STATEMENT OF WORK

ELECTRONIC ACCESS CONTROL VIDEO SURVEILLANCE SECURITY SYSTEM

Buildings 25 and 19 Langley AFB Joint Base Langley-Eustis (JBLE), Virginia

CONTRACT REQUIREMENTS

1. Air Combat Command Communication Support Squadron is seeking a maintenance and repair contract for their electronic access control and video surveillance systems. Contractor shall provide certified/qualified technician(s), tools, parts, supervision, and other items necessary to test, inspect, maintain, and repair, the security access control and video surveillance system. The contract shall include on-site training, technical support, software configuration, software updates, database management, hardware installation, infrastructure maintenance, a preventative maintenance plan and a parts and repair plan for existing and future equipment. *Note: Request a copy of certification certificates for all technicians and a pre-site survey with all companies before awarding of contract.

1.2. Electronic Security Systems/Devices: The system encompass computers, monitors, network connections, software/hardware licenses, data transmissions, multiple points of monitoring, interfacing controls, sensors, and actuators. Some functions may be supported locally as well as by Langley AFB support agencies. For the purposes of this RFP, electronic access control and video surveillance system or devices include:

1.3. Building Access Controls System: AMAG Symmetry V8.01-HSE SMS

1.4. Networked Video Surveillance: ONSSI Ocularis CS 4.0 Digital Video Surveillance System.

1.5. Electronic access control systems/devices are connected by independent hardware, integrated software, does not interfaced with any other control systems (ex. Building Automation Control System) or life safety systems unless specifically required by code or approved by appropriate system owner and Security Directive, or their designee.

1.6. System Management: ACC Security Office will manage the access controls and surveillance system throughout the facilities.

1.7. Repairs: ACC CSS Security and Facility Management personnel have the authority to contact the contractor for emergency and routine repairs, schedule recurring maintenance and technical support. The company organizational information will be provided to the contractor. The contractor will provide organizational contact information to include 24/7 contact information to the customer.

1.8. Training and Technical Support: Contractor will provide 40 hours training and technical support annually to security management and facility management

1.9. Preventative Maintenance: Contractor will develop and provide a preventative maintenance plan for components identified in Technical Exhibit A to the COR for approval. Contractor’s preventive maintenance services will be in compliance with manufacturers recommended methods for all components. All maintenance service activities will be documented in a service log manual which will be kept onsite.

1.10. Emergency Services: Contractor shall the capability to handling emergency service call, be available to response, have certified/qualified personnel to dispatch to customer site. Contractor shall be on site within 4 hours for critical component or system failure; this is a 24 hour 7 day a week requirement to include holidays and weekends. The user determines the emergency condition. Response time starts once contractor is contacted at provided 24 hour contact number.

GENERAL INFORMATION

2. HOURS OF OPERATION. Normal operating hours for the ACC Communications Support Squadron are 0700 - 1600 Monday thru Friday. If the contractor wishes to perform preventative maintenance inspection work on weekends or holidays, permission must be obtained at least one week prior to the scheduled event from both the Contracting Officer and the Contracting Officer’s Representative. Normally, PMI work shall not be performed on weekends or holidays.

2.1. Normal Duty Hours. Normal duty hours are from 0700-1600, Monday through Friday. The contractor shall acknowledge all service calls within (2) hours of notification, whether answered in person or via an answering service. On-site response is required within (4) hours of notification.

2.2. After Normal Duty Hours. After hours calls are between the hours of 1600-0700 Monday-Fridays. The contractor shall acknowledge all service calls within (2) hours of notification, whether answered in person or via an answering service. On-site response is required within eight (8) hours of notification or the next business morning.

2.3. Weekend Hours. Weekend calls are between the hours of 1600 Friday afternoon and 0700 Monday morning. Contractor shall acknowledge all service calls within (2) hours of notification, whether answered in person or via an answering service.

2.4. Emergency Response. Contractor shall be on site within 4 hours for critical component or system failure. The user determines the emergency condition. Response time starts once contractor is contacted at provided 24 hour contact number.
