Section B: Description of the Supplies/Services Required

This acquisition is for Molecular Real-Time Service for use in the 20th Medical Group at Shaw Air Force Base, South Carolina. The Molecular Real-Time Polymerase Chain Reaction Service includes equipment, equipment service/ support, test analysis, and equipment support products.

Section C: Justification for Soliciting from a Single Source or Brand Name

The Roche cobas© Liat© is the only Clinical Laboratory Improvement Act of 1988 (CLIA) waived testing real-time Polymerase Chain Reaction (PCR) system with the ability to generate individual analyte results in 20 minutes or less.

There is no confirmation of test results from the initial patient sample that is tested as could be necessary as secondary testing from an initial screening test on the patient. Additionally, the system is a completely closed system with walk-away workflow for cobas© influenza A/B tests, cobas© streptococcus type A test and combination cobas© influenza A/B and Respiratory Syncytial Virus (RSV) tests. Finally, the Liat© system and tests mentioned previous are only manufactured by Roche Molecular Diagnostics.

A sources sought notice was posted on 11 Feb 2019. It remained open for four (4) days and closed 15 Feb 2019. The only respondent to the Sources Sought notice was Roche.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The 20 MDG Laboratory always tries to monitor and assess the impact of emerging technology and analyzer systems that can perform the required patient testing based upon our providers needs and patient population. Annual laboratory conference attendance and laboratory publications allow for assessment of new or improved testing platforms and testing methodologies that help support the 20 MDG and Air Force Medical Service delivery of trusted care. The 20 MDG Laboratory tries to always assess different manufacturers platforms and testing methodologies to ensure honest and fair competition for the platforms and tests that are needed for the care of our patients.
