I. Contracting Activity.
Justification for Other Than Full and Open Competition. 20th Contracting Squadron, Shaw Air Force Base, Sumter, South Carolina 29152/LGCA. Purchase Request is issued in the amount of
II. Nature and/or description of the action being processed.
A firm-fixed price (FFP) purchase order (PO) will be issued as a sole source to Alutiiq Diversified Services, LLC to support the United States Air Force Central Command (USAFCENT) Decoration Processing Function Awards and Decorations Service while the follow on five (5) year contract is being solicited, evaluated, reviewed for mandatory and legal sufficiency
III. Description of supplies/services required to meet agency needs.
This PO will be a bridge contract issued to Alutiiq Diversified Services, LLC to support the USAFCENT Decoration Processing Function Awards and Decorations Service who is the single point manager for all Air Force contingency/deployed decorations in support of the United States Central Command (USCENTCOM) area of responsibility (AOR). The PO will be for a three (3) month base period with one (1) three (3) month option period. The base period of performance (PoP) will be from 1 February 2017 through 30 April 2017 with an additional three (3) month option period extending the contract to 31 July 2017. Alutiiq Diversified Services, LLC shall perform the USAFCENT Decoration Processing Function Awards and Decorations Service as required to ensure that there is no interruption of service in accordance with the Performance Work Statement
(PWS).
IV. Statutory authority permitting Other than Full and Open Competition.
10 U.S.C. 2304(c)(1), as implemented by FAR 13.501(a)(1)(ii). Only One Responsible Source and No Other Supplies or Services will Satisfy the Agency.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
Alutiiq Diversified Services, LLC, the incumbent on contract FA4803-11-C-0006, has performed successfully throughout the PoP and is familiar with the requirements for the highly specialized USAFCENT Decoration Processing Function Awards and Decorations Service.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
The award of a sole source bridge PO contract to Alutiiq Diversified Services, LLC is necessary for continuity of services while the five (5) year follow on contact is solicited, evaluated and awarded. There are no known potential sources available to award a Bridge PO contract to who could be expected to immediately begin performance without a major disruption of service and duplication of costs to the Government.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
At this time there are no actions in progress to remove the competitive barriers to solicit and award a bridge PO contract. It is more cost effective to the Government to issue a bridge contract to the incumbent, Alutiiq Diversified Services, LLC, an other than small business concern, in order to bridge the gap between contracts and prevent a break in service, while the five (5) year follow on contract is being solicited
