1. DESCRIPTION OF SERVICES
1.1 REQUIREMENTS: The Contractor shall provide all personnel, vehicles, other items and services necessary to transport passengers (up to 209 members) from their place of lodging to Shaw Air Force Base (AFB). All contractors must wear face masks in compliance with COVID guidelines at all times. All vehicles will have hand sanitizer available at entry way of vehicle to ensure personnel can sanitize before being seated.
1.2 SCOPE OF WORK: The Contractor will utilize High Occupancy Vehicles to transport DOD personnel from lodging facilities in the local and surrounding areas to
Shaw AFB, round-trip.
1.3 SCHEDULE: (5) Buses will transport approx. 111 personnel for the PT route which will occur Monday, Wed, Thursday and Friday from 0730 – 0900. Prior to dispatching busses for the PT shuttle, Ground Transportation will make contact with the contractor the day prior to PT to advise on the amount of busses needed for the next day. Once confirmation has been received from Ground transportation, the contractor will dispatch busses to transport personnel from their respective hotels, no later than 0730, to Shaw
AFB sports center as designated by troop commander by 0800. Passengers will then attend PT from 0800 – 0900, and be returned to their lodging afterwards. There will be a once a week sustenance shuttle route which will occur on Wednesdays and utilize a total of (7) Buses that will transport up to a total of 222 personnel and be split into (3) time blocks using (2) Buses for each time block from the times of 1200-1330, 1330-1500 and
(3) buses for 1500-1630. The first set of buses will arrive at the hotel pickup location no later than 1115 and leave by 1135 to ensure they arrive at the first Shaw AFB drop off location by 1200. Personnel will be transported from their respective hotels to the following Shaw AFB locations in order: Shaw AFB BX, the base commissary and finally the base shoppette. The buses will wait 30 mins at the base BX before shuttling passengers to the commissary after which, the buses will again wait 30 mins before transporting personnel to the shoppette. At 1330, the first set of buses will depart the shoppette to return personnel to their off base lodging. The 1330-1500 and 1500-1630 shuttles will repeat the same process with their respective times transporting personnel from their lodging to the Base BX, base commissary and base shoppette waiting 30 mins at each location before departing to the next. No additional drop off locations are authorized. Personnel that fail to catch the return shuttle must contact their leadership for transportation. NOTE: On Wednesday, July 14th, there will be no PT route, but the sustenance route will run as scheduled. Shuttle services scheduled for Tuesday, July 7th to Wednesday, July 14th timeframe will cease after July 14th.
1.4 RESTRICTIONS: Restrict the amount of personnel on-board vehicles to 50% capacity to abide by the social distancing rule IAW COVID-19 Guidelines.

1.6 LIABILITY: The contractor shall be liable for any damages resulting from any carelessness or failure to follow proper safety procedures and standards.
1.7 GOVERNMENT FURNISHED SERVICES: The government will provide emergency medical transportation and treatment on Shaw AFB if required. The contractor shall reimburse the Government for the cost of these medical services at current rates.
GENERAL INFORMATION
1.8 HOURS OF OPERATION: The normal hours of operation for Shaw AFB are from
0730 to 1730, Monday through Friday, excluding holidays and ACC Family days.
Contractor will operate in accordance with 1.3 – SCHEDULE.
1.9 CONTRACTOR PERSONNEL: The contractor shall provide point of contact
(POC) for all contractual matters during all hours of operation. The POC shall respond on-site within 1 hour during normal duty hours of operation and within 2 hours during non-duty hours to discuss concerns with government personnel designated by the CO to discuss problem areas. Additonally, an authorized Ground Transporation representative will contact the contracter POC no later than 1600 the duty day prior to scheduled service to confirm service will be utilized. The contractor will not dispatch out buses for shuttle service until confirmation from the authorized Ground Transportation representative has been received.
1.10CANCELLATIONS: In the event of inclement weather, shuttles may need to be cancelled on short notice. Authorized callers from Ground Transportation will inform contract holders of service need cancellation on a case-by-case basis, in a timely manner the duty day prior to service utilization when possible.
3 SECURITY
3.1 PASS AND IDENTIFICATION ITEMS: The contractor shall ensure the pass and identification items required for contract performance are obtained for employees.
3.2 RETRIEVING IDENTIFICATION MEDIA: The contractor shall return all identification media and/or visitor passes from employees who depart for any reason before the contract expires; i.e. terminated for cause, reassignment, retirement, etc.
3.3 TRAFFIC LAWS: The contractor and its employees shall comply with base traffic regulations. Traffic regulations include, but are not limited to:
Employees shall wear seatbelts when operating or riding in any vehicle
(military, company or private owned) while on installation.
Speed limits on Shaw AFB are 30 MPH unless otherwise posted. Be aware of reduced speed limits and exercise caution when driving in base housing and school zones.
All vehicle operators on the installation shall not use cell phones unless the vehicle is safely parked or they are using a 100% hands free device.
The wearing of any other portable headphones, earphones or other listening devices while operating a motor vehicle is prohibited.
3.4 WEAPONS, FIREARMS, AND AMMUNITION: Employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within vehicles (military, contractor-owned, or privately owned) while on Shaw AFB.
3.5 FOR OFFICIAL USE ONLY (FOUO): The contractor shall comply with DoD
5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements.
This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
3.6 REPORTING REQUIREMENTS: Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified/unclassified defense information. Employees shall be briefed by their immediate supervisor upon initial on-base assignment.
3.7 PHYSICAL SECURITY: The contractor shall be responsible for safeguarding all
Government property and controlled forms provided for contractor use. At the end of each work period, all Government facilities, equipment and materials shall be secured.
3.8 MILITARY EXERCISES: No compensation will be claimed for any delays resulting from re-entry procedures due to exercises.
