SUBJECT: Sole Source Purchase under $150K

1. The 96 Test Group is in need of a reliable Digital Ring Laser Gyro (RLG) required to support characterization of 746 TS prime test beds (120” centrifuge, 53Y 3-axis table, T500 table, etc).

2. The 746 TS needs a reliable Digital RLG required to support characterization of 746 TS prime test beds (120” centrifuge, 53Y 3-axis table, T500 table, etc). The GYRO must be an easy to use compact unit and capable of these specifications or better: Scale Factor Linearity 5.0 ppm (full scale), Scale Factor Stability 5.0 ppm (30 days), Bias Stability 0.0035 deg/hr, Angle Random

Walk 0.0035 deg/rt-hr and Dynamic Range 900 deg/sec accurately and repeatable. The RLG must be very compact form factor no more than 2.0 inches high, 3.5 inches in diameter and weight 1 lb. The temperature range in an operating mode required is -65°F to +185°F with an operating altitude of up to +70,000ft. Honeywell is the only known manufacturer and distributor for a RLG with these specifications. Next generation weapons include very high accuracy navigation systems with closely coupled, embedded sensors. Determining navigation system accuracy & error sources requires evaluation of each sensor component. Simulation testing on our platforms dramatically separates sensor errors in navigation systems. In order to evaluate these sensors 96 TG must know the specifications of our platforms and have an independent instrument to validate our platforms. This hardware is critical to the 96 TG mission.

3. Market research through FPDSNG indicates a similar purchase (FA8224-13-P-0248, $99,832.10). A search of the Internet indicates that there are no other items which meet 96 TG requirements. Market research indicates that Honeywell International, Inc is the sole manufacturer and distributor (within the United States) of the ring laser gyro and that this is an item that is manufactured upon order. IAW FAR 6.302-1(b)(1)(ii).

4. 49 CONS and 96 TG will continue to monitor the requirements to ensure that future sole source requirements are avoided.

5. The authority permitting other than full and open competition is FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements.
