ATTACHMENT 1

PERFORMANCE WORK STATEMENT (PWS)

31 October 2014

Traditional Worship Director

1. Scope of Responsibilities. Promote and enhance congregational singing by serving as the music leader for the Protestant Traditional Worship Service and leading choir/praise team and rehearsals for the Seymour Johnson Air Force Base Protestant Parish.

2. Education and Experience Requirement. The Protestant Traditional Worship Director must:

2.1. Have at least three years experience in leading church choirs in a Protestant Worship setting.

2.2. Be conversant with wide spectrum of Protestant religious music.

2.3. Have a general knowledge of the theology and flow of various forms of Protestant worship.

2.4. The contractor shall be responsible for all damages, claims, liabilities, costs or attorneys’ fees that arise from or relate to performance of this contract or which are caused or contributed by the contractor during the performance of this agreement.

3. General Responsibilities.

3.1. Sincerely desire to promote Christian worship.

3.2. Lead congregation and choir/praise team in music as instructed by the Protestant Service Chaplain or his/her designee for Protestant Traditional Worship Services, choir/praise team rehearsals, and other Protestant Worship Services to include but not limited to: Ash Wednesday, Maundy Thursday, Good Friday, Thanksgiving, Easter Sunrise, Christmas Eve and designated memorial or prayer services.

3.3. Coordinate all equipment, supply and other support requirements with the NCOIC, Appropriated Funds or a designated representative.

3.4. The contractor will be accountable for the cleanliness and security of all facilities utilized in conjunction with the program.

3.5. Comply with all Federal, State, and Local Laws and requirements and Air Force Instructions that apply to this position.

4. Specific Responsibilities.

4.1. Recruit, improve, and maintain a high level of interest in the music ministry program through contact with the chapel congregation. Build choir/praise team.

4.2. Select appropriate Christian music for Protestant Traditional Worship Service for the church season or theme of the day.

4.3. Arrive fifteen minutes prior to the Protestant Traditional Service choir/praise team rehearsal.

Rehearsals are limited to one a week regardless of the number of Protestant Services scheduled that week. Rehearsals will be at least one hour in duration. Any additional rehearsals must have prior written authorization by the Deputy Wing Chaplain or Wing Chaplain.

4.4. Arrive thirty minutes prior to the start of the Protestant Traditional Worship Service in order to coordinate with the Protestant Service Chaplain or his/her designee, and Protestant Traditional Service Musician, warm-up as needed and set-up the music area.

4.5. Lead choir/praise team and congregational singing for the Protestant Traditional Worship Services and choir/praise team rehearsals.

4.6. Support the ministry of the chapel staff and congregation.

4.7. Meet regularly at a mutually agreed time with the Protestant Service Chaplain to review programs and priorities, and plan upcoming events.

4.8. Prepare a statement of goals and objectives, annual calendar, and budget prior to the annual parish planning meeting usually held in May or June.

4.9. Complete necessary paperwork to requisition music supplies and use of chapel facilities.

Ensure copyright laws are followed.

4.10. Submit monthly invoices specifying date and time for each Protestant Traditional Service, choir/praise team rehearsal, other authorized Protestant Worship Service, or authorized additional rehearsal no later than ten (10) calendar days of the following month.

4.11. Duty Hours: Normal Protestant Traditional Worship Service time is 1100 to 1200 on Sundays. Choir/praise team rehearsals will be determined according to scheduling and will last one hour. Protestant Traditional Services and rehearsals are held at the Seymour Johnson Air Force Base Chapel unless moved to an alternate location by either the Protestant Service Chaplain or Wing Chaplain.

4.12. Be accountable for paying any Social Security payments, Federal or Local Income Taxes, and State Unemployment Insurance premiums for themselves, as well as any individual employed or subcontracted by them to provide services under this contract.

4.13. The contractor will personally perform the services described above or coordinate performance by a substitute of equal or higher proficiency who has been approved in advance by the Protestant Service Chaplain. Submit the names and qualifications of proposed subcontractors to the Protestant Service Chaplain at least 14 days prior to the proposed absence.

Subcontractors must meet the requirements for the position as outlined in this Statement of Work

(SOW). Contractor is responsible for payment of substitute.

5. The Wing Chaplain.

5.1. Reviews the contract annually to consider exercise of option.

5.2. Provides piano, organ, and/or key board. Equipment will not be moved without the permission of the Wing Chaplain. Requirements for music supplies will be provided through Appropriated Funds/CTOF in coordination with the Protestant Service Chaplain.

6. Contractor Performance Observation. The head Chaplain over the service or designee will monitor and inspect the contractor's performance. The contractor will be notified in writing of all noncompliance work, and given an opportunity to correct nonconforming work. The contractor will be given an opportunity to respond in writing to any notice of noncompliance.

PERFORMANCE REQUIREMENT SUMMARY

1. Description. The contract performance requirements are summarized in performance objectives that related directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The Performance Requirement Summary (PRS) provide information on contract requirements, the expected level of contractor performance and the expected method of government validation and confirmation of services provided. These thresholds are critical to mission success. Procedures as set forth in accordance with FAR 52.212-4, Contract Terms and Conditions – Commercial Items, will be used to remedy all deficiencies.
