ITEMS

1. INSTRUCTIONS FOR PREPARATION OF PROPOSALS

PROPOSAL SPECIFICS:

All proposals must include the following information:

1. Proposal shall include the contractors Technical Capability as follows:

a) Only those technical proposals determined to be acceptable will be considered for award. The proposals will be evaluated against the following Technical Capability subfactor: Staffing Plan

The Staffing Plan acceptability is determined by a demonstrated clear understanding and sound approach to staffing all the sunshade maintenance and inspection services tasks outlined in the Performance Work Statement (PWS). Logical and concise methodology must be presented in the offeror’s proposal as to what staffing techniques will be used to ensure adequate staffing is provided throughout the life cycle of the contract. A rating of unacceptable in the technical subfactors will constitute an overall rating of unacceptable for the technical evaluation. The plan shall include as a minimum:

The validation of qualified personnel intended to provide inspection and maintenance services in order to meet the requirements of paragraph 1.1.3 of the PWS.

The number of qualified employees by task that are presently available from the contractor’s existing workforce that will be used in this effort. These documents may be past performance, certifications, training etc.

2. Proposal shall include the contractors Price Quotation as follows:

a) Provide complete pricing for CLINs 0001 through 0003.

i. Vendor must note that separate Contract Line Item Numbers (CLINs), are not prescribed for purpose of associated costs entailing taxes, fees, transportation, delivery, etc. Accordingly, proposed unit pricing for requirements at the CLIN level under this solicitation, shall be all inclusive of all associated costs (i.e. all material, transportation, labor, delivery, etc.)

b) Discount for prompt payment – if any

3. Company Point of Contact with name, address, email address, and telephone number.

4. Proposals must be valid for a period of no less than 45 days.

NOTE: Vendor specific terms and conditions that may be contingently proposed for subsequent inclusion into the contract will not be considered by the Government in its evaluation of quotations. This aspect also includes the Government’s exclusion from requests by vendor to enter into supplemental agreements from their respective company in order to conduct business under a resultant contract award. Vendors that are not able to comply with the aforementioned conditions will be determined as noncompliant with the solicitation requirements and therefore may be removed from consideration for award.

NOTICE TO OFFERORS:

PLEASE BE ADVISED – Offeror should expect to start performance on 28 Sep 2016. Offeror needs to factor this into their decision to propose, as the awardee shall be expected to be able to fully perform the requirements in the

PWS.

a. To assure timely and equitable evaluation of the proposal, offeror must follow the instructions contained herein. These instructions prescribe the format of the proposal and describe the approach for development and presentation of proposal data. These instructions are designed to ensure the submission of necessary information and to provide for the understanding and comprehensive evaluation of proposals. Offeror is required to meet all solicitation requirements, including terms and conditions, representations and certifications. Offeror must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.

b. Specific Instructions

(1) The Offeror’s proposal shall consist of the price proposal/completed solicitation.

(2) THE PROPOSAL must be completed and returned to the 4th Contracting Squadron, 1570 Wright Brothers Avenue, Seymour Johnson AFB, NC, PRIOR to the exact time set for receipt of proposals. The envelope used in submitting the reply must be plainly marked with the solicitation number and title, FA4809-16-T-0016, Aircraft Sunshade Maintenace Services," and the date and local time set forth for receipt of proposals.

(3) General Instructions: This section of the RFP provides general guidance for preparing the proposal as well as specific instructions on the format of the proposal. The Offeror's proposal must include all data and information requested in the RFP.

(4) Proposal Submission: Proposal shall be submitted via email.

PREPARATION OF PROPOSAL:

The Offeror must set forth all pricing information necessary to provide a meaningful basis for the Government's analysis and evaluation of price as set forth in this solicitation. The Offeror is requested to provide prices/costs in accordance with the Supplies or Services and Prices Section. In addition to completing the provided Bid Schedule, the Offeror shall provide other than cost or pricing data to show labor, materials, overhead, G&A, subcontracts, profit, etc. for evaluation purposes. Examples of detailed costs that should be presented in your proposal are transportation cost, fuel, insurance cost, monthly labor hours, additional equipment, etc. The Government IS NOT requesting certified cost or pricing information. While price will not be rated and color-coded, price will be evaluated in terms of completeness, realism, and reasonableness.

The Proposal includes the following – submit 1 original:

Performance Work Statement for Aircraft Sunshade Inspection, Maintenance, and Repair Services

1.0 . DESCRIPTION OF SERVICES/GENERAL INFORMATION

1.1. Description of Services. The contractor shall provide all, equipment, tools, materials, vehicles, personnel, labor, supervision, and management to perform Aircraft Sunshade Inspection, Maintenance, and Cleaning Services installed at Seymour Johnson Air Force Base

(SJAFB), NC.

1.1.1. Background. Preventative Maintenance is the basis of Air Combat Command’s policy for aircraft sun shade sustainment. The Government’s objective is to maintain safe and reliable aircraft sunshades.

1.1.2. Mission. The contractor shall sustain aircraft sunshades through scheduled inspections, preventive maintenance, and clean 52 shelters.

1.1.3. Scope. The contractor shall perform inspections, maintenance, and cleaning of the aircraft sun shades installed at SJAFB. The contractor shall inspect, maintain and clean aircraft sun shades, to include: structure, fabric (as applicable), lights, electric, bird nesting mitigation, lightning protection, obstruction lighting, safety reflective devices, fall protection, and any other base-unique attached features, as applicable. The government will not reimburse for the purchase or rental of tools, vehicles, or equipment. Reimbursement for any specialized or limited duration rentals must be approved by the COR. The contractor shall provide documentation to the Government of inspections, maintenance, and cleaning.

1.1.3.1. Inspection, Maintenance, and Cleaning Requirements. The contractor shall perform inspections, as per AFI 21-136 ACC Supplement, para 2.8.3.1.3.1. Periodic inspects defined as a quarterly visual walk around of the areas listed. Inspect, maintain, and Clean in accordance with the original equipment manufacturers (OEM) specifications, procedures, industry standards, or best practices,(in that order), and in accordance with all applicable federal, state and local building code and regulations, or equivalent military standard Unified Facilities Criteria (UFC) and Unified Facility Guide Specifications (UFGS) http://www.wbdg.org/ . The contractor shall advise the Contracting Officer Representative (COR) of any conflicts/ambiguities in the various documents before beginning any task.

1.1.4. Maintenance Responsibilities. At a minimum, the contractor shall accomplish the following tasks to support aircraft sun shade maintenance requirements.

1.1.4.1. Inspect, Report, Document. Inspect for, report, and document the followings:

a) Inherent structural weakness

o) Wildlife intrusion

p) Other discrepancies

1.1.5. Preventative Maintenance Plan (PMP). The contractor shall develop and maintain a PMP that provides details of how the contractor shall address tasks in PWS paragraphs 1.1.6., Planned Work, through 1.1.14., Maintenance Documentation, to include the maintenance of aircraft sunshade configurations, and the performance of preventive maintenance of aircraft sun shades in accordance with the PMP. The contractor shall submit the PMP to the Contracting Officer Representative no later than 60 days after contract award, and shall be non-proprietary.

1.1.6. Planned Work

1.1.6.1. Initial Joint Inspection. Upon contract award, and prior to performing maintenance and/or repair services, the contractor shall schedule and conduct an initial joint inspection with the COR, of 59 aircraft sun shades to determine the initial condition. The contractor shall identify substandard conditions or incomplete work to include, but not limited to: environmental, safety, health, equipment, and maintenance condition per individual aircraft sunshade. The contractor shall use the checklist in PWS Appendix 6, Sun Shade Inspection Checklist, to conduct the inspection.

1.1.6.1.2. Initial Inspection Results. The contractor shall document each sun shade’s condition and submit an inspection report to the COR in the same format as PWS Appendix 5, Annual Inspection Report, no later than 15 days after the last sunshade is inspected. The contractor shall use the report to identify substandard conditions or incomplete work to include, but not limited to: environmental, safety, health, equipment, and maintenance condition per individual aircraft sun shade.

1.1.6.5. Work Schedules. The contractor shall schedule all inspections, maintenance and cleaning in advance with the COR to minimize disruption to mission requirements and shall coordinate inspections, maintenance, and cleaning no later than 30 calendar days before work is scheduled.

1.1.6.5.1. Contractor Arrival on SJAFB. The contractor shall contact the COR, each time the contractor arrives on SJAFB to perform services.

1.1.6.6. Disruptions. The contractor shall coordinate disruptions with the COR prior to starting work, and provide notification at least five working days, prior to disruption (e.g. , power outage, blocked access, inspection process, maintenance process, cleaning, and or spraying).

Disruptions shall provide the least amount of customer inconvenience. The contractor shall notify the COR (format to be provided by the COR) within 24-hours of expected downtime due to disruption.

1.1.7. Work Priorities. The contractor shall include, in the maintenance documentation, procedures for assessing emergency, urgent, and routine corrective maintenance/repairs.

1.1.10. Problem Management. The contractor shall identify, document, and notify the COR of actual or potential contractor program management problems and deficiencies, and report unresolved problems to the Contracting Officer. Site-specific problems affecting maintenance accomplishment and/or contractor performance will be reported to the COR.

1.1.12. Maintenance Documentation

1.1.12.1. Documentation. The contractor shall maintain and submit maintenance documentation to the COR, in Microsoft Excel spreadsheet format, found in PWS Appendix 4, Maintenance Documentation. Maintenance documentation shall include aircraft sun shade condition (serviceable/unserviceable – see definitions in PWS Appendix 1, Definitions ), scheduled and unscheduled maintenance activities, discrepancies, corrosion control actions, repairs needed, corrective actions, identified trends in discrepancies, and metrics. All documentation shall be considered an integral part of this contract and shall be non-proprietary in nature. The contractor shall submit maintenance documentation quarterly; if any activities have been performed or changed that pertain to PWS paragraph 1.1.6. Documentation submission is not required if no activities have been performed.

1.1.12.2. Metrics. The contractor shall track and report, the number of aircraft sun shades serviceable, needing repairs. The contractor may submit additional recommended metrics and improvement efforts.

1.1.12.3. Reference Material. The contractor shall maintain copies of applicable aircraft sun shade manuals, drawings, specifications, etc. for use in inspection, preventive maintenance, and cleaning, and provide copies to the COR, upon request.

1.1.13. Alternate Procedures. The contractor may propose alternate maintenance procedures as a cost saving initiative or enhancement to inspection and or maintenance accomplishment.

Alternate procedures include deviations from preventive maintenance requirements when supported by technical analysis, test results, and documented conclusions. The COR shall approve all contractor-proposed deviations from preventive maintenance requirements prior to implementation.

1.1.15. Performance Management

1.1.15.1. Quality Control

1.1.15.1.1. Quality Control Plan. The contractor shall develop, document, implement, maintain, and continuously improve a comprehensive Quality Control Plan (QCP) that assures compliance with all requirements of the PWS in general and specifically those items identified in the service summary table (PWS paragraph 2.0.). The QCP shall address frequency/interval, numbers and types of quality control (QC) inspections, the qualifications of personnel accomplishing those tasks, and how the contractor shall control the quality of any subcontractors.

The contractor shall submit the QCP to the Contracting Officer, no later than 45 days after contract start date.

1.1.15.1.2. Quality Control Manager (QCM). The contractor’s QCM shall lead the contractor’s quality control efforts in establishing and implementing the QCP. The contractor shall train personnel in effective methods and techniques for inspecting the contractor’s conformance to requirements. The contractor shall act as the focal point for inspections, analysis of inspection results, and corrective actions and reports.

1.1.15.1.3. Performance Evaluation. Contractor performance outputs are subject to surveillance by a Government COR to ensure contract compliance and to identify and address discrepancies with the contractor.

1.1.15.1.4. Contracting Officer/COR Access. The contractor shall allow the COR access to work areas and data, provide support, and not interfere with the COR, State, Federal, and other designated personnel in the performance of their official duties. The contractor shall permit the Contracting Officer or a designated representative access to all records and data used in the performance of the contracted services. Access shall be provided as soon as possible, but shall not to exceed one workday of the request. The Contracting Officer must approve extensions, prior to the needed extension.

1.1.15.1.5. Non-Conformances. The contractor shall take effective corrective action(s) for any non-conformance of services identified during internal or Government surveillance.

1.1.15.1.6. Performance Evaluation Meetings, Conferences, and Workshops. The contractor shall meet with the Contracting Officer, COR, and other Government personnel, on a periodic basis or as deemed necessary. The contractor may request a meeting with the Contracting Officer when the contractor deems it necessary. The Government may require meeting with the contractor to discuss compliance, performance, improvement, quality, and/or training opportunities. The purpose of these meetings is to foster proactive continuous improvement by analyzing past performance problems as well as exceptional performance levels. These meetings shall review the contractor’s performance and the Government’s quality assurance function, focusing on improving performance. The use of Department of Defense (DoD) and industry best practices and quality tools/methods should be explored and implemented whenever possible.

The Government shall provide meeting minutes to all meeting attendees.

1.2. General Information

1.2.1. Contractor Personnel

1.2.1.1. Contract Manager (CM). The contractor shall designate a primary contract manager (CM), and at least one alternate CM, who is responsible for the contractor’s performance. The alternate CM shall act for the primary CM when absent. Upon contract award, the contractor shall submit the names and telephone numbers of the primary and alternate(s) CM, in writing, to the Contracting Officer. The CM shall have full authority to act for the contractor on all matters relating to daily execution of the contract and must be available by phone to respond to Government service calls, 24 hours per day, 7-days per week, including holidays. The CM shall be present and available within 2 hours of notification to meet on the installation with Government personnel designated by the Contracting Officer to discuss any contract issues or problem areas.

1.2.1.2. Contractor Employee Qualifications. Contractor employees shall be fully trained and possess all professional certifications and licenses required to perform aircraft sunshade inspections, maintenance, and repair services. The contractor shall provide proof of contractor employee qualifications to the Contracting Officer and COR, upon request

1.2.1.3. Employee Training. The contractor shall develop, implement, and maintain procedures for training, qualifying, and certifying employees prior to performance of assigned duties under this contract (i.e., welding, electrical, etc). The contractor shall formulate and provide comprehensive training, qualification, and certification procedures for contractor employees for submission with the QCP.

1.2.1.3.1. Training Records. The contractor shall develop and maintain individual training records to document training and test results, and document all initial and supplemental training accomplished for each employee. The contractor shall maintain training records and make them available to the COR, upon request.

1.2.1.4. Employee Restrictions. The contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest. The contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval in accordance with DoD Directive 5500.7, Standards of Conduct.

1.2.1.4.1. The contractor shall not employ persons identified by the Contracting Officer as a potential threat to the health, safety, security, general well being, or operational mission of the installation or its populace. The contractor shall remove employees identified as potential threat to the health, safety, security, general well-being or operational mission of the installation or its population, or failure to comply with laws, regulations, and directives of the appropriate Air Force Major Command (MAJCOM). The Contracting Officer reserves the right of the Government to restrict the employment under the contract of any contractor employee or prospective contractor employee identified as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.

1.2.1.5. Significant Incident Notification Procedure. The contractor shall inform the Contracting Officer within 24 hours of becoming aware of an incident that involves a contractor’s employee that may subject the employee, the contractor, or the Government to either potential civil or criminal liability.

1.2.1.6. Military Members. The contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours, or deployment. Military reservists and National Guard members are subject to recall to active duty.

The abrupt absence of these personnel could adversely affect the contractor’s ability to perform services. The absence of these personnel at any time shall not constitute an excuse for nonperformance under this contract.

1.2.1.7. Contractor Travel on SJAFB. Contractor personnel shall not loiter in any working area before or after performing services. All contractor personnel shall limit their travel on SJAFB to the specific areas required for performance of services or in travel directly to and from these locations. Upon completion of contract work, contractor employees shall promptly depart

SJAFB.

1.2.1.8. Personnel Appearance. Contractor personnel shall present a neat appearance and be easily recognizable as a contractor employee while on SJAFB, through the use of distinctive clothing or overcoats, bearing the company name or logo. The coloring or design of the items selected should be such that identifies personnel easily and quickly for reasons of safety and personal protection.

1.2.1.9. National Agency Checks (NAC). The Government will perform a background check (utilizing commercial background and investigate entities) on all employees requiring a NAC. A favorable/adjudicated NAC is required to perform services on SJAFB. The results of the background check shall accompany all NAC applications. Contractor employees with unfavorable background check results may be denied a favorable NAC and in turn denied base entry or debarment. The contractor shall ensure employees that are denied a favorable NAC and/or security clearance do not work under this contract, due to the sensitive environment/location of the work being performed. The contractor ultimately is responsible for the actions of its employees while on the installation.

1.2.1.10. Contractor Hours of Operation. The contractor shall perform routine maintenance and repair services between 7:00 a.m. – 5:00 p.m., Monday through Friday.

1.2.1.10.1. Holidays. The following Federal holidays are observed at SJAFB, and the contractor is not required to perform routine services on these days, or the actual day set aside for observation, however, the contractor shall respond to emergency and urgent service calls on federal Holidays.

1.2.1.11. Continuation of Essential DoD Contractor Services During Crises. The Government has determined that the services in paragraphs 1.1.7.1.1. and 1.1.7.1.2. of this PWS are essential during a crisis, in accordance with Department of Defense Federal Acquisition Regulation Supplement (DFARS), Subpart 237.76, Continuation of Essential Contractor Services. Upon contract award, the contractor shall submit a written plan to the Contracting Officer for continuing the performance of essential services during a crisis. The plan shall comply with DFARS clause, 252.237-7023, Continuation of Mission Essential Functions, which can be found in the solicitation and contract. The contractor shall activate the plan only during periods of crisis, as directed by Government personnel.

1.2.2. Safety

1.2.2.1. Safety and Health Program. The contractor shall establish responsibilities and procedures required to effectively administer conformance with Air Force Occupational Safety and Health (AFOSH), Occupational Safety and Health Administration (OSHA), and Air Force Safety Instructions. The contractor shall comply with all local, state and federal laws and safety regulations. Compliance with OSHA and other applicable laws and regulations for the protection of contractor employees is exclusively the contractor’s obligation, and the Government will assume no liability or responsibility for the contractor’s compliance or non-compliance with such responsibilities. The contractor is responsible for furnishing contractor employees with all necessary/required personal protective clothing and equipment to perform services.

1.2.2.1.1. Safety Notification and Reporting. The contractor shall notify the Contracting Officer and the COR of any mishap involving contractor personnel, Air Force assets, or Air Force operations, which result in injury, illness, or damage. The contractor shall establish internal mishap notification procedures, brief all contractor personnel, and document the mishap notification briefing, as part of initial safety orientation. The contractor shall document and report any mishap using local base procedures, and provide a copy of all mishap reports to the Contracting Officer and the COR, and maintain copies of all mishap reports for one year.

Injuries to contractor personnel shall be reported in accordance with OSHA requirements.

1.2.2.2. Fire Prevention and Safety Standards. Contractor employees shall comply with the OSHA, SJAFB Fire Protection Program, AFOSH, and the Fire Prevention and Health Program.

1.2.2.3. Work Area. The contractor shall keep work areas free from accumulations of waste material, rubbish, tools, scaffolding, equipment, and materials at all times. Upon completion of the job or when away from the work site, the contractor shall leave the work area and premises in a clean, neat, safe and workmanlike condition. The contractor shall remove and properly dispose of all job related waste material at an off-base site.

1.2.2.4. Smoking in Air Force Facilities. Contractor personnel are advised that the Air Force has placed restrictions on the smoking of tobacco products in Air Force facilities. AFI 40-102, Tobacco Use in the Air Force, outlines the procedures used by the commander to control smoking in our facilities. Contractor employees and visitors are subject to the same restrictions as Government personnel. Smoking is permitted only in designated smoking areas.

1.2.2.5. Contractor Vehicles. All contractor vehicles used in the performance of this contract shall be in operable condition and meet the local, state, and federal safety requirements.

Vehicles found to be unsafe and unable to function as designed, shall be removed from the installation and replaced at contractor’s expense. The contractor shall not perform vehicle repairs on SJAFB. All contractor vehicles shall be registered, licensed, insured, and operated in accordance with base traffic regulations by a licensed driver. Contractor vehicles shall have the company name prominently displayed on both sides of the vehicle, and be maintained to present a clean, neat, professional appearance.

1.2.3. Environmental Requirements

1.2.3.1. Contractor Liability. The contractor is liable and responsible for non-compliance of environmental safety and health (ES&H) provisions, and pay fines and fees resulting from improper contractor actions and/or process.

1.2.3.2. Hazardous Materials (HAZMAT). The contractor shall manage, handle, transport, store, and dispose of all HAZMAT, including hazardous waste, in accordance with the Resource Conservation and Recovery Act, 40 CFR 260-265, Protection of Environment, applicable State statutes and regulations, and the SJAFB Hazardous Waste Management Plan. If requested, the contractor shall obtain a separate hazardous waste ID number identifying them as a generator of hazardous waste, and coordinate all hazardous shipments with the 4 CES Hazardous Waste Program Manager (4 CES/CEAN). The contractor shall not store HAZMAT on SJAFB.

1.2.3.2.1. Processing HAZMAT for Use on SJAFB. The contractor shall not bring or use any type of HAZMAT on SJAFB, until the HAZMAT has been approved by the Hazardous Materials Pharmacy (HAZMART). Upon contract award, the contractor shall submit Material Safety and Data Sheets (MSDS) to the CO for all HAZMAT the contractor intends to use on SJAFB. QAP will contact the contractor if more data is required for HAZMAT use approval.

QAP will also notify the contractor whether or not the HAZMAT has been approved for use on SJAFB, including information for tracking HAZMAT by the contractor, if required.

1.2.3.2.2. HAZMAT Spills. The contractor shall take every reasonable precaution to prevent HAZMAT spills, and immediately report any HAZMAT spills to the base fire department by calling 722-7588, in accordance with SJAFB Spill Prevention and Response Plan procedures.

The contractor shall clean and dispose of all hazardous materials spills in accordance with local, state, and federal laws and regulations. The contractor shall bear full financial obligation incurred from cleaning and disposing of hazardous materials spills, or release of hazardous materials within the confines of SJAFB by contractor employees.

1.2.3.2.3. Notification of Environmental Spills. If the contractor spills or releases any hazardous materials into the environment, the contractor shall immediately report the incident to the CO and QAP. The contractor is liable for all costs associated with the spill or release of hazardous materials.

1.2.3.2.4. Spill Containment Plan. The contractor shall submit a spill containment plan to the COR, no later than 15 days after contract start date. As a minimum, the plan shall include how the contractor will handle and use hazardous materials on SJAFB, and HAZMAT spill procedures. The contractor is responsible for informing contractor employees of the content of the plan. The plan shall be maintained in a location where it is immediately available to contractor employees.

1.2.3.2.4.1. Spill Containment Kits. The contractor shall ensure that all vehicles used for transport of hazardous materials on SJAFB, carry an approved spill containment kit capable of containing a spill, until first responders arrive. The contractor shall make spill containment kits available for inspection by Government personnel, upon request.

1.2.3.3. Exposure. The contractor shall ensure that its operations do not expose Government personnel to any hazardous conditions; i.e., noise, chemicals, equipment, etc., as covered by OSHA/AFOSH Standards.

1.2.4. Security Requirements

1.2.4.1. Base Entry. Contractors are subject to all base regulations and violations of such may result in termination of the contract. Base regulations include, but are not limited to, restrictions on who may enter, when they may enter, how many may enter at one time, and what area of the base they may visit. Individuals may be issued base entry pass and cards depending on the type and duration of the contract work to be accomplished. If the type or duration of contract work does not substantiate the need for a base entry pass or card, the contractor will be escorted on base. Contract work requiring an escort will be coordinated through the COR. The contractor is responsible for retrieving any pass or card to any employees who depart for any reason before the contract expires (e.g. terminated for cause or retirement).

1.2.4.2. Listing of Employees. The contractor shall maintain a current listing of employees performing services on SJAFB. The list shall include employee's name, social security number, date of birth, driver’s license number and state of issue. Foremen and supervisors must be identified on the list of employees. The contractor shall submit the list to the Contracting Officer and the COR, prior to the contract start date, and submit an updated list when an employee's status or information changes, within 5 working days of the change. The name of any contractor employee that is terminated during the period of the contract must be reported to the Contracting Officer in writing within one workday of the employee’s termination.

1.2.4.3. Security Training. All contractor personnel shall receive base-specific security training from the COR and/or unit Security Manager for restricted access areas prior to being granted access to restricted areas and controlled areas.

1.2.4.4. Escort. The sun shades are located in a restricted controlled area. Contractor personnel without appropriate security clearance will be escorted by authorized Government personnel at all times while within controlled areas and restricted areas.

1.2.4.5. Identification and Credentials. All on-site contractor personnel shall wear clothing appropriate to the tasks assigned and display the name of the company. Employees shall wear reflective vests at all times while operating on the flight line. The contractor shall ensure all employees have the legal right to perform work within the United States, and can pass appropriate security checks.

1.2.4.6. Flight-Line Drivers Training. All contractor personnel that will drive on or near the flight line must complete flight-line drivers training prior to operating vehicles on the flight line.

The contractor shall coordinate with the COR to arrange for flight-line driver’s training. All flight line drivers are required to have an Air Force Form 483, Competency Card (flight-line driver’s license) in their possession at all times and must sign in/out at Base Operations.

Vehicles must have a valid POV pass & appropriate cone issued by Airfield Management prior to operating on the flight line. An escort may be required, as directed by Base Operations. No equipment will be left unattended while working in these areas and the contractor shall ensure all foreign objects and debris produced by the contractor is removed prior to departing the flight line.

1.2.4.7. Physical Security. The contractor shall safeguard all Government property provided for contractor use. Areas controlled by contractor personnel shall comply with base Operations Plans/instructions for Force Protection Condition (FPCON) procedures, Random Antiterrorism Measures (RAMS) and local search/identification requirements. The contractor shall safeguard all Government property, including controlled forms, provided for contractor use. At the end of each work shift, the contractor shall secure all Government facilities, equipment, and materials.

1.2.4.8. Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires (e.g. terminated for cause, retirement).
