Combined Synopsis/Solicitation
RFQ – UTA Meals October 2019 – September 2020 (FA480919QA075)

This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
This solicitation is issued as a request for quotation IAW FAR Part 12 and 13. Submit written quotes in reference to Request for Quote (RFQ) number FA480919QA075.
The NAICS code for this requirement is 722310 with a size standard of $41.5 Million.
This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-06 Effective 12 Sep 2019. Defense Federal Acquisition Regulation DPN 20190820, Effective 20-Aug-2019. Air Force Federal Acquisition Regulation AFAC 2018-0525, Effective 25-May-2018.
PROPOSED CLIN STRUCTURE: For informational purposes only. Offerors may propose alternate CLIN structures.
Potential Offerors shall include the total price to provide for all of the items listed on the attached bid schedule (Attachment 3). All CLINs shall be not-to-exceed firm fixed price (NTE FFP).
Period of Performance (PoP) Base Year: 1 Oct 19 – 30 Sep 20
*** To be considered for award: note that offerors must be actively registered with the US Government database System for Award Management (SAM) when submitting the quote or proposal. Vendors must be registered and/or enrolled in Wide Area Workflow (WAWF) for purpose of invoice/payment if awarded the contract. Please note WAWF is the ONLY ACCEPTABLE means of invoicing for payment and that no advance payments will be made. Vendors must provide their DUNS number, CAGE code, and confirmation of their registration in WAWF along with the quote. ***
“Registered in the System for Award Management (SAM)” means that—

(1) The Contractor has entered all mandatory information, including the unique entity identifier and the Electronic Funds Transfer indicator (if applicable), the Commercial and Government Entity (CAGE) code, as well as data required by the Federal Funding Accountability and Transparency Act of 2006 (see Subpart 4.14), into the SAM;
(2) The Contractor has completed the Core, Assertions, Representations and Certifications, and Points of Contact sections of the registration in the SAM;
(3) The Government has validated all mandatory data fields, to include validation of the Taxpayer Identification Number (TIN) with the Internal Revenue Service (IRS). The contractor will be required to provide consent for TIN validation to the Government as part of the SAM registration process; and
(4) The Government has marked the record “Active”.

Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs associated with this solicitation.

ADDENDUM TO FAR 52.212-1, INSTRUCTIONS TO OFFERORS
All quotes must include the following information:
1. Offerors shall complete Attachment 3 – Bid Schedule and submit it in Excel format with formulas intact.
2. Company Point of Contact with name, address, email address, and telephone number.
3. Proposal Expiration Date – not less than 60 days.
ADDENDUM TO FAR 52.212-2, EVALUATION OF OFFERS
a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. First, all quotes will be evaluated for responsiveness (whether the quote meets the specifications in Attachment 1), then all responsive quotes will be ranked based on the total evaluated price. The Government will then make a best value determination based on price fair and reasonableness.
b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an mailto:christine.docker.2@us.af.mil offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
c) Changes in the terms and conditions of this contract may be made only by written agreement of the parties, except for the following actions:
i) Exercising of Options pursuant to FAR 52.217-9, and incorporation of wage determinations in accordance with the Service Contract Act;
ii) Modifications to obligate funds at the beginning of each fiscal year or provide incremental funding;
iii) Administrative changes such as the paying office and accounting classifications;
iv) Issue change orders and termination notices.

AFFARS 5352.201-9101 Ombudsman
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

(d) The ombudsman has no authority to render a decision that binds the agency.
