DESCRIPTION OF WORK: This Performance Work Statement (PWS) describes the Government’s requirement for installation of a Honeywell Vindicator Intrusion Detection System (IDS), consisting one V5 Network Security Appliances and related components, four balanced magnetic switches (BMS), Eight passive infrared (PIR) motion detectors, and four IEI keypads, that will provide intrusion detection and reporting for the AFCENT/609 ACOMS four telco closets located in Buildings 1130. The room numbers within B1130 to be alarmed are BT2, 1T2, 2T2 and 1T4. The IDS must be integrated into the Shaw Air Force Base Vindicator IDS head end monitoring equipment for security reporting and alerting and annunciate at the Base Defense Operations Center (BDOC), located at Building 825, Room 28.
1.1. GENERAL REQUIREMENTS. Contractor shall procure and install an IDS consisting of one V5 Network Security Appliances and related components, four BMSs, eight PIR motion detectors, and four keypads that will provide intrusion detection and reporting for Buildings 1130. Contractor shall install the appropriate number (based on number of doors, room size, and configuration) BMS and PIR motion detection sensors in the Bldg 1130. The IDS must be integrated into the Shaw Air Force Base Vindicator IDS head end monitoring equipment for security reporting and alerting, and annunciate at the BDOC. Contractor shall connect the IDS control panel to 110-120 volt AC power and the Shaw AFB Unclassified Network, and the sensors and keypad to the IDS control panel. If not already in place, contractor shall protect the cabling between the sensors and keypads and the IDS control panel (the detection loop) using rigid pipe (metal or PVC conduit) IAW AFI 31-101, Chapter 6; these materials must comply with national electric code standards. A pathway for the interconnectivity of the four rooms already exists. New ACS V5 will be installed in room 1T2 and will serve at minimum BT2, 1T2 and 2T2. Room 1T4 can be served from existing ACS V5 in Annex room 215 or from new ACS V5 in 1T2 and will be left to the contractors discretion. All work will be accomplished IAW manufacturer’s specifications.
1.1.1. The owner/user shall coordinate this work requirement with the 20th Civil Engineering Squadron prior to contract tendering.
1.1.2. The owner/user shall also coordinate this requirement with the 20th Communications Squadron prior to contract tendering.
1.1.3. Some areas within the installation may require escorts, according to standard practices.
When expecting to do work in these areas, the contractor shall coordinate with the COR and appropriate alarmed facility custodian for the given area, to include, but not be limited to, requesting escorts, available access times/windows and advanced notification of personnel. If escorts are not available to support maintenance activities, the Contractor shall notify the COR, when circumstances allow, before a lack of escort availability negatively impacts maintenance activities.
1.1.4. All details of workmanship shall be in accordance with the highest standards and best practices for electrical and electronic maintenance and installation and all work shall conform to the latest edition of the National Electric Code.
