STATEMENT OF WORK
To
REPAIR VEHICLE GATES

1. SCOPE:
The contractor shall furnish all transportation, labor, tools & equipment; materials & supplies; technical data/manuals, and services, necessary to: 1) for the GOFO Gate:
a) replace the existing vehicle sliding gates’ chain drives with new slide drive & drive rail system, to provide smooth operating sliding gates; b) replace, level and secure the guide rail for the outbound gate; c) Add a two note audible annunciation at the remote control station in Bldg 570 Rm S105, when a vehicle approaches the in-bound and out-bound gates; d) change the traffic signal lights to operate for both Gate & Barrier; e) Add safety features to prevent accidental barrier engagement; 2) for the Sea Swallow Gate: a) replace outbound gate control and change the gate swing to follow traffic flow; b) Add a two note audible annunciation at the remote control station in Bldg 570 Rm S105, when a vehicle approaches the in-bound and out-bound gates; c) Add safety features to prevent accidental barrier engagement; 3) ensure all parts of the fence and supporting equipment match the color of the fence.
1.1 Location: Zemke Ave Bldg 570’s GOFO Gate & Sea swallow Ave Gate, MacDill
AFB, FL.
1.2. Site visit prior to bid: to become familiar with the existing site conditions, the government requires all perspective bidders to schedule a site visit with the CENTCOM Facilities office, Tele: 813-529-0458/9.
1.3. Performance Period: 90 days
2. DESCRIPTION OF WORK TO BE PERFORMED: the following list is not all inclusive. It shall be the contractor’s responsibility to provide complete and usable gates and gate operations as intended by this SOO:
2.1. GOFO Gate:
2.1.1. Provide a new slide drive & drive rail system: “HySecurity” slide drive model 50VF2/3 & drive rail or approved equal, as described below:
2.1.1.1. The direct drive system shall not use a chain as a means of transferring the drive force to the gate. Drive shall be hydraulic.
2.1.1.2. Drive Rail: grooved; Over its entire length, the drive rail must be level and aligned with the label on the chassis to within ± ¼-inch (6 mm).
2.1.1.3. Shall have Dual gate, sally port or sequenced gate Integration
2.1.1.4. All electronic components shall be U.L. listed.
2.1.1.5. All electrical connections shall be installed in accordance with the National Electrical Code (N.E.C.). Existing electrical source can be used for power requirements.
2.1.1.6. The slide drive shall interface seamlessly with the existing controller and operate with Delta Scientific Corporation remote access control equipment and software; and, operate with
MacDill AFB, FL 4 June 2018 entrapment and safety devices in accordance to U.L. 325, usage class III, IV. Provide photo eyes and strobe lights.
2.1.1.7. Provide Inside and Outside obstruction loops (IOLD and OOLD) are required for tail gating logic.
2.1.1.8. Unit shall be continuous duty and shall use a minimum 2 hp motor.
2.1.1.9. System enclosure shall be min of 10 gauge sheet metal protected by polymer powder over zinc plating, or corrosion protected steel and have a tamper proof heavy gauge cover with cabinet lock. All fasteners shall be stainless steel, aluminum or have zinc plating to prevent corrosion between dissimilar metals. Color shall match gate color.
2.1.1.10. System shall utilize extremely reliable hydraulic system with high performance environmentally safe hydraulic fluid.
2.1.1.11. The slide drive shall smoothly move the existing gates at Speeds up to 3 ft/s and have field adjustable variable speed of
2.2 ft/s (70 cm/s) or 3 ft/s (91 cm/s).
2.1.1.12. Drawbar Pull shall be a minimum of 300 lbs.(136kg
2.1.1.13. Drive wheels shall be two 8 inch (20cm) “AdvanceDrive” wheels:
(wheel is both mechanically and chemically bonded to its high-tech composite center, drastically reducing the possibility of tread delamination and greatly increasing wheel life; Two year limited warranty; only the wheel gets replaced when needed, not the assembly)
2.1.1.14. Shall be Field programmable to specific site requirements and shall be programmed to operate seamlessly with “Delta Scientific” gate controller and remote access control system or provide a separate User Controls: Smart Touch Controller with 70+ configurable settings. Smart Touch keypad and display or a PC using S.T.A.R.T. software.
2.1.1.15. Gate Length Max.: Limited only by weight
2.1.1.16. Gate Weight Max.: 5,000 lb gates (2,268 kg)
2.1.1.17. Power: 208/230V 60 Hz
2.1.1.18. Communication: RS-232, RS-485, Ethernet/fiber
2.1.1.19. HY-5A intelligent vehicle detectors:

2.1.1.19.2. Restores loop data on power up for consistent

2.1.1.19.5. Lightning resistant features protect hardware and avoid false trips
2.1.1.19.6. Five year warranty
2.1.1.20. Warranty: 5 year.
2.1.2. Guide Rail: grind the concrete high spots to make concrete pad for the rail and its supports level, straight & true. Replace the existing rail and supports, add supports to prevent deformation of the new rail at wheel load points, and secure the new rail at intervals along its entire length.
2.1.3. STOP Bar: Add a white STOP Bar on the pavement after the card reader on the in-bound lane. The STOP Bar shall be placed so the average vehicle will stop were the driver’s window is in line with the card reader.
2.2. Sea Swallow Gate:
2.2.1. Make all necessary adjustments to change the out-bound gate’s swing to open with the traffic flow; this includes but not limited to placing a new controller on a new concrete pad and adjusting the MagLock;
2.2.2. Replace existing Controller with new.
2.3. Both GOFO and Sea Swallow Gates:
2.3.1. Add a two note audible annunciation at the remote control station in Bldg 570 Rm S105, when a vehicle approaches the in-bound and/or out-bound gates, prior to the vehicle approach the card reader or exit loop.
2.3.2. Traffic Control Lighted Signals: Contractors shall submit a design as part of the bid package for selection for replacement of existing traffic control lighting with new such that:
2.3.2.1. Traffic control signal shall be abundantly clear to all drivers using this gate, in-bound and out-bound;
2.3.2.2. Signal shall be clearly visible in all ambient light situations;
2.3.2.3. Signal shall be STOP or GO based on both Gate and barrier operation with GO signal only when gate is full open and barriers down and secure for one vehicle use or locked open;

2.3.2.4. A pronounced STOP signal shall be displayed at a point where the entering /exiting vehicle is past the signal and the lighted signal shall warn a second, trailing vehicle to STOP before the gate and barrier (an effort to stop tail gating);
2.3.2.5. Use large clear signals and strobe lighting;
2.3.3. Safety features: provide safety features IAW UL325 to mitigate a gate closing and contacting a vehicle and a vehicle engaging a barrier from both either or the driver/vehicle actions and/or the remote gate operators actions.
3. GATE OPERATION:
3.1. By Card Reader (Existing operation shall remain the same): Barrier goes down
(if not already locked down by remote control in CENTControl Office) then gate opens; vehicle clear, barrier goes up (if not already locked down by remote control in CENTControl Office) and gate closes. This operation is for one vehicle pass only. Barriers or Gate cannot be locked open via card reader.
3.2. By Remote Control from CENTControl office in Bldg 570 (NEW): Contractor shall provide two independent control units, one for Gate operation at both gates and one for Barrier operation at both gates.
3.2.1. Provide clear distinction between one vehicle and multi-vehicle (lock open/down) operation.
3.3. Contractor shall provide a sequence of operation showing timing from card reader or remote access operation through a complete cycle of gate and barrier operation.
4. Paint:
4.1. Paint all components of the gate to match fence & gate color
4.2. Repaint existing STOP bars.
5. Inspect and performance check of system to insure proper operation and all tolerances are within manufacturers specifications.
6. Submittals: provide submittals for approval IAW Air Force Form 66.
7. SAFETY & ENVIRONMENTAL REQUIREMENTS:
A. Emergency and Non-emergency calls: On base call 911 for emergencies only;
for Non-emergency calls to MacDill AFB Security Police call 828-3322.
B. Safety Regulations: The Contractor shall comply with all applicable Federal and State safety regulations, and requirements, including, but not limited to Occupational Safety and Health Association (OSHA), National Fire Protection Association (NFPA) and Environmental Protection Agency (EPA).

8. CLEANING: The work area shall be cleaned after work is completed.
9. SCHEDULING:
9.1. Work Performance: Work shall be performed during normal business hours:
weekdays 0730-1600 (excluding holidays);
9.2. Coordination: Coordination of work scheduling and escorts shall be with Mr Leo Calumpang, HQ CENTCOM Facilities Office;
9.3. Access: One gate shall be accessible by vehicles at all times.
10. SPECIAL SECURITY: Because work is being accomplished within a sensitive area, the contractor shall also provide additional information to be turned over to Mr Leo Calumpang, HQ USCENTCOM Facilities Office.
A. Employee Information: The contractor shall, following award of the project, provide a list of each employee who will require access to the base, including the employees of all subcontractors. The list must include:
1. The employee name with first, last and middle name
2. Date of birth
3. Driver’s license number, OR other government issued photo identification card
4. Social Security Number issued in the same name as the photo identification card
5. Dates access required for each employee who will work within the facility
B. Contractor Vehicles: All contractors' vehicles must have current registration and proof of insurance; and the vehicle operator must have a valid driver's license. Vehicles may not remain parked at or in the vicinity of the Visitor's Reception Facility or at any MacDill Air Force gate for longer than 30 minutes.
Vehicles left unattended for more than 30 minutes are subject to being towed at the owner's expense. The Facilities Office will provide a limited number of contractor’s parking space near building 570. ALL VEHICLES ENTERING OR
ON MACDILL AFB ARE SUBJECT TO INSPECTION BY SECURITY FORCES
PERSONNEL.
C. The contractor shall be responsible for the return of all AF Form 75’s issued to any employee working on the project to the 6th Contracting Squadron/LGCM after completion of the project.
D. The Contractor shall not allow cameras or recording devices to be on the site nor photographs or recordings to be taken without the written permission of the Facility Office.
E. The use or possession of cell phones and other electronic devices is prohibited within USCENTCOM facilities. Cell phones may be used outside of buildings.

F. The contractor shall comply with all security controls in place at the work site, to include escort requirements, access badges, and vehicle search and security clearances. The contractor shall not employ persons for work on this project if such employee(s) are identified by the Government as a potential threat to the health, safety, security, general well-being or the operational mission of the U.S.
Central Command and its population. Unclear contractor personnel shall have a Government escort and must remain at all times with provided escort to meet site access requirements.
G. Violations of these security requirements will revoke any or all passes. The Government reserves the right to deny access to any person, with no consequence to the contract.
11. PROJECT CLOSEOUT:
11.1. Final Cleaning: Execute final cleaning of the site prior to final inspection;
11.2. Final Inspection: A Final Inspection will be held upon completion of the project;
11.3. WARRANTY: Provide minimum of 5 year warranty and one digital copy of same upon completion of project;
11.4. Documentation: Provide cut sheets, O&M manual, installation instructions and drawings
11.4.1. One printed set per gate in a weather proof container to be placed in the control enclosure at each gate;
11.4.2. Digitally, in Adobe pdf format on CD
