STATEMENT OF WORK
28 CES Fire Emergency Services
Apparatus Simulator
Building 7502 Ellsworth AFB, SD
11 May 2022
1.0 INTRODUCTION: The 28 CES Fire Emergency Services (FES) is requesting a waterless fully-digital Fire Pump Operator Training Simulator. This requirement is in support of the fire services operations during extreme weather conditions and will help ready personnel year-round. Also, this product will aid in prolonging the life of our fire trucks (both structural and aircraft apparatus) from wear and tear.
2.0 REQUIREMENTS:
2.1 Installation of the Fire Pump Operator Training Simulator
2.2 Training materials and user manuals
2.3 Training provided for user, instructor and Operations and Maintenance training
2.4 Factory warranty
2.5 Panel to mimic general layout of a Top-Mount System fire truck pump panel (see photo & diagram for sample layout)
2.6 Simulator to also include:
‐ Full-size replica of a fire apparatus top-mount pump panel
‐ Modular unit built into a free-standing cabinet
‐ Combination of authentic components, LCD displays, and touch screens
‐ Multiple pump, nozzle, and hose configurations
‐ Hydrodynamics and “internal” workings are software modeled
‐ Class A foam control functionality
‐ Electronic/digital control functionality
‐ Relay Pumping Functionality Industry standard student assessment forms
‐ Touchscreen Instructor Operator Station (IOS)
‐ Standard 115V/15Amp power
‐ Minimum of 34” Monitor with table or arm-mount
‐ Digital Video Response Scene Generation
‐ Hose Deployment Schematic
Customization of standard panel configuration:
A) Provide eight (8) Discharges
B) Provide Dual Foam Discharges
C) Real Water and Foam Tank level indicators
D) General layout similar to actual unit
E) Performance/Placards to match customer's unit
3.0 DELIVERABLES All deliverables are subject to Government acceptance and approval.
4.0 GOVERNMENT FACILITIES.
4.1 UTILITIES. All utilities shall be made available at no cost to the Contractor.
4.2 STORAGE. Material and equipment storage will be approved by Civil Engineering
Inspector. If approved, the materials shall be placed in a neat appearance, and in a manner that allows continued facility use safely. The government is not responsible for securing tools or materials or the loss of unsecured tools or materials.
4.3 DAMAGE TO GOVERNMENT PROPERTY. The Contractor shall notify the government when damage to government property is discovered. Any damage to government property caused by the contractor shall be repaired or replaced by the contractor at the contractor’s expense. The contractor shall annotate on the inspection report, the damage, the cause of damage (if known) and a projected proposal for repair.
5.0 ADDITIONAL/SPECIAL REQUIREMENTS.
5.1 Hours of Work. The Contractor shall be allowed access to the Fire Emergency Services communication center areas during normal business hours, 07:30AM-06:30PM, Sunday through Saturday, Except Federal Government holidays listed in paragraph 5.1.1.
The Contractor shall coordinate any work hours with the Fire Department point of contact no less than 24 hours in advance of performance of tasks.
5.2 FEDERAL HOLIDAYS.
New Year’s Day – 1 January
Martin Luther King day – 3rd Monday in January
Washington’s birthday – 3rd Monday in February
Memorial Day – Last Monday in May
Juneteenth Independence Day - June 19th
Independence Day – 4 July
Labor Day – 1st Monday in September
Columbus Day – 2nd Monday in October
Veteran’s Day – 11 November
Thanksgiving Day – 4th Thursday in November
Christmas Day – 25 December
5.3 BASE CLOSURES. Work Scheduled, but not accomplished because of base closure due to weather, exercises, or actual alerts, shall commence as soon as possible after reopening the base, unless otherwise directed by the CO through coordination of the CEI.
5.4 PERIOD OF PERFORMANCE. The contractor will assign sufficient resources and technically proficient personnel to accomplish the tasks within the restraints established in the contract.
5.5 SECURITY REQUIREMENTS. Contractor personnel will be limited to work areas. The Civil Engineer Inspector will facilitate acquiring additional escort if needed.
5.5.1 BASE PASS REQUESTS. 28 CESF will coordinate between the contractor and the 28 SFS Visitor Control Center (VCC) to ensure either escorts or passes are issued to the contractor personnel. All contractor personnel must be able to pass a background check conducted by the VCC personnel, no felony convictions allowed.
5.5.2 TRAFFIC LAWS. The contractor and its employees shall comply with base traffic regulations. All vehicles must be properly licensed and the contractor shall have current insurance coverage for all vehicles. Contractor shall present proof of insurance as needed while on the installation.
5.5.3 WEAPONS, FIREARMS, AND AMMUNITION. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately- owned vehicle while on military installations.
5.5.4 REPORTING REQUIREMENTS. Contractor personnel shall report to a government employee any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information.
5.6 PERSONNEL. Contractor personnel shall be easily recognizable while on the installation in conjunction with this contract. This shall be accomplished through the wear of clothing or badges that identify the company name or logo.
5.7 COMPLIANCE WITH LAWS AND REGULATIONS. The Contractor shall be knowledgeable of and comply with all applicable federal, state, and local laws. The contractor shall follow standard commercial practices.
5.8 SAFETY. The contractor shall comply with OSHA safety guidelines during the performance of the contract
5.9 PANDEMIC RESPONSE. All personnel present on Ellsworth AFB are required to follow any and all pandemic response policies established by the base leadership. Personal protective measures (face masks, gloves, hand sensitization, etc.) may be increased or decreased related to the current pandemic conditions on Ellsworth AFB. Contractors performing on
Ellsworth AFB will follow the guidance provided by the local work center where contract performance will occur or other government representatives on the base. Contractors that refuse to comply with any and all pandemic response policies may be subject to corrective contract actions.
