RF KEY DOOR ENTRY UPGRADES FOR BUILDINGS 1088, 1263, 1279, 1280, AND 1265

Statement of Work (SOW)

For

704th Test Group/746th Test Squadron

25 April 2018

1.0 PURPOSE

Add radio frequency (RF) key door entry upgrades to buildings 1088, 1263, 1279, and 1280 that integrate and function with existing systems for more secure work areas and provide the upgrades to building 1265 as desired by the 746 TS.

2.0 SCOPE

The Contractor:

1. Shall program doors, panels, and systems into existing database and test for proper function.

2. Shall install a kit to allow current infrastructure to use Common Access Cards (CAC).

3. Shall ensure that all new card readers are capable of reading both RF key fobs and CAC.

4. Shall provide and install all low voltage cabling as required in Electrical Metallic Tubing (EMT) conduit.

5. Shall provide power for the power supplies in all locations as needed.

6. Shall provide ports on the existing network switch in all locations as needed.

7. Shall provide a pathway for CAT6E cable to all locations as needed for network connectivity.

8. Shall coordinate approval with the government representative before proceeding with removal of asbestos, if found. Asbestos is not expected at these sites. However, if removal of asbestos containing material is required the contractor shall handle and dispose of asbestos containing materials in accordance with Holloman Air Force Base (AFB), local, and federal standards. If asbestos is encountered, a change order will be issued upon coordination with the contractor.

9. Shall provide panel terminations, commission, download, and test operation with Holloman AFB Security Forces.

10. Shall provide basic operational instruction on the use on the system keypad to the facility manager upon installation completion.

Building 1088:

1. Shall provide an access control system with lock and tamper switch for two exterior and one interior doors in building 1088 with magnetic locks, motion detectors, push to exit buttons with built in timers, and card readers at each door, locations specified by 704 Test Support Squadron (TSS).

2. Shall run cable, on j-hooks, from the three doors as specified by 704 TSS, to the access control system.

3. Shall ensure that the controller can communicate with a current server infrastructure located about four miles away through a single mode fiber optic connection.

4. Shall install toggle switch and required programming compatible with current infrastructure that will allow external doors to be locked and unlocked manually during business hours only.

Building 1263:

1. Shall provide an access control system with lock and tamper switch for three exterior doors in building 1263 with magnetic locks, motion detectors, push to exit buttons, and card readers at each door, locations specified by 746 TS.

2. Shall run cable, on j-hooks, from the three doors as specified by 746 TS, to the access control system.

Building 1279 and 1280 Wireless:

1. Shall provide an access control system with lock and tamper switch for four exterior doors, two doors each in buildings 1279 and 1280 with magnetic locks that have built in door contacts, motion detectors, push to exit buttons, and card readers at each door, locations specified by 746 TS.

2. Shall run cable, in conduit, from the access control system to each of the two doors in building 1279 and 1280 totaling four doors.

3. Shall provide a wireless system on both building 1279 and 1280 and one on building 1263 to create a wireless bridge in order to connect the access control systems to the existing network.

Building 1265 Apache Room:

1. Shall provide an access control system with lock and tamper switch for one double door in building 1265 with magnetic locks that have built in door contacts, motion detectors, push to exit buttons, and card readers, location specified by 746 TS.

2. Shall run cable, on j-hooks, from the door as specified by 746 TS, to the access control system.

Building 1265 Additional Doors:

1. Shall provide an access control system with lock and tamper switch for one double door and seven single doors in building 1265 with magnetic locks that have built in door contacts, motion detectors, push to exit buttons, and card readers at each door, locations specified by 746 TS.

2. Shall run cable, on j-hooks, from the eight doors as specified by 746 TS, to the access control system.

Building 1265 Upgrades for CAC entry:

1. Shall replace three existing card readers with new card readers capable of reading both RF key fobs and CAC cards in building 1265, locations specified by 746 TS.

2. Shall program the existing database to utilize additional functionality of the new card readers and test for proper function as specified by 746 TS.

3.0 DELIVERABLES

All equipment, parts and programming required for installation of system repairs, upgrades, and additions.

The period of performance for the basic order is 45 days After Receipt of Order (ARO).

4.0 GENERAL CONSIDERATIONS

Vendor will coordinate with the 746 TS and 704 TSS personnel to set up time for install and checkout, and required training.
