STATEMENT OF WORK

Hot-Mix Asphalt, Tack and Prime for Add/Alter Txy Alpha

7 August 2015

The contractor shall provide all labor, materials, tools, equipment, transportation, expertise, supervision, communication, and all other items and services as necessary to provide and deliver approximately 7,500 tons of hot mix asphalt (HMA), and 9,800 gallons of Bituminous Tack and Prime Coats.

General Requirements:

1. Hot-mix asphalt shall be delivered by trucks from the batch plant to the job site. Once on site, the Contract shall load the materials into the hopper of the Government operated asphalt paving machine under the direction of the Government workers on the job site. The asphalt shall conform to the specifications provided in Attachment 2II.

2. The Contractor shall deliver and apply tack and prime coat at the direction of the Government. The tack and prime coat shall conform to the specifications provided in Part II.

3. Delivery Periods. The Contractor shall be available for delivery of materials during standard working hours (0700 – 1800), Monday through Saturday with the possibility of night deliveries. The Contractor shall be responsible for transporting hot-mix asphalt and related construction materials to the construction site. The Government will make every effort to provide the Contractor the maximum amount of notice possible.

4. The Contractor is responsible for the collection and off-base disposal of all debris, rubble, residue, and non-salvageable, unusable, and waste material generated in the performance of work under this contract. All such materials shall be disposed of at an off-base landfill by the Contractor or at an on-base location specified by the Contracting Officer (CO), if approved.

The Contractor is not permitted to deposit any such materials in the airfield’s trash collection containers or at any other location on the airfield without prior approval by the CO. Disposal of materials shall be in accordance with all applicable host nation and international laws. The Contractor shall keep the site clean and free of trash and debris at all times. Loose materials must be secured at all times.

5. Inspection of Plant. The government inspector shall have access to the asphalt plant to check the adequacy of equipment, inspect operations of the plant, verify weights, verify proportions, verify material properties, check the temperatures maintained in the preparation of the mixtures, and to take samples. The contractor shall provide assistance as requested by the government inspector to procure desired samples.

6. Perform all quality control tests applicable to these specifications. The testing program shall include, but shall not be limited to, tests for the control of asphalt content, aggregate gradation, temperatures, aggregate moisture, moisture in the asphalt mixture, laboratory air voids, stability, and flow.

1. DESIGN

HMA mixtures shall conform to the Uniform Guide Specification (UFGS) 32.12.15.13 and all applicable references.

Unified Facilities Criteria (UFC) 3-260-01 and 3-260-02.

Bituminous Tack and Prime Coats shall conform to the requirements of the UFGS 32.12.10 Bituminous Tack and Prime Coats.

GENERAL DESIGN NOTES

a. Design shall be in strict accordance with UFC and UFGS. The information provided in this SOW shall be determined to be the minimum standards required in this project.

b. If any submittal fails to meet or exceed the requirements contained within this SOW, UFC, UFGS, or American

Society for Testing and Materials (ASTM), then it shall be considered to be unacceptable and returned to the Contractor for correction and resubmission. The Contracting Officer has the option, in lieu of disapproval, to provide acceptance of a submittal with required corrections identified if it is determined the submittal is substantially complete and correct.

2. SUBMITTALS

Contractor shall submit the following information to the Contracting Officer:

a. Plant Location and Plant Capacities.

b. Estimated Haul/Delivery Times.

c. Times of Material Delivery Availability (i.e., on what days/times can deliveries be made).

d. Asphalt JMF and Applicable Test Results as Referenced in Appendix A (i.e. gradation and maximum theoretical density).

e. Proposed Tack and Prime Coat Material and Applicable Test Results.

f. Samples (50lbs) of asphalt products (After Award).

The Contractor shall provide all batching, labor, material, design and supervision to provide and deliver approximately 7,500 tons of hot mix asphalt (HMA) and 9,800 gallons of Tack and Prime Coats. Contractor shall also provide laboratory quality control testing, as required by the Government. Work will consist of the following:

Hot-Mix Asphalt (HMA): All HMA mixtures shall conform to UFGS 32.12.15.13 HMA Airfield Paving and shall be paid for based on unit pricing.

(1) Provide and deliver 3,500 tons of HMA Intermediate Course, Gradation 2 (see appendix A) with PG 67-22 binder.

HMA Intermediate Course will need to be available for 40 days. Must be a minimum of 290 degrees Fahrenheit at time of delivery.

(2) Provide and deliver 4,000 tons of HMA Surface Course, Gradation 2 (see appendix A) with PG 67-22 binder for wear course. Recycled/Reclaimed Asphalt Product is not permitted in the wear course. HMA Surface Course will need to be available for 30 days. Average delivery is anticipated to be 500 tons. Must be a minimum of 290 degrees Fahrenheit at time of delivery. Must also be available to deliver on nights and weekends if requested.

(3) It is anticipated that once the Government begins paving that all paving will be accomplished within a 6 week timeframe.

(4) The Government will give the contractor a 24 to 72 hour notice before material is required; the Government reserves the right to delay the delivery with 24 hours advance notice.

Testing: In addition to the required preliminary HMA mix aggregate and Job Mix Formula (JMF) testing, the Contractor will be required to perform sampling and testing of pucks from each batch made. Each core sample shall be tested for JMF deviations in Laboratory Air Voids and Stability. The asphalt contractor will not be held liable for field compaction. The asphalt contractor shall be held liable for adherence to the agreed upon JMF. The government will accept the asphalt contractor’s lab results for payment.

The government reserves the right for 3rd party testing of asphalt. These tests may be used to hold the contractor liable for deviations in the JMF if there is a discrepancy.

Bituminous Tack and Prime Coats: All Tack and Prime Coats shall conform to UFGS 32.12.10. Bituminous Tack and Prime Coat.

A. Provide for the transportation and application of approximately 6,700 gallons of Bituminous Tack Coat. Apply bituminous material for the tack coat in quantities not less than 0.05 gallon nor more than 0.15 gallon per square yard.

Anticipated total area is 41,400 square yards. Bituminous Tack Coat will be delivered on an as-needed after contract award date.

B. Provide for the transportation and application of approximately 3,100 gallons of Bituminous Prime Coat. Apply bituminous material for the prime coat in quantities of not less than 0.10 gallon nor more than 0.40 gallon per square yard. Anticipated total area is 12,500 square yards. Bituminous Prime Coat will be delivered on an as-needed basis after contract award date.

C. The bituminous material paid for will be the measured quantities used in the accepted work, provided that the measured quantities are not 10 percent over the specified application rate. Any amount of bituminous material more than 10 percent over the specified application rate for each application shall be deducted from the measured quantities, except for irregular areas where hand spraying of the bituminous material is necessary. Measurements at temperatures other than

15.6 degrees C (60 degrees F) shall be corrected in accordance with ASTM D 1250. The Contractor shall provide documentation to the Contracting Officer Representative (COR) to validate the quantities of materials delivered to the job site. Material not meeting the specifications of this Statement of Work shall be replaced at the Contractor’s expense.

D. Materials.

a. The Contractor shall select a prime coat and tack coat material in compliance with the specifications in this section to use. All materials shall be submitted for approval to the CO prior to use.

b. Cutback asphalt shall conform to ASTM D 2028, Standard Specification for Cutback Asphalt (Rapid-Curing Type), cutback grades RC-70 or RC-250. These materials perform better than emulsions in cool weather construction.

c. Paving grade asphalt shall conform to the table below.

ASTM D 3381 Aged residue viscosity grades AR 1000, AR 2000, or AR 4000

d. Emulsions, either anionic or cationic, can be used for tack coats. Anionic emulsion shall conform to ASTM D

977, Standard Specification for Emulsified Asphalt, grades RS-1, MS-1, HFMS-1, SS-1 or SS-1h. Cationic emulsions shall conform to ASTM D 2397, Standard Specification for Cationic Emulsified Asphalt, grades CRS-1,CSS-1, and CSS-1h. Grades SS-1 and CSS-1h are made with harder base asphalt and are recommended for airfield pavements. Grades RS-1, SS-1, and SS-1h are widely used as tack coat materials.

e. Emulsified asphalt should be diluted with no more than an equal volume of water. The base asphalt used to manufacture the emulsion shall show a negative spot when tested in accordance with AASHTO T 102 using standard naphtha.

f. The equipment for heating the bituminous material shall be steam, electric, or hot oil heaters. Steam heaters shall consist of steam coils and equipment for producing steam, so designed that the steam cannot get into the material. Fix an armored thermometer to the tank with a temperature range from 4.4 to 204.4 degrees C ( 40 to 400 degrees F) so that the temperature of the bituminous material may be determined at all times.

E. Execution.

a. Application of Tack Coat.

i. The application rates specified in this paragraph are the rates for the asphalt residue content and do not account for the water or solvent if an emulsion or cutback is used. Tack coats shall be applied at the rate of at least 0.10 gallon but no more than 0.40 gallon per square yard. If, at the prescribed application rate, the material flows off the surface, the application rate shall be adjusted at the direction of the COR.

ii. A calibrated bituminous distributor capable of the required application rates will apply prime and tack coats. The equipment will include a self-powered pressure bituminous material distributor and equipment for heating bituminous material. The distributor will be designed, equipped, maintained, and operated so that bituminous material at even heat may be applied uniformly on variable widths of surface at the specified rate. The allowable variation from the specified rate will not exceed 10 percent. Distributor equipment will include a tachometer, pressure gauges, volume-measuring devices or a calibrated tank, and a thermometer for measuring temperatures of tank contents. The distributor will be self-powered and will be equipped with a power unit for the pump and full circulation spray bars adjustable laterally and vertically.

iii. The application temperature will provide an application viscosity between 10 and 60 seconds, Saybolt Furol, or between 20 and 120 square millimeters per second (20 and 120 centistokes), kinematic. The table below shows the normal application temperatures for each material type.

iv. Asphalt material shall be applied at the specified rate with uniform distribution over the surface to be treated. All areas and spots missed by the distributor will be properly treated by hand spray. If required, clean, dry sand will be used to soak up excess bituminous material.

b. Application of Prime Coat

i. The application rates specified in this paragraph are the rates for the asphalt residue content and do not account for the water or solvent if an emulsion or cutback is used. Tack coats shall be applied at the rate of at least 0.10 gallon but no more than 0.40 gallon per square yard. If, at the prescribed application rate, the material flows off the surface, the application rate shall be adjusted at the direction of the COR.

3. PERFORMANCE

Contractor shall be able to produce a minimum sub-lot of 500 tons of HMA during one 8 hour workday. Contractor shall take into account haul and wait times, in addition to average placing times when determining the capability to meet the minimum daily production. The contractor must also be able to provide deliveries during nights and weekends when requested.

The agency placing the HMA does not have the capability to re-heat HMA and also does not have insulated hauling assets. The minimum temperature at the time of placement shall be no less than 290 degrees Fahrenheit. HMA delivered below this minimum will be subject to rejection and will not be considered for payment. The maximum allowable time interval between delivery trucks shall not exceed 30 minutes.

The delivery destination for the HMA and Bituminous Tack and Prime Coats shall be Alpha Taxiway, located on Avon Park Air Force Range, Avon Park, FL.
