Single Source Justification (Simplified Acquisition)

Section A: General Contract Information
Contracting Activity: 20th Contracting Squadron, Shaw AFB, SC.
Project/Program Name: SSRV Virtual Reality Police Trainer 1B
Purchase Request/Identification Number: F3U3SF9092AW01
Estimated Contract Cost (including Options): $77,500.00
Section B: Description of the Supplies/Services Required
Complete VR hardware package: gaming computer, wireless VR headsets (and Adapter), VR Weapons (M18 & X26P), Sensors with Stands and case, packaging.
Access to multiple software features and scenarios with multiple endings and overlay/review feature including but not limited to:
Range Simulator Shaw AFB Custom Scenarios 20 SFS Custom Weapons systems/controllers <30-day Delivery time-frame
1 Year Customer support for technical issues as well as direct feedback on product improvement
Salient Characteristics: Software must respond quickly to instructor and student inputs (no glitches or time delays).
System must be mobile (quick assembly) and not require Internet connection for operation (Scenarios should be able to be downloaded). Software scenarios must be customized to Shaw AFB to include building layouts/floor plans at no additional cost. System must use the 20th Security Forces weapons systems (M18 and X26P TASER) as wireless controllers (No wires coming from the weapons). Software must include at-least 30 unique scenarios (multiple outcomes per scenario) and regular updates or requested changes must receive timely support. Scenarios are use-of :
Arming and Use of Force by Air Force Personnel. Scenarios should include but are not limited to: Gaterunner, domestic incidents, armed robbery, traffic stops, active shooter, etc. System hardware should be able to be replaced by compatible parts sourced from the user's desired location, meaning, replacement hardware should not be required to come from the company or require support for installation/integration. System hardware should support wireless headsets, a minimum of 25 ft x 25 ft play area, and a full VR experience, to include 360 degree sound. Full software service and support should be included for one year at no additional cost.
Section C: Justification for Soliciting from a Single Source or Brand Name
Justification for soliciting from a single source is based on the following product requirements:
1) New capabilities/technology - 3D headset-based virtual reality training is currently an emerging market in regards to police training. The Street Smarts VR (SSVR) system has unique capabilities in that it is the only headset that provides a completely immersive 3D Virtual Reality experience for the user. Other virtual police training systems do not meet the specifications required of this police headset-based training.
2) Mobility - The SSVR is a mobile platform. The mobility and ease of set-up will allow the end users to conduct training to individuals in various locations as required.
3) Customized Product - SSVR Software scenarios have been tailored to local needs and the SFS Career field as a whole.
Scenarios have been built on Air Force Security Forces Tactics and Procedures/checklists as opposed to traditional Law Enforcement Tactics and Procedures. Building layouts (play area), Officer Uniforms, weapons systems/controllers, and instructor command options have all be customized to the end user. No other product is currently available that meets the current listed criteria and required delivery time-lines of <30 day.

Section D: Efforts to Obtain Competition
The software required to operate the scenarios is proprietary to Street Smarts VR. Additional research was conducted but did not identify other companies who offer customized products that are standardized with the SFS Career Field.
Other VR companies provided the VR technology such as the headsets but do not provide the police training software that is customized to Shaw AFB like SSVR does.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
As VR technology continues to develop, continued market research will be conducted for VR police training with the hope to gain more competition in the future. For future VR requirements we will continue to perform market research in accordance with FAR part 10 to make new determinations if other companies are able to support the requirements.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
