STATEMENT OF WORK

REPAIR GERMAN AIR FORCE WAUKESHA POWER TRANSFORMER

LOAD TAP CHANGING SYSTEM PHASE II

WORK REQUEST 4615352

HOLLOMAN AIR FORCE BASE, NM

28 MARCH 2019

1. INTRODUCTION:

The purpose of this project is to replace the UZD load tap changer (LTC) BUE Motor Drive, install a UZD LTC Dual Column Breather on the BUE Motor Drive, and UZD LTC Oil Filtration System on the main LTC cabinet for the German Air Force (GAF) Waukesha 22.5 MVA LTC power transformer, serial number A3505T.

The Contractor shall furnish all tools, equipment, parts, material, transportation, personnel, labor, supervision and management necessary. The Contractor shall coordinate his work schedule with the 49 CES Electric Shop to allow access to work area and to minimize any work disruptions.

The work area shall be kept reasonably clean at all times. The Contractor shall perform a complete cleanup of their work area at the end of the contract.

All waste materials and debris shall be disposed of off base by the Contractor to an approved site in accordance with (IAW) all applicable federal, state and local laws, ordinances and regulations.

Work will be performed IAW UFC 3-550-01, Exterior Electrical Power Distribution, NESC (current version), and all Federal, State and Local laws.

2. GENERAL:

The LTC system recently had repair, maintenance, new components installed, and system checks for the purpose of bringing the GAF transformer to operational status. It was found by the Contractor the BUE Motor Drive assembly was not operating properly and was in such a condition that replacement is the best solution.

The GAF power transformer shall be de-energized, isolated, and grounded so that the Contractor may access and perform work on the transformer. Coordination with the 49 CES Electric Shop is required for changes to the energized state of the GAF power transformer and associated equipment.

3. SPECIFIC WORK:

The Contractor shall supply a Waukesha UZD LTC BUE Motor Drive (Part No Di7808), a UZD LTC Dual Column Breather (Part No DCB-A00), and a UZD LTC Oil Filtration System (Part No OF2 + 1030-048K) and any other parts and accessories required for the previous items and install them on the GAF Waukesha transformer. The Contractor shall test the LTC system for proper operation and verify the transformer may be brought back online. Transformer oil that is required to replenish unusable oil removed shall be provided by the Contractor.

The Contractor shall provide a report of the LTC repair and maintenance work accomplished and the any test results. Any new parts left over from a repair kit or similar shall be turned over to the 49 CES Electric Shop.

4. QUALIFICATIONS OF CONTRACTOR COMPANY

Waukesha Electric Systems Service guidelines shall be followed during this project. The Contractor’s technicians shall be fully qualified. Qualifications include pertinent educational training, applicable factory training, and experience working on Waukesha LTC systems to include design, assembly, installation, and testing. The Contractor shall provide documentation of this requirement.

5. VEHICLE ACCESS REQUESTS AND LISTING OF EMPLOYEES:

The short term character of this service allows the contractor to be escorted to the job site.

Otherwise the contractor will be required to follow the 49 Contracting Squadron’s visitor access request procedures which will be provided if necessary.
