STATEMENT OF WORK
FOR CORROSION CONTROL
AIR TOOL COMPRESSORS
BLDG 1511/BAY 5, SHAW AFB
10 February 2017
1.0. Description of Services. The primary objective of this statement of work is to provide an outline for the delivery and installation of a tool air system for the Shaw Air Force Base Corrosion Facility.

1.1. Contractor shall provide supervision, personnel, maintenance equipment, transportation, tools, and labor necessary to deliver, and install the equipment noted above as prescribed throughout this Statement of Work (SOW). The Contractor will provide all required safety equipment. All equipment discussed within this contract shall meet all Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA) and or any other applicable guidelines. All safety equipment must be used for its intended and designed purpose.
Any unsafe acts by the Contractor will be reported to Contractor supervision and 20 Contracting, and may be grounds for contract cancellation.
1.1.1. The Contractor will not use any government equipment or personnel in the performance of their duties unless section EMS supervision determines government provided equipment is required for the completion of requirements depicted in this SOW.
1.2. The Contractor will supply all stated equipment meeting the specifications in paragraph 1.02.
1.2.1. The Contractor will install all stated equipment in accordance with manufactures specifications and standard commercial practices in Building 1511, Bay 5.
1.2.2. The installation of the equipment will be for servicing air to the paint/blasting booth bay, F-16 paint booth insert, and the F-16 washrack facility. The installation will be complete turnkey.
1.2.3. The equipment will be in installed where the two blast cabinets are currently installed on the wall that divides the bay from the “Gerber Room”, no closer than 12” from the Washrack office door. For this installation, the blast cabinets will need to be disconnected, moved, and installed on the wall of the center cube, approximately 40 feet from their present location. More in depth information of moving and installing blast cabinets are in paragraph 1.3 and Figure 1.
1.2.4. Once the blast cabinets have been moved, the new breathing air system will be installed in their place. New electrical wiring and conduit runs from the breaker box to the blast cabinets and to tool air system will be needed. Existing wiring from older blast cabinets can be utilized for the new tool air equipment.
1.3. Blast Cabinets
1.3.1. Two each blast cabinets with power packs will have to be disconnected from their electrical and tool air sources
1.3.2. Two each blast cabinets will need to be disconnected from the “Power Pack” to include recovery hoses, blast hoses, solenoid hoses, etc. to facilitate moving of the equipment. Care must be taken to ensure no damage comes to the cabinet or hoses.

1.3.3. Blast Cabinets will then be moved from the “Gerber Room” wall to the storage room wall as shown in Figure 1.
1.3.4. Wiring and conduit needs to be ran from breaker box (shown as P1 on Figure 1) to where blast cabinets are to be installed on Storage Room wall.
1.3.4.1. Power will be 460v 3-phase for power pack
1.3.4.2. Each blast cabinet will have its own separate wiring, circuit and breaker
1.3.4.3. 460v, 3-phase wiring and conduit will be ran up (approximately 8 feet) from breaker box, across the roof of the Washrack and Gerber room offices (approximately 35 feet), across back wall (approximately 25 feet), across storage room (approximately 20 feet), and down storage room wall (approximately 6 feet) to blast cabinets.
1.3.4.4. Blast cabinets will require 110v receptacle for lighting. Contractor will run 110v wiring and conduit from where old blast cabinets were at to new location on storage wall.
1.3.5. Air for blast cabinets will need to be run from new blast cabinet installation spot to tool air installation. Air piping will be same diameter as existing piping.
1.4. All tool air equipment will be installed on “Gerber Room” wall where blast cabinets used to be.
1.4.1. Tool air system will be connected directly into existing tool air system.
1.4.2. All equipment will be anchored to floor
1.4.3. All equipment will be hooked up to electrical breaker box P1 on Figure 1.
Existing wiring for blast cabinets may be used for compressors. All equipment will have its own electrical disconnect. 220v may be run from electrical box next to door near paint booth about 8 feet from P1 breaker box. All electrical will be accomplished to code.
1.4.4. The two 60 HP compressors will be connected in a lead/lag configuration. The compressors will be networked and configured so that one compressor is on and the other is on stand by for two weeks, and then they switch. If air demand is more than what one compressor can handle, the standby compressor will switch on to provide air until demand diminishes.
1.4.5. Tool air system will be connected in this order: Compressors air dryer air receiver tank facility airlines.
1.4.6. Compressors and equipment will be installed as close to wall as possible to ensure walkway is not obstructed.
1.4.7. Air receiver tank will have auto drains and pressure gauge installed
2.0 Services Not Covered. The contractor shall notify equipment owner of any requirements that are not listed in the scope of work and if any of the additional requirements would need to be completed before continuing with the installation outlined in the scope of work.
2.1. The contractor shall furnish the Contracting Office a written estimate containing an itemized listing of all additional requirements/parts that are required to complete the above listed equipment installation to be a safe and operational condition. The report shall contain a cost estimate of all repair work to include a labor and parts breakdown. The work contained in the report shall be performed only if approved in writing by the Contracting Office.
2.1.1. Remove and dispose of all generated debris; recyclable scrap metal and non-reusable equipment can be taken to the Base Recycle Center and all other debris will be disposed of off base and in accordance with all local, state, and federal guidelines.
2.1.2 If items are disposed of off base, the contractor shall provide a written receipt as proof of proper disposal.
2.2. All required work shall be coordinated through the 20th Civil Engineer Service Contracts Office, building 252 Ext (803-895-9711/16), and the contractor shall coordinate with the CO prior to commencement of any inspections or work under this contract.
2.3. Upon completion of the inspection or repair work within a facility, the contractor shall have the 20th Civil Engineer Service Contracts Office, building 252 Ext (803-895-9711/16) sign a copy of each Service Order/Work Request and a signed copy shall be given to the CO.
2.4. All work shall be in accordance with Federal, State and Base Safety regulations.
2.5. Utility Outages. The Contractor shall perform the work under this contract with a minimum of outage time for all utilities. If possible, the contractor shall schedule any work that requires utility outages (electrical, water, gas, etc.) which will close down or limit normal activities in the building, construction area, or other affected areas at a time other than regular work periods of the organization occupying the facility including nights, weekends and holidays. The Contractor shall be responsible for coordination of all utility outages required to execute the contract. This will include execution of a government furnished utility outage coordination form, which must be reviewed and signed by representatives of all appropriate base organization prior to approval by the Contracting Office. The Contractor will be provided a list of building managers and other appropriate points of contact, and will be given assistance by the government on an as needed basis. It shall be the Contractor’s responsibility to initiate and coordinate utility outages forms. Coordination of the outage form must be completed a minimum of fourteen (14) calendar days prior to the requested outage date, and may require coordination with as many as twenty (20) individuals located on or near base. Any unusual delays in obtaining clearance from any particular organization shall be reported immediately to the Contracting Office for assistance. Submit four (4) copies of the completed utility outage form to Civil Engineering construction management. Wide scale disruption of utility service to the military family housing (MFH) areas shall include coordination with the base newspaper.
2.6. Following completion of the outage coordination, the contractor shall request shutdown from the utility company or Civil Engineer shop responsible for the service. The Contractor shall pay any fees associated with the required shutdown and shall comply with all instructions pertaining to the shutdown. Once work begins on an approved outage, work must continue without interruption until the contractor restores utility services to the affected lines and/or facilities.
3.0. GOVERNMENT FURNISHED SERVICES: The Government shall provide, water, sewage, and electricity from existing sources.
4.0. GENERAL INFORMATION:
4.1. HOURS OF OPERATION. All non-emergency work shall be accomplished during the normal duty hours of 0730 through 1630, Monday through Friday, excluding US Government holidays.
4.1.1. Base Closure: The Government will notify the contractor of anticipated closure of the facility due to inclement weather or any other authorized closure. In the event of an unplanned closure of the facility the contractor will be notified using the contact information provided. Work scheduled but not accomplished because of base closure, will be accomplished as soon as possible after reopening the base
4.2. Shaw AFB recognizes the following holidays:

NOTE: Any of the above holidays falling on a Saturday will be observed on the proceeding Friday. Holidays falling on a Sunday will be observed on the following Monday.
5.0. SECURITY REQUIREMENTS FOR UNCLASSIFIED CONTRACTS
5.1. Listing of Employees. The contractor shall maintain a current listing of employees. The list shall include the employee's name, social security number and type of investigation if contract work involves unescorted entry to Air Force restricted areas or other sensitive areas designated by the installation commander. The list shall be provided to the Program Manager and sponsoring agencies Security Manager. An updated listing shall be provided when an employee's status or information changes.
5.2. Security Training. The contractor ensures all contractor employees receive initial and recurring security education training from the sponsoring agencies security manager. The security manager shall provide employees with training required by DODM 5200.01, DoD Information Security Program, Volume 3, and AFI 16-1404, "Air Force Information Security Program". The Contractor will also provide initial and follow-on training to contractor personnel who work in Air Force controlled/restricted areas. Air Force restricted areas and controlled areas are explained in AFI 31-101, Integrated Defense.
5.3. Pass and Identification Items. The Contractor shall ensure the pass and identification items required for contract performance are obtained for employees. All contractor employees shall undergo a background check conducted by 20th Security Forces Squadron prior to issuance of base access credentials. Only identification cards or driver's licenses from REAL ID compliant states or territories will be accepted. For a full list of REAL ID Act and compliant and non-complaint states, please visit https://www.dhs.gov/current-status-states-territories. Contact 20th Security Forces Squadron for alternative forms of acceptable identification to conduct background checks.
5.3.1. Computer Network Access. Contractor employees requiring initial issuance of a Common Access Card (CAC), Access to Restricted Areas, Use of Government Automated Information Systems/Networks, Child Care positions, or designated Positions of Trust shall complete submission of a National Agency Check with Inquiries (NACI) to the Office of Personnel Management (OPM), or a DoD-determined equivalent investigation. When required, the government will submit NACI investigations to OPM at no cost to the contractor.
5.3.2. Background Checks. All Contractor employees shall submit to a criminal background check accomplished by Shaw Air Force Base Security Forces prior to the employee being issued base access credentials. Each Contractor personnel must submit their Social Security Number, Date of Birth, and Driver's License state and number (if applicable). Failure to submit required information can result in denial or delay of issuance of credentials. Background checks are only good for the company that requested them. Processing background checks takes, at a minimum, 7-10 days from time of submission.
5.4. Retrieving Identification Media. The contractor is responsible for retrieving all government-issued identification media from employees who depart for any reason before the contract expires; e.g. terminated for cause, retirement, etc. The contractor shall return retrieved items to the Security Forces Pass and Registration Office.
5.5. Traffic Laws. The contractor and its employees shall comply with base traffic regulations.
5.6. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately-owned vehicle while on Shaw Air Force Base.
5.7. For Official Use Only (FOUO). The contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
5.8. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DOD personnel, contractor personnel, resources, and classified or unclassified defense information.
Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.
5.9. Physical Security. The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.
5.10. Controlled/Restricted Areas. The contractor shall implement local base procedures for entry to Air Force controlled/restricted areas where contractor personnel will work. An AF Form 2586, Unescorted Entry Authorization Certificate, must be completed and signed by the sponsoring agencies Security Manager before a Restricted Area Badge will be issued.
Contractor employees must have a completed National Agency Check with written inquiries (NACI) investigation before receiving a Restricted Area Badge.
5.11. Key Control. The contractor shall establish and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the government.
5.11.1. The contractor shall immediately report to the Contracting Officer (COR) or Program Manager any occurrences of lost or duplicated keys.
5.11.2. In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the Contracting Office, to re-key or replace the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the government and the total cost deducted from the monthly payment due the contractor.
5.11.3 The contractor shall prohibit the use of keys, issued by the government, by any persons other than the contractor’s employees and the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas.
5.12. Photography Restrictions: No one is authorized to take any pictures or video recordings of Air Force operational aircraft or restricted areas without the approval of 20 FW/CVN regardless of location while on Shaw AFB. This includes, but is not limited to, photographs taken from personal electronic devices such as blackberries, iPADs, iPODs, cell phones, or any other devices with digital recording capabilities.
5.12.1. Any Contractor requiring pictures or videotape of Shaw's airfield to support their contract must request and possess written authorization prior entering the airfield area.
5.12.2. Written authorization letters to photograph or video of the flightline must be signed by one of the following: 20 Maintenance Group Commander or Deputy; Aircraft Maintenance Squadron Commander; a Fighter Squadron Top 3, Director of Operations, or Commander; 20 Operations Group Commander or Deputy; 20 Operations Support Squadron Commander or Director of Operations; or 20 FW/CVN.
