STATEMENT OF WORK (SOW)

Protestant Youth Ministry Coordinator

4 FW/HC

1505 Vermont Garrison Street Seymour Johnson AFB NC 27531

1. Contract Position Title. Protestant Youth Ministry Coordinator

2. Scope of Responsibilities. Contractor serves as resource person, coordinator of youth activities, and point of contact for all youth functions for the Protestant community. The coordinator consults and coordinates with the Protestant Youth Ministry Chaplain, who in turn monitors the Contractor’s work.

3. Education and Experience Requirement. The Protestant Youth Ministry Coordinator must:

3.1. A degree in a “helping agency” career field from an accredited institution is preferred.

3.2. Experience in working with pre-teens and teenage children is desirable.

3.3. Experience in coordinating various activities, recreational and humanitarian, with teenage children.

3.4. Previous experience in working with teenage children and adults in a military chapel setting is preferred.

3.5. A commitment in harmony with the faith expression of persons who attend General Protestant Worship Services in the Base Chapel is required.

3.6 Possess the ability to interact constructively with staff and lay volunteers in sometimes stressful situations.

4. General Responsibilities. The Protestant Youth Ministry Coordinator will:

4.1 Coordinate Protestant Youth Ministry programs in accordance with the guidelines set forth by the Air Force Chaplain Corps, Wing Chaplain, and Protestant Youth Ministry Chaplain.

4.2 Coordinate all support requirements with a Government designated representative.

4.3 The contractor will be accountable for the cleanliness and security of all facilities utilized in conjunction with the program.

4.4 Ensure Protestant Youth Ministry activities are properly scheduled and facility request forms are submitted in a timely manner.

4.5 Recruit and train all leaders for the Protestant Youth Ministry program.

4.6. Must receive a favorable background check as described in DoDI 1402.5. Contractor personnel are allowed to begin performance prior to the checks being completed. Such personnel will be in the direct line of sight of another person who has received a favorable background check. Background checks to be completed by Government Personnel at no cost to the contractor.

4.7 Ensure all volunteers working with youth below 18 years of age receive a background check as described in DoDI 1402.5. Request Installation Records Check packages from the chapel Background Check Monitor.

4.8 Submit background check packages to the chapel background check monitor, who will then route it to the appropriate agencies (Security Forces, Family Advocacy, Mental Health, Family Housing, and OSI).

4.9 Comply with all Federal, State, and Local Laws and requirements and Air Force Instructions that apply to this position.

5. Specific Responsibilities (AFI 52-105V2 3.3). The Protestant Youth Ministry Coordinator will:

5.1 In consultation with the PYM chaplain, develop and submit an annual calendar of events, CTOF/Appropriated fund budgets, and any curriculum order to the Wing Chaplain/NCOIC, Appropriated Funds as determined by local instructions.

5.2 Coordinate with the PYM chaplain or his/her designated representative at a minimum 3 retreats annually, seasonal activities, and other special programs.

5.3 Conduct weekly Bible studies and youth meetings/fellowships.

5.4 Submit a list of Bible study curriculum or program event literature to the PYM chaplain or his/her designated representative and Wing Chaplain for approval.

5.5 Keep a record of attendance of all Protestant Youth Ministry events and submit monthly attendance reports to the PYM chaplain on the last day of the month.

5.6 Submit fund request as required for support of the PYM programs to the PYM Chaplain or his/her designated representative.

5.7 Coordinate advertising of Protestant Youth Ministry programs with PYM chaplain and Wing Chaplain. Complete necessary local advertising forms in a timely manner.

5.8 Meet regularly to update the PYM chaplain or his/her designated representative on program events.

5.8 Attend monthly Protestant Parish Advisory Council meeting.

5.9 Accountable for paying any Social Security payments, Federal or Local Income Taxes, and State Unemployment Insurance premiums for themselves, as well as any individual employed or subcontracted by them to provide services under this contract.

5.10 The contractor will personally perform the services described above or coordinate performance by a substitute of equal or higher proficiency who has been approved in advance by the Wing Chaplain. Submit the names and qualifications of proposed subcontractors for approval at least 14 days prior to the proposed absence. Subcontractors must meet the requirements for the position as outlined in this Statement of Work (SOW). Contractor is responsible for payment of substitute.

6. The Wing Chaplain.

6.1. Reviews the contract annually to consider exercise of option.

6.2 Provides office space with desk, chair, computer, printer, filing cabinets, bookcases, phone, expendable office supplies and other items deemed necessary to perform services described in this SOW.

7. Contractor Performance Observation. The head Chaplain over the service or designee will monitor and inspect the contractor's performance. The contractor will be notified in writing of all noncompliance work, and given an opportunity to correct nonconforming work. The contractor will be given an opportunity to respond in writing to any notice of noncompliance.
