PERFORMANCE WORK STATEMENT
FOR
TREE PLANTING
AVON PARK AIR FORCE RANGE
3 March 2016

SECTION 1.0 Description of Services: The contractor shall furnish all personnel, labor, materials, and equipment necessary to machine plant with an all-wheel drive tractor the following: Approximately 210,000 seedlings bare root long leaf pine evenly spread over approximately 288 acres at various previously harvested and rollerchopped pine plantations at Avon Park Air Force Range, Florida. The enclosed map shows various planting locations. The planting machine will be adjustable so as to ensure uniform spacing between trees and proper packing of planted pine seedling roots. All tractor and planting equipment shall be clean and pressure washed off site immediately prior to arriving at APAFR. This equipment will be inspected by the base forester to ensure of no transport of invasive exotic plants on to the installation.
1.1. All seedlings will be planted on old unbedded plantations, planting between the rows of old stumps. The contractor shall plant properly approximately 726 seedlings per acre for all planting sites. The approximate spacing is about 10 foot wide rows and 6 feet between trees in each row.
1.2. Seedlings shall be maintained at a controlled temperature of between 34°F and 40°F during the entire storage duration while awaiting planting. Only enough seedlings for that days planting will be removed from refrigerated storage and taken to the planting site. Unused seedlings from that day will be returned to storage that evening. All seedlings will be planted within 14 days of lifting date.
The contractor shall not depart APAFR for more than 48 hours while seedlings are on site without prior contact with Base Forester.
1.3. Tree planting work must begin prior to Dec 31, 2016. All pine seedlings shall be planted between 1 December, 2016 and 31 January, 2017. Some leeway regarding these dates may be allowed, if approved by the Base Forester.
1.4. The Base Forester will designate the working order of the areas to be planted and shall be contacted either in person or by telephone (863) 452-4167.
1.5. Payment. Payment will be made by the acre for all acres properly planted with longleaf pine seedlings.
SECTION 2.0 Services Summary: The Services Summary identifies the performance objectives and performance thresholds for all critical tasks associated with providing the services outlined in this PWS. This section contains only those items considered most important for mission accomplishment. The performance objectives are those services/tasks required in the PWS. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. The thresholds are critical to mission success. The Government expects the Contractor to perform at the acceptable levels throughout the life of the contract.

Tree Planting Storage and handling of seedlings follow the industry standards for tree planting in Florida based on the US forest service southern forest management bulletin R8- MB39 or according to guidelines set forth by the Base Forester.
1.1 No deviations. 100% compliance
Longleaf pine will be planted upright with buds within .5 inch of the ground surface and roots properly packed by tree planter.

All sites will be replanted at approximately 726 trees per acre maintained with 10 foot row spacing and 6 foot spacing between seedlings within the rows.

Seedlings are planted within the required timeline.

SECTION 3.0 General Information. Additionally, the following information applies to this contract:
3.1. The contractor shall take all reasonable and practical actions in accordance with standard commercial practices to prevent and suppress forest fires in the areas where they're working. The contractor is responsible for the reimbursement of any fire suppression costs as a result of negligence or willful acts. All fires shall be reported immediately to the Base Forester.
3.2. Trash and refuse resulting from the contractor's operation shall be removed and disposed of daily by the contractor.
3.3. Unexploded ordnance (UXO) and unburned flares may exist within the contract areas. When found, these objects shall not be tampered with or removed. The contractor shall stop work immediately and report all suspected unexploded ordnance (UXO) or unburned flares to the Base Forester for proper identification and GOVERNMENT disposal. In no event should the contractor or contractor’s work crew, subcontractors or their employees attempt to remove or otherwise tamper with such material or objects. Removal of such items from the site by unauthorized personnel is considered misappropriation of Government property, and may be subject to penalties under law. However, of more importance is the potentially serious or fatal injury to the individual.
3.4 The contractor shall assume full responsibility for PROPERLY IDENTIFIED AND MARKED unexploded ordnance and unburned flares when such ordnance exists in areas of contractor operations. The Government assumes no liability for damages to the property of the contractor, or for personal injuries to the contractor or contractor personnel or to any other persons arising from or incident to willfully disturbing, possessing and/or collecting unexploded ordnance. The contractor shall discharge the Government from any and all damages directly and indirectly from such property. The contractor shall save the Government harmless from any and all such claims.
3.5. All equipment or supplies belonging to the contractor shall be removed from the Avon Park Air Force Range within 10 days after the completion of work.
3.6. All environmentally sensitive areas shall be avoided by all of the contractor's operations. The Base Forester will identify the boundaries of these sensitive areas prior to start of work.
3.7 Quality Control. The contractor shall provide adequate supervision to accomplish the performance objectives of the performance work statement and ensure compliance with all contract terms and conditions.
3.8. Quality Assurance. The government will periodically evaluate the contractor’s performance. The Base Forester will evaluate the contractor’s performance through intermittent on-site inspections of the contractor's work.
3.9. Contractor Representative. The Contractor shall have a representative readily available on site that is authorized to receive instructions regarding the performance
- 5 -under this contract. The Contractor shall submit the representative's name to the Base Forester prior to start of work and update it as changes occur.
3.10. Hours of Operation. Avon Park Air Force Range normal operating hours are Monday through Friday (7:00 AM to 4:00 PM). Contractor assumes all responsibility for safety and accident response for work outside of normal duty hours. Contractor is cautioned that cell phone coverage is not contiguous throughout the range and “dead zones” exist. Contractor shall coordinate all nonstandard working hours through the Base Forester. Prior to commencement of ANY work, the contractor, designated field superintendent and all field employees, shall attend a mandatory UXO briefing. This briefing is only available during normal business hours (7:00 AM to 4:00PM) Monday through Friday. At the conclusion of the pre-performance briefing, the Contractor will be required to ensure and signify on an appropriate form that all employees have viewed or will view the UXO briefing video showing the existence, or possible existence, of hazardous munitions items. Also, following the UXO video, a general range briefing shall be given. On rare occasions, unscheduled training missions may interrupt contractor operations. The Base Forester will make every effort to minimize disruption by contacting the contractor or the contractor’s superintendent via telephone or in person to reschedule the work. When necessary, Government Delay of Work will be handled in accordance with the appropriate clauses included in the contract.
3.10.1 Access to Avon Park Air Force Range. Contractors shall request access to the installation in accordance with contract clause 5352.242-9000 Contractor access to Air Force installations. The Contracting Officer will provide the necessary forms and instructions for background checks. All names of contract personnel requesting access to the installation shall be subjected to a criminal background check. Minimum processing time for background checks is ten working days. Individuals approved for access will be issued a Base Pass. Access to Avon Park Air Force Range is controlled by employees of the Florida Department of Corrections. A list of individuals authorized access to Avon Park Air Force Range will be maintained by employees of the Florida Department of Corrections and posted at the entrance to Avon Park Air Force Range.
Only approved individuals (individuals on the list) with Base Passes will be authorized access onto Avon Park Air Force Range.
3.10.2 FEDERAL HOLIDAYS. Avon Park Air Force Range observes the following ten Federal Legal Holidays:
