PERFORMANCE WORK STATEMENT

FOR

DELIVERY, STORAGE, AND RETURN OF

AIRCRAFT SMOKE OIL

FOR LANGLEY AFB AIRSHOW 2023

PERFORMANCE WORK STATEMENT LANGLEY AFB, VA

AIR SHOW SMOKE OIL PURCHASE

1.0 SCOPE OF WORK: This contract is for aircraft smoke oil purchase on or about 2 March 2023 in order to provide 60 day procurement and delivery lead time before airshow execution from 5-7 May 2023. This contract includes the delivery of said smoke oil no later than 1 May 2023 and the return and refund payment of unopened barrels of smoke oil at the conclusion of the airshow, with return shipping to the vendor taking place on or about 10 May 2023. The contractor is to provide these services in a manner that will ensure the safety and general wellbeing of Airshow attendees. The contractor shall provide all personnel, equipment, tools, materials, supervision, licenses, quality control, and other items and services necessary to complete this contract. Contractor shall comply with all federal, state, and local laws and regulations.

2.0 HOURS OF OPERATION: All 55-GAL barrels of smoke oil will be delivered to Langley AFB on approximately 1 May 2023 between the hours of 0700 and 1600. Following the event, the unused and unopened 55-GAL barrels of smoke oil will be prepared for shipment and ready for release between the hours of 0700 and 1600 on 10 May 2023. Any deviations from this schedule will be coordinated with the Contracting Officer Representative or the Contracting Officer. The phone number for these individuals is (xxx) xxx-xxxx.

3.0 LOCATION: All work on this contract shall be performed on Langley AFB, VA 23665.

4.0 DESCRIPTION OF WORK: In support of Langley AFB Airshow 2023, aircraft smoke oil will be delivered to TMO Inbound, 23 Sweeney Blvd, Building 330, Langley AFB, VA 23665 by 1 May 2023. Air Force personnel will transfer smoke oil to a 1 ton or 1.5 ton truck or tailer with low sides and deliver to a pre-designated locations on the airshow flight line (concrete surface) on 4 May 2023. Following the Airshow event, all unused and unopened barrels of smoke oil will be prepared for shipment and released by 10 May 2023 back to the vendor. See the deliverables table below with sizes/quantities of smoke oil requested.

Note: A map will be provided showing where to setup the smoke oil trailer.

5.0 EQUIPMENT: The contractor shall provide all equipment and supplies required to complete the delivery and pick up of the smoke oil barrels. Expendable items provided to the contractor by the Government due to poor planning of stock will be reimbursed to the Government by means of a deduction in the final billing using local market value. The Government reserves the right to deduct all costs associated with those units deemed nonfunctional during the Langley AFB Airshow 2023.

6.0 VEHICLES: The contractor shall provide all vehicles necessary to complete this contract. The contractor shall be able to transport all equipment, materials, supplies, and personnel to and from the job site to perform the required services.

7.0 WORKING CONDITIONS: The contractor shall comply with all federal, state, and local laws pertaining to safety and fire codes.

8.0 CONTRACTOR EMPLOYEES: The contractor’s foreman or representative(s) shall present a neat appearance and shall have the capability of speaking and understanding the English language. The Contractor shall identify an employee who has the authority to act on all contractual matters. The employee shall be present and available to be contacted by cellular telephone during the performance of delivery and return of the smoke oil barrels. The government point of contact during the Airshow to include setup and teardown will be Captain Hayden Clark at cell # (626) 602-6000. The Contractor shall not employ persons for work on this contract who are identified to the Contractor by the Contracting Officer as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.

9.0 SPECIAL REQUIREMENTS: USAF Technical Orders only allow the use of specified product to ensure there is no aircraft contamination. Acceptable smoke oil is as follows.

10.0 BASE SECURITY REQUIREMENTS. The Contractor’s employees, performing delivery and pick up services within Langley AFB, shall meet all entry requirements required by the Security Forces Squadron to be allowed on the installation. Vehicle registration, proof of insurance, and a valid driver's license must be presented for all vehicles to enter Langley AFB commercial gate. The Contractor shall make sure all employees have the required training, certifications and comply with all federal, state, and local environmental requirements and/or laws.

11.0 SAFETY. The Contractor shall conform to all safety regulations to include but not limited to the Occupational Safety and Health Administration (OSHA).

12.0 REQUIRED DELIVERY. The Contractor shall deliver smoke oil to Joint Base Langley-Eustis, Virginia no later than 1 May 2023.
