STATEMENT OF OBJECTIVES
ADDENDUM 27-MAY-2021
1. OBJECTIVE:
The primary contractor will be responsible for converting standard Air Force blues uniforms into Honor Guard ceremonial blue uniforms including: fitting/alterations, repairing, installation of specific items, and dry cleaning.
1.1. The contractor will ensure, at a minimum, each uniform can be completed within 5 duty days with installation/replacement of ceremonial chrome buttons, aluminum colored Air Force braid, honor guard tab, and altered to fit the specific wearer (this does not include dry-cleaning).
1.2. Repairs will be completed within 3 duty days. Emergency and short notice work are constant, re-occurring, and may need to be performed at a more expedited time-frame.
1.3. The contractor will provide dry cleaning and alterations as needed for Honor Guard items including ceremonial jacket and pants, one dress blues shirt of either long or short sleeve, the ceremonial hat, ceremonial lightweight blues jacket, flags, scarfs, ceremonial all-weather trench coats, ear muffs, blue winter caps, and rain cap covers.
1.4. The contractor will need to complete measurements in person for alterations, therefore there is a 10 mile radius restriction for this requirement.
1.5. The contractor will review regulations that should be referenced for proper wear of the ceremonial uniform are the most up to date versions of: AFI 36-2903, and the USAF Honor Guard Manual (found at www.honorguard.af.mil).
1.6. The contractor will ensure billing is accomplished using Wide Area Work Flow, payments instructions are included in clause 252.232-7006.
1.6. The contractor will develop solutions with the Honor Guard Manager. If the current uniform items are tarnished or unserviceable, they will be replaced. If a uniform item cannot be repaired, the contractor will advise the Honor Guard Manager. Honor Guard will decide if uniform item(s) are unserviceable, and will dispose and replace accordingly.
2. GOVERNMENT FURNISHED EQUIPMENT/MATERIALS: The Honor Guard Manager will purchase items. The contractor will maintain the excess stock of buttons and silver striping and use as required for upkeep of the ceremonial uniform to include: ceremonial chrome buttons, aluminum colored Air Force braid, and honor guard tabs needed on ceremonial uniforms. The contractor will inform the manager when new stock should be ordered in a timely manner. The contractor may also use materials that have been repurposed from unserviceable ceremonial uniforms for use as provided.
