at contract award. The 12 day installation period will be coordinated with the contractor and CENTCOM to avoid any potential interference with CENTCOM's operations.
IV. Statutory authority permitting other than full and open competition.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
CENTCOM's Central Utility Plant (CUP) provides essential power to HQ USCENTCOM AND MARCENT. The CUP has Caterpillar brand generators that are run by Caterpillar brand controllers. These controllers are in need of upgrades due to obsolescence. The upgrades require OEM proprietary software and components that only Caterpillar's authorized distributors and trained/certified engineers and technicians can acquire, program, and install. No other brand of controller components would be compatible with the controllers and generators and no other sources are authorized to purchase and install Caterpillar parts. According to Caterpillar's corporate office, their distribution network is set up so that Ring Power Corporation is the only Caterpillar authorized provider that services the territory that includes MacDill AFB. For these reasons, Ring Power Corporation is uniquely qualified for this requirement.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Ring Power Corporation is the only qualified source for this requirement. To allow for additional sources, either Caterpillar would have to allow their partners to compete within the territory or the entire system of 6 generators and 2 controllers would have to be replaced. The first option is not up to the government and the second option is cost
March 2018 FOR OFFICIAL USE ONLY Page 3 of 3 prohibitive (estimated replacement cost is $8M-$10M). Whenever the system does need to be replaced, the requirement will be competed to the fullest extent practicable.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
It is anticipated that the cost to the Government will be fair and reasonable. The basis for this will be IAW FAR 13.106-3(a)(2) and/or 15.404-1(b)(2). The majority of the total cost is for parts. The part prices should be included in a current price list from the OEM. Additionally, market research, comparison to previous purchases, and other reasonable means will be used to determine if the total price is fair and reasonable. 6 CES will also be consulted to provide expert knowledge of this system and others on MacDill AFB.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
To find other sources, internet searches and phone calls were used. Several Caterpillar authorized dealers were located via internet search. Caterpillar's corporate office was contacted to determine if sources other than Caterpillar-authorized sources could perform the work or if any other Caterpillar authorized company could compete against Ring Power. Both of these searches lead to the conclusion that Ring Power is the only qualified source for the requirement.
IX. Any other facts supporting the use of Other Than Full and Open Competition.

There were no other sources that expressed interest in this acquisition.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
Before future repairs or upgrades are made to this Caterpillar-brand system, an analysis will be conducted to compare the cost of repair to the cost of replacement. If replacement is more cost effective, the barriers to competition will be removed.
