Section A: General Contract Information

Contracting Activity: 20th Contracting Squadron

Project/Program Name: Harris Tatical Radios for 20 OSS/OSKP SERE

Purchase Request/Identification Number:

Section B: Description of the Supplies/Services Required

The purchase of 1-Harris 117G and 4 -Harris 152A Satellite capable radios, and components to run base station operations as well and mounted and dismounted operation in a deployed environment and training environment. This will meet UTC deployment requirements as well as CMR and ORM requirements at home station.

Section C: Justification for Soliciting from a Single Source or Brand Name

The Harris radios are the only radios compatible with the other Harris components and communications technology in the deployed environment (Harris to Harris products) we work with. They have the same encryptions within themselves and the other Harris technology for seamless communication. They are the only radios that our training gear and the deployment gear (vests, cables, headgear) are compatible with. They are also compatible with the other DoD Services and Agencies that we work with in training and during deployments downrange since they utilize Harris products also; again (Harris to Harris products). The communication infrastructure we currently work with everywhere is a Harris infrastructure. They are hardened, built to last, and have been proven to last for decades to come making it also the best investment for the Air Force in the future.

Section D: Efforts to Obtain Competition

Through deployed experience, talking with professionals in the industry, and research Online. There are no other radios that compare and have the same capabilities as the Harris 117G, and the Harris 152A for needs and capabilities we use them for.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Knowing these radios are pronounced and purchased throughout the DoD especially in the Special Operations Force (SOF) community; Shaw AFB should have these more readily available in base supply or have a high purchase discount with the company.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
